ARTICLES OF CONSTITUTION OF THE DEMOCRATIC MERITOCRACY OF ST ABBADDON

Article I – Regional Government
The regional government of St Abbaddon shall be formally known as the Democratic Meritocracy of St Abbaddon. Its authority shall be derived from the citizens of the region, embodied through its institutions, and safeguarded by its Constitution.
Article II – The Archon
The Archon of St Abbaddon shall serve as the formal Head of State and wield supreme authority over all aspects of the regional government, both in-game and in the meta. The Archon may assume an honorific title of their choosing to reflect the traditions and character of their reign.
The Archon shall designate their successor and establish a clear Line of Succession to ensure stability and continuity of governance. In the event of the Archon’s resignation, absence, or inability to serve, authority shall pass per this established Line of Succession.
The regional government derives its authority from the Archon and answers to no foreign government, region, nation, or entity. In the interest of the region, the Archon reserves the right to appoint and dismiss members of the Supreme Council of Elders at any time.
Article III – The Supreme Council of Elders
Section I
The Supreme Council of Elders shall serve as the Upper House of the Legislature of St Abbaddon. It shall consist of six seats: World Assembly Affairs, Roleplay, Foreign Affairs, Culture, Internal Affairs, and Chief Elder. Members of the Council, hereafter known as Elders, are appointed by the Archon and serve at Their pleasure until resignation, removal, or reassignment. Each Elder shall hold one vote within the Council.
Section II
The Elders shall elect one among themselves to hold the title of Chief Elder, who shall serve as Head of Government under the authority of the Archon. The Chief Elder shall oversee the day-to-day governance of the region, preside over convened sessions of the Councils, and serve as the principal advisor to the Archon.
The Chief Elder is empowered to issue Executive Orders to direct the operations of the regional government, provided such orders do not conflict with the Constitution. The Chief Elder may coordinate with the Outer Council and the Merit Service to implement policy, manage administration, and ensure continuity of governance.
The Chief Elder shall also be responsible for maintaining transparency between the Supreme Council and the citizenry, and may delegate duties to other officers as necessary.
Section III
The Supreme Council of Elders shall convene to deliberate on legislative and governance matters as the Upper House. Its powers and responsibilities include:
a. Reviewing and ratifying legislation passed by the Outer Council.
b. Proposing legislation for consideration by the Outer Council.
c. Authorizing and suspending diplomatic missions.
d. Supervising ministries and government offices.
e. Advising the Archon on matters of security, foreign affairs, culture, and regional development.
All legislative actions of the Supreme Council shall be subject to the Archon’s assent or veto before becoming law.
Section IV
If an Elder is deemed unfit to serve by a majority of their peers, the Supreme Council may issue a Notice of No Confidence to the Archon, who shall render the final decision on their removal or retention.
Article IV – The Outer Council
Section I
The Outer Council shall serve as the Lower House of the legislative lawmaking body of the Democratic Meritocracy of St Abbaddon. Membership in the Outer Council shall be open only to nations that are recognized citizens of St Abbaddon, and have been formally accepted into membership by the proper authority. No member of the Supreme Council of Elders may concurrently hold a seat within the Outer Council. Councilors of the Outer Council shall elect from among themselves senior members to lead and organize their respective chamber, including a presiding officer who shall represent the Outer Council in its official capacity.
Councilors are vested with the responsibility of drafting and passing preliminary legislation. Upon the passage of any law within the Outer Council, said legislation shall be submitted to the Supreme Council of Elders for further deliberation and potential ratification. No member of the Outer Council may concurrently hold a position within the Supreme Council of Elders.
Section II
From among the Councilors, three senior members shall be elected at the beginning of each term to form the leadership of the Outer Council:
a. Prolocutor: Presides over the Outer Council, represents it in joint chambers, and ensures fair debate and procedure.
b. Player Engagement Officer: Oversees recruitment, retention, and citizen participation initiatives.
c. Record Keeping Officer: Maintains official records of proceedings, legislation, and Council activities.
Any Councilor with aspirations to ascend to the Supreme Council of Elders must first relinquish their position within the Outer Council to ensure a clear separation of roles and responsibilities.
Article V – The High Court
Section I
The High Court of St Abbaddon shall serve as the judicial authority of the region, responsible for interpreting the Constitution, resolving disputes, and upholding lawful order.
The High Court shall be composed of three Arbiters nominated by the Chief Elder, subject to confirmation by both the Supreme Council and the Outer Council. Arbiters shall serve during good conduct.
The Arbiters shall select from among themselves a Presiding Arbiter to oversee the proceedings and administration of the Court.
Arbiters may serve on the Outer Council but shall not hold membership on the Supreme Council, in order to preserve the separation of powers.
Section II
The High Court will be convened to:
a. Hear and resolve internal disputes between citizens or governmental bodies.
b. Conduct trials for members accused of misconduct, treason, or crimes against the region.
c. Uphold or strike down bans imposed on members, citizens, or otherwise.
d. Interpret the Constitution of St Abbaddon where ambiguities arise.
e. Rule on disputes between the Outer Council and the Supreme Council of Elders.
The High Court shall continuously operate as a public forum, and citizens shall have the right to observe its sessions.
Section III
All accused individuals brought before the High Court shall have the right to defend themselves, present evidence, and call upon witnesses if appropriate. Verdicts shall be rendered by a majority of the Arbiter’s present, with the Chief Arbiter presiding over final judgment.
Section IV
If a Notice of No Confidence is issued against an Elder, the Archon may refer the matter to the High Court. In such cases, the Elder in question shall have full rights of defense, and the High Court shall issue a recommendation to the Archon, who shall deliver the final decision.
Article VI – State of Emergency Clause
Section I
A State of Emergency may be declared by the Archon, or by a two-thirds vote of the Supreme Council of Elders, when the safety, stability, or existence of St Abbaddon is under imminent threat.
Section II
A State of Emergency shall last no longer than 10 days, unless extended by a two-thirds vote of both the Supreme Council of Elders and the Outer Council. No State of Emergency may be extended beyond 90 days total without full constitutional review.
Section III
During a State of Emergency, the Supreme Council of Elders may authorize extraordinary measures necessary to safeguard the region, provided such measures do not permanently alter the Constitution.
Section IV
Upon the declaration of a State of Emergency, a temporary seat of Elder of Defence shall be established within the Supreme Council of Elders. This Elder shall be appointed by the Archon and shall serve solely for the duration of the emergency, with authority limited to matters of regional security, coordination of defensive measures, and stabilization of government operations.
Section V
The High Court shall retain authority to review any measures taken under the State of Emergency, and both Councils may convene in joint session to debate and advise on the continuation or cessation of the emergency.
First Amendment: On 25 October 2020, the Monarch in consultation with his Supreme Council of Elders has elected to alter the official title of the Crown from Monarch to Lord Reaper.
Second Amendment: On 7 January 2024, the Dragon Emperor and his Supreme Council of Elders altered the official title of the Crown from Lord Reaper to Dragon Emperor. The second addition was revising the Outer Council, Article IV of the constitution.
Third Amendment: On 02 October 2025, the Supreme Council altered the entire constitution to bring it into the latest update.
Fourth Amendment: On 25 January 2025, the Constitution was changed to create the High Court of Arbiter’s to help create the separation of powers.
