RFR | Embassy Policy
If you're here looking to establish embassies, first of all: welcome!
Broadly speaking, we have somewhat less restrictive embassy standards, as we place much less importance on their mere establishment, versus how important some other regions seem to consider them. Embassies are, after all, the bare minimum of interregional relations. At most, they can enable direct communication between the party regions... but any player with any experience with less-than-ideal RMB back-and-forths between clashing cultures and opinions can tell you, this is not necessarily a boon!
Briefly, here are the (current) primary, baseline requirements we make of new embassies:
Minimum population: at least five (5) nations.
Active population: one or more posts from a native nation in the past five days, besides the nation who proposed constructing embassies.
Non-raider: militancy and raiding are fine in-and-of-themselves, but if your region prizes raiding so much that it considers it worth tagging as "Raider," it's unlikely we have anything to offer you at present, and vice versa.
Minimum peacability: if your region openly expresses hatred, disgust, or unwarranted negativity at the Royal Federal Republic, our citizens, our government, our ideals, our religion, or our sovereign, we're probably not gonna want to have anything to do with that mess.
Minimum civility: if your RMB is full of general hatred, bigotry, spitefulness, slurs, spamming, and other rude behavior, we reserve the right to Not Have Anything To Do With That Mess, Thanks.
The RFR-FS is reorienting its embassy focus away from embassy collector regions. We have no particular prejudice against them, and wish each embassy collector region individually the best of luck in whatever version of NationStates they're playing. However, through a several year trial, it is our judgement that these maintaining these embassies with such regions sadly do not enrich our region, which is far and away the primary metric by which embassy maintenance should be measured.
We will not create any new embassies with regions tagged "embassy collector," except for a really good reason, like a prior relationship with the founder, a mutual relationship with a valued region, or a treaty obligation of some kind.
We may, however, consider maintaining embassies with select regions tagged "embassy collector." The number will be very few, and may be prescribed here by specific selection.
The Minimums for establishing embassies and for maintaining embassies already present are, to us, very different things, so if we approve your embassy, and your region later happens to fall below one of the thresholds temporarily, don't worry. If it stays below one for a long while, or there is a sudden influx of negativity towards us on your RMB, or if there's some other truly drastic change in regional character, we reserve the general right to reconsider our embassies. As would any responsible region. However, we consider this outcome relatively unlikely and relatively benign.
We reserve the right to refuse embassies for any reason, and reserve the right not to state why. However, if we do state our reasons, in light of one of the requirements above, the applying regions hopefully should take that as a sign of goodwill! We would only bother giving a reason if we took the offer seriously and had to decline it because of formal policy; whereas for a truly irredeemable region, what sensible person would even bother dignifying the rejection with a response?
We do not officially begrudge any region who unsuccessfully applies for embassies more than once, barring any treaty term or request not to. There's no shame in trying us! And we won't hold it against you if you're reasonably persistent. However, if we have stated, in no uncertain terms, that we do not wish to associate with your region, please take that into consideration. If you're told off, and you keep applying anyway, we can only take that as an attempt to annoy us. Which is most unneighborly, and we will probably hold that against you.
We offer no positive guarantees for embassies, outside of treaties, but the following factors will give you informal points in our estimation:
Religious freedom
Intellectual freedom
A wealth of public virtue
Large, active population
Politically vibrant
Amicability between natives
Amicability with foreigners
Maintenance of good interregional relations
Participation in defensive actions or organizations
Love of history
Love of philosophy
Appreciation/support of catholic Christianity, its closest relatives, theism, theology, and/or religion in general; or at the very least amicable toleration of religion and no open hostility towards it
Responsible government
Embassy Blacklist
These are regions which, for one reason or another, are no longer welcome to share embassies with the RFR:

No region on the blacklist is owed an opportunity to make amends nor an explanation why they're on the blacklist, unless a patent change of character or regional management has been enacted since the date of their addition.
