Constitution of The Region of Warsaw

Liberty, Equality, Fraternity

We, the proud citizens of The Region of Warsaw, hereby establish the Constitution, as we seek the perpetuity and stability for our region, agree to and ratify as follows:

CHAPTER I: Rights and Freedoms

Article 1: All citizens and residents of The Region of Warsaw are granted the following rights and freedoms:

  1. Freedom of speech, expression, and expression within the circles of the regional and NationStates rules.

  2. The right to run for political office as long as they meet all minimum requirements for office.

  3. The right to protest and petition the government and present their concerns to the government officials straightforward.

  4. The right to defend when accused and during due process of the judiciary under the law.

  5. The right to vote for any office, provided the eligibility to hold said office.

  6. The right to personal privacy over any matter.

Article 2: The government of The Region of Warsaw shall not infringe upon any rights of the citizens and residents of The Region of Warsaw.

Article 3: The citizens and residents of The Region of Warsaw shall respect the rights of each other.


CHAPTER II: The Citizenry

Article 4: The citizens of The Region of Warsaw shall be defined as nations residing in the region.

Article 5: The citizens and residents of The Region of Warsaw cannot have more than 1 nation in the region.


CHAPTER III: The Government

Article 6: The government of The Region of Warsaw shall be composed of three branches: executive, World Assembly, and judiciary.

Article 7: The executive branch include the Regional Commissioners, whose mission is to enforce the law and implement policies within their specializations, and can decide whether to accept a rule or policy, and the Supreme Procuracy of The Region of Warsaw, composed of the Chief Prosecutors and Prosecutors, whose task is to investigate crimes and accuse citizens of crimes.

  1. The Regional Commissioner of Homeland Security shall enforce regional security, form regional policies, intervene in disputes, maintaining citizenship records, executing the Supreme Court's sentences, and helping other citizens in the course of integration into the region.

  2. The Regional Commissioner of Diplomatic Affairs shall establish relationships in other regions, implement the region's foreign policies, appoint ambassadors, and open and close embassies.

  3. The Regional Commissioner of Culture & Sports shall be responsible of celebrating cultural festivals, events, and holidays for the region, managing roleplay, and promoting regional games.

  4. The Chief Prosecutor, appointed and dismissed by the Founder, shall be the one who leads the Prosecutors in the course of investigating the crimes committed by a citizen and accused by another citizen, gives the final decision whether to accuse a citizen of a crime, and later represent the Supreme Procuracy in trials.

  5. The Prosecutors, appointed and dismissed by the Chief Prosecutor, no more than 3, and chosen among 20, shall verify evidence the Inspectors reported to them, report to the Chief Prosecutor about their decisions and represent the Supreme Procuracy in trials the Chief Prosecutor cannot attend.

  6. The Inspectors, nominated by the Prosecutors, accepted by the Chief Prosecutor and finally accepted by the Founder, chosen out of 20, shall investigate lawsuits brought by a citizen and report to the Prosecutors.

  7. The term of each Regional Commissioner is lifetime, and each citizen can only serve for one term that ends at the moment of retirement, dismissal or disappearance from NationStates.

  8. The Chief Prosecutor and the Prosecutors shall have lifetime term, except for dismissal, retirement mid-term or disappearance from NationStates.

  9. The Supreme Procuracy shall vote for dismissal of a Chief Prosecutor or a Prosecutor upon request.

  10. The Commission shall vote for dismissal of all Prosecutors and the Chief Prosecutor upon request.

Article 8: The World Assembly branch include the World Assembly Delegate and the World Assembly Vice-Delegate, whose mission is to represent The Region of Warsaw in the World Assembly and manage all World Assembly affairs in The Region of Warsaw.

  1. The World Assembly Delegate is a permanent office in The Region of Warsaw. The Delegate shall enforce World Assembly endorsement limits, represent The Region of Warsaw in approving proposals, intervene in World Assembly disputes within The Region of Warsaw, and implement World Assembly policies in The Region of Warsaw.

  2. The World Assembly Vice-Delegate, appointed by the Delegate, shall be the advisor and helper of the Delegate, and shall replace the Delegate in cases of the Delegate announcing retirement from office mid-term or disapperance from NationStates until the Commission voted for a WA candidate running with consent to free will. The Vice-Delegate shall assist the Delegate in terms of enforcing World Assembly policies and representing The Region of Warsaw on the stages of World Assembly. The term of a Vice-Delegate is lifetime.

  3. In cases of retirement from office of the Delegate, dismissal, or disappearance from NationStates, the citizens shall vote for the new Delegate. If the vote is over 50% for a candidate, he or she gets to be the Delegate and is free of the endorsement limit.

  4. In cases of retirement from the office of the Vice-Delegate, dismissal, or disappearance from NationStates, the Delegate will hold the office and call WA citizens to volunteer for the office until the new Vice-Delegate is appointed.

Article 9: The judiciary branch include the Supreme Court of The Region of Warsaw, which is composed by Chief Justice and the associate justices.

  1. The Chief Justice, appointed by the Founder, shall be responsible in hearing cases, and deciding the constitutionality of a rule.

  2. The associate justices shall have equivalent ruling as the Chief Justice. The associate justices, appointed and dismissed by the Chief Justice, no more than 5, chosen out of 20 citizens, shall be responsible in hearing cases that the Chief Justice can't hear, advising the Chief Justice about the constitutionality of a rule, and archiving cases heard by the Supreme Court.

  3. Cases brought by a citizen to the Supreme Procuracy and later the citizen suspected of committing a crime accused by the Chief Prosecutor shall be brought to the Supreme Court.

  4. The Supreme Court may vote to dismiss a Justice of the Supreme Court, be it the Chief Justice or an associate justice, by a simple majority vote.

  5. The Regional Commissioners may vote to dismiss all Justices of the Supreme Court by a simple majority vote.


CHAPTER IV: Appointment

Article 10: The Commission shall be appointed by the WA Delegate, with approval from the WA Vice-Delegate.


CHAPTER V: Treaties and Laws

Article 11: The Constitution shall be the supreme law of The Region of Warsaw, unless necessary conflicting implementations are needed for a period of time.

Article 12: The Executive can create rules and also negotiate treaties on behalf of the region with these conditions:

  1. All treaties and laws must be approved by the Regional Commissioners, deemed constitutional by the Supreme Court and the citizens of The Region of Warsaw by a majority vote.


CHAPTER VI: Ideologies

Article 13: All citizens have the right to follow all ideologies, except nazism and fascism.

  1. A citizen is deemed as following nazism or fascism when he or she has the capital, leader name, nation name, flag, animal name, national religion name, or currency name related to nazism or fascism, or writes dispatches supporting nazism or fascism.

  2. If a citizen is held upholding nazism or fascism, the citizen shall be given an ultimatum to change the ideology. If that citizen doesn't comply, he or she shall be ejected and banned completely.

Article 14: Regions upholding nazism or fascism cannot establish diplomatic ties with The Region of Warsaw.

This Constitution was put into use in July 21st, 2021, and last amended on March 13, 2022.
