Overview


Purpose

The bill seeks to allow the General Assembly to create committees.

Proposed Law


  1. Standing committees shall be formed to assist the General Assembly in its legislative work

  2. Standing committees shall consist solely of members of the General Assembly

  3. Each committee shall have one third of General Assembly members rounded to the nearest integer

  4. The Speaker shall serve as an ex officio member of all committees

  5. Members are appointed by the Speaker and serve until the end of the General Assembly session

  6. Each committee shall be chaired by a member selected by the Speaker

  7. Standing committees can only be created by vote of the General Assembly or by order of the Speaker

  8. Standing committees shall not be subject to a timed closing and may only close by vote of the General Assembly by order of the Speaker or by the Supreme Court

  9. Standing committees may hold public hearings on certain issued to help in their research of the committees work

  10. Committees may choose what subjects to study and shall conduct investigations into matters of importance

  11. All committee work and hearings shall be made public unless the topic of discussion is deemed to be sensitive or regional security is at risk if made public

  12. A citizen may be summoned before the committee by request of the committee chair, the speaker or by a majority of the committee voting in favour of bringing that citizen before the committee.

  13. Citizens appearing before a committee may refuse to answer a question if the question relates to sensitive information or impacts regional security

  14. The General Assembly may vote to remove a member as chair or as a member from a committee with a simple majority vote.

  15. A Member of a committee may be immediately removed through the following process:

    1. A motion shall be endorsed by five percent of electoral citizens

    2. A majority of electoral citizens shall vote on whether to remove them in the following manner:

      1. World Assembly citizens shall be permitted to vote in a two-day poll

      2. Military Voting and Dual citizens shall be permitted to vote on the Regional Message Board in the same period

  16. The following standing committees shall be immediately established:

    1. The committee on regional defence and intelligence

    2. The committee on oversight and rules

    3. The committee on communication and moderation
