Regional Council Abolition Act

(Under Article V, Section 1 of the Instrument of Government, this Act will come into effect if approved by the Regional Council unanimously and then approved by the Monarch and WA Delegate.)

§1: Abolition of the Council
Article II, Section 3 of the Instrument ("The Regional Council of the Labyrinth") shall be deleted.

§2: Removal of references to the Council in the Instrument of Government

  1. In Article II, Section 1, clause 3 under "Powers of the Monarchy", the words "Regional Council" shall be replaced by "Cabinet". In clause 4 of the same section, the words "Regional Council" shall be deleted.

  2. Article II, Section 2, clause 4 under "Removal of cabinet members" shall be deleted.

  3. In Article II, Section 2, under "Powers of the Cabinet", a new clause shall be added:
    Regional laws may be proposed by any citizen. The Cabinet shall discuss and vote on such proposals. If a proposal is agreed to by a majority of Cabinet members, it shall become a law unless it is vetoed by the Monarchy. Laws shall not conflict with the Instrument.

  4. In Article II, Section 2, clause 1 under "Powers of the Cabinet", the words "and must be affirmed by the Regional Council within 14 days, or the order shall lose the force of law." shall be deleted.

  5. Article II, Section 4, clause 2 shall be deleted.

  6. In Article II, Section 5, clause 3, the words "Regional Council" shall be deleted.

  7. Article III, Section 1, clause 3 shall be deleted.

  8. In Article V, Section 1, clause 2, the words "Regional Council" and "Council" shall be replaced with "Cabinet".

§3: Amendments of other laws

  1. The Regional Legislation Format and Presentation Act shall be repealed.

  2. The Orderly Speaker Election and Officers of the Council Act shall be repealed.

  3. In the Regional Government Operation and Accountability Act:

    1. in §2.3, subsection 1, the words "be appointed to the Regional Council, nor shall they" shall be deleted.

    2. §2.3, subsection 3 shall be deleted.

    3. §2.4 shall be deleted.

§4: Disposal

  1. All powers and duties of the Regional Council under other laws shall be performed by the Cabinet.

  2. The Regional Council shall cease to function after the approval of this Act by the Monarch and Delegate.

  3. All rules and procedures of the Council shall cease to have effect.

  4. All records of the Council shall be archived.
