The Wages Guidance Act

UNDERSTANDING that the faults of our predecessors were on a lack of a minimum wage,

REALIZING that the lack of an established minimum wage affects poverty and purchasing power,

FORGOING the potential impacts to our economy that this may bring,

I, Emperor Conall Solis, officially enact THE WAGES GUIDANCE ACT and enforce it immediately with the following provisions.

SECTION I - MINIMUM WAGE

ARTICLE I - This legislation shall officially establish a national minimum wage to be followed by all government agencies and all companies, state-owned or otherwise, within the nation.

ARTICLE II - The minimum wage shall not be declared under this legislation, instead granting the power to decide and declare the minimum wage, to the Ministry Of Labor and its minister, therefore.

ARTICLE III - The Workplace Compliance Office shall be mandated to ensure compliance with the minimum wage and to dole out punishments as seen fit.

ARTICLE IV - The Ministry Of Labor, as seen fit, may create multiple national minimum wages to be followed, creating official exceptions and rules to which minimum wage is to be followed.

ARTICLE V - All individuals within the nation, citizen or not, are entitled to the national minimum wage, as long as they are legally allowed to work within the nation, and for its employers.

ARTICLE VI - Foreign companies hiring our citizens are to follow our national minimum wage policies, unless their government has enacted a national minimum wage policy better than or the same to, our policy. If this is to be violated, the foreign company will be barred from hiring our citizens.

SECTION II - UNIVERSAL BASIC INCOME

ARTICLE VII - This legislation shall officially mandate the Welfare Administration Service to draft and launch a financial aid program that provides what is internationally declared as universal basic income.

ARTICLE VIII - The Welfare Administration Service shall manage the administration and management of the universal basic income program under the direction of the Ministry Of Labor.

ARTICLE IX - Universal basic income is to be provided to all citizens within the nation, with permanent residents being authorized universal basic income as seen fit by the Welfare Administration Service.

SECTION III - ADDITIONAL WAGE PROGRAMS & POLICIES

ARTICLE X - As seen fit, the Ministry Of Labor may establish additional wages (Ex. wage types) and policies surrounding wages such as tipping, established crimes, etc.

SECTION IV - TIPPING

ARTICLE XI - Under this here legislation, it is officially declared that no service job that does tipping, including restaurants, hotels, etc. may substitute wages for tips.

ARTICLE XII - The nationally established minimum wage, or higher, is to be paid to any and all service employees regardless if tipping exists.

ARTICLE XIII - Tipping shall not be required by any customer or individual, and it may not be asked of a person to tip, unless it is in a gesture not seen as forceful or rude.

ARTICLE XIV - Foreigners, under the approval of the Ministry Of Labor, may have tips substituted for part or all of the nationally established minimum wage, if it can be shown that it will not cause an undue burden upon them.

SECTION V - CRIMES

ARTICLE XV - The following as designated under these subarticles, are officially designated as crimes under this legislation.

ARTICLE XV.A - Underpaying an individual and/or paying less than minimum wage is hereby established as a crime.

ARTICLE XV.B - Wage substituting is hereby established as a crime.

ARTICLE XV.C - Maliciously requesting tips is hereby established as a crime.

ARTICLE XVI - The Ministry Of Labor, under Article X, may, as seen fit, establish additional crime provisions under the scope of this legislation.
