Joint Investigation Headquarters
By the time Gusedang began his full-scale terrorist activities, police had launched an investigation. However, it became clear that it was difficult for the police to deal with Gusedang, a group of former spies, and the intelligence agency, the FSS, came forward.
The FSS organized Joint Investigation Headquarters to make the most of the capabilities of the police while investigating with the police. The Head of Joint Investigation Headquarters is headed by Han Pyeong Ho, The Head of the domestic information team of FSS, but the vice-commander is headed by Byeon Sang-Chul, a senior superintendent.
Joint Investigation Headquarters also has a Ministry of Foreign Cooperation for cooperation with foreign intelligence agencies. They are responsible for helping the FSS and foreign intelligence agencies conduct effective joint operations.
The Joint Investigation Headquarters also includes military personnel. About 300 Army troops under the command of Major Park Kang-hyuk serve as the "last resort" to be deployed if large-scale firepower support is inevitably needed.

The Rapid Response Unit is a 330-member Army and Air Force unit that was transferred from an Army and Air Force unit and temporarily organized under the Joint Investigation Headquarters.
Their commander is lieutenant colonel Park Kang-hyuk, who is officially under Han Pyeong Ho.

Han Pyeong Ho Gender: Male Position: Head of domestic information team of FSS, Head of Joint Investigation Headquarters Explanation: He is the head of the domestic information team of the FSS. Because he is in charge of domestic intelligence missions, Beak Kang, the director of the FSS, chose Han Pyeong Ho as the head of the Joint Investigation Headquarters. Han Pyeong Ho has been a 'white agent'(an identified agent) for a long time at the FSS. Han Soo-hyuk Gender: Male Position: Head of The 1st Action Force Explanation: He carried out several covert operations as a Black agent. Jin Cheong Oh Gender: Male Position: Head of The 2st Action Force Explanation: He was a member of the Special Forces and has been mainly in charge of domestic intelligence since he joined the FSS. Han Se-young Gender: Female Position: Head of The 3st Action Force Explanation: She's an FSS agent who's good at factor assassination and intelligence gathering. As Gusedang's terrorist activities became increasingly frequent, the FSS called in a large number of competent personnel to fight terrorism. Kang Jinhwan Gender: Male Position: Head of The investigation team Explanation: He is a veteran detective with 20 years of experience.
