Constitution of the Holy Empire of Deutsch-Francia

Preamble
On June 3rd, in the year of our Lord 1927, the representatives of the people of the Empire agreed to the terms of the Strasbourg Pact, thus establishing a system of two nations under one Empire. Despite the victory of 1918, it became necessary to build a new, more democratic foundation in order to ensure that the rights of the citizens of the Empire are preserved and that the people of the Empire will all prosper. Thus, the Imperial Assembly, consisting of the Bundesrat and Bundestag, hereby declares this document is to serve as the Imperial constitution.

Article I: The Holy Empire of Deutsch-Francia
From the adoption of this constitution henceforth, this state shall be officially known as the Holy Empire of Deutsch-Francia. The Empire will be a constitutional monarchy committed to the defense of the rights of all the nation's citizens and will only be governed by the consent of the people.

Article II: The State and the Law
The Holy Empire of Deutsch-Francia is to be a constitutional monarchy based on both the rule of law and the consent of the governed. It will adhere to the principles of democracy and protect individual liberties.

Article III: Territory of the Empire
The territory of Deutsch-Francia will consist of the lands within the German Empire and the Kingdom of France as defined by the Strasbourg Pact. Each realm possesses the inviolable right to maintain a local government.

Article IV: Status of the Monarchy
The Holy Empire of Deutsch-Francia is to be a constitutional monarchy under the House of Hohenzollern. The head of the royal family is to officially hold the titles of German Emperor, King of Prussia, and King of France. The monarch shall serve as a unifying symbol of the state responsible only for ceremonial affairs.

Article V: Symbols of the State
The national flag is to be a triband of black, white, and red on the left side and dark blue, white, and red on the right side. An iron cross will be placed on the left side, and a fleur de lis will be placed on the right side. An example of what the national flag should look like is depicted below.

The national anthem will be the song Die Wacht Am Rhein, and the national animal will be the eagle. The official languages of the Empire will be German and French. Many government services will also be offered in minority languages such as Dutch, Polish, and Corsican.

In addition to the national flag, there shall also be an Imperial coat of arms, which shall depict a shield with a double-headed eagle with the House of Hohenzollern's coat of arms in the center. The right wing shall hold the coat of arms of the Kingdom of France, while the left shall hold the coat of arms of the German Empire. The shield will be surrounded by six Imperial German flags, three on each side. On top of the shield, there will be a depiction of the Imperial Crown of Deutsch-Francia, with a star located just above that. In all, the Imperial coat of arms should look as depicted below:

Article VI: Citizenship
Any person born within the territory of Deutsch-Francia or born to at least one parent with Deutsch-Francian citizenship is automatically considered by the state to be a citizen of the Empire under this constitution.

Article VII: Personal Liberties
All citizens of Deutsch-Francia possess the absolute right to freedom of speech, freedom of expression, freedom of the press, freedom of assembly, and otherwise live how they wish to unless they violate the rights of others. The state will not violate the right to privacy, and will require a warrant before it can investigate a person's home. All individuals also possess the inviolable right to bear arms.

Article VIII: Equality before the Law
All individuals are to be considered equal before the law, no matter their gender, race, home country, language, faith, political views, orientation, etc. No laws may be put in place that violate this principle by discriminating against others based on the previously stated characteristics.

Article IX: Status of Religion
While the Prussian Union of Churches holds the position of official state church, all religious institutions possess the absolute right to freely operate within Deutsch-Francia, and all citizens have the absolute freedom to hold their own religious beliefs. Both of these rights are to be considered inviolable.

Article X: Sovereignty and Legality
Under this constitution, sovereignty lies with the people of Deutsch-Francia, who choose to express that through the legal means provided through this constitution. Whether any laws passed by either the national government or any local governments are considered valid shall depend on whether it violates this constitution or not, as determined by the Supreme Court of the Empire.

Article XI: The Executive Branch
The executive branch of the government will consist primarily of the Chancellor and the cabinet. The Chancellor is to be selected by the party with the most seats in the Bundestag and then officially appointed by the President of the Bundestag. The Chancellor may appoint and dismiss cabinet ministers with the approval of the President of the Bundestag. The Chancellor also maintains the power to propose and veto legislation, and is responsible for enforcing the laws of the Empire.

Article XII: The Imperial Assembly
The Imperial Assembly is to be divided into two houses, the Bundesrat and the Bundestag. The Bundesrat is to be made up of representatives appointed by the provinces of the German Empire and the Kingdom of France, and the Bundestag is to be made up of representatives directly elected by the people in a mixed-member proportional representation system. Members of both houses must be at least 25 and can only serve two 6-year terms. The purpose of the Imperial Assembly is to enact legislation. The Imperial Assembly maintains the power to overturn the Chancellor's veto if it can get a two-thirds majority.

Article XIII: The Supreme Court of the Empire
The Supreme Court of the Empire is to be made up of 9 members appointed by the Chancellor with the approval of the Imperial Assembly. The purpose of the court will be to determine whether legislation passed by the Imperial Assembly is constitutional or not. Each member who is appointed will serve until they either die or retire.

Article XIV: Armed Forces of the Empire
The Armed Forces of Deutsch-Francia consist of the Imperial Army, the Imperial Navy, and the Imperial Airforce. The position of commander in chief is to be held by the ruling monarch.

Article XV: On Amending the Constitution
In order to amend any aspect of this constitution, the Imperial Assembly must vote two-thirds in favor and receive the approval of the Chancellor and the President of the Bundestag.
