The Constitutional Tsarist Party, the successor to the Tsarist Party and Democratic Torch of old, is the Union that will lead the Opposition to victory. We call for reform of Callista due to the systematic changes that were brought with members of the Vincence Empire joining Callista, by reforming Callista to make it compatible with the new times. We believe that the time has come for the Tsar, the Blessed Soverign of Callista, to continue as the Ceremonial Head of the Region. We also believe that the new Roleplay is wild and needs to be controlled with the creation of a Roleplay Reform Law.

The Grand Council of the Constitutional Tsarist Party is the collective leadership of the Constitutional Tsarist Party has is headed by the Party Chairman Ethics Committee of the SCPF. The Grand Council is responsible for developing party policy and planning for the New Tsarist Party's performance in both Callistan Elections. The Council is made up of Plus Nova Imperii, the Ethics Committee of the SCPF, Ferneus, the Greater Western Union, and Barlyy.

The Tsar serves as the nominal Head of State of the Tsardom of Callista

A Prime Minister is elected every three months by the most votes from citizens

The Prime Minister will serve as the Legislative Head of Government of the Tsardom of Callista

The Prime Minister will appoint a lieutenant during election season to help administer the region

The Prime Minister and Tsar create a State Council to help administer the region

The State Council will include three positions, Foreign Affairs, Internal Affairs, Security

The Minister of Foreign Affairs will negotiate with Foreign Powers and are responsible for Embassies

The Minister of Foreign Affairs will keep members of the regional line in a stable relationship

The Minister of Internal Affairs will be responsible for administrating Roleplay and Spam

The Minister of Security will be responsible for the defense of the Region whenever needed

A Head Justice will be elected every three months by the most votes by citizens

The Elections for Head Justice will take place one week after the General Elections

The Head Justice is responsible for seeing if a Bill or Amendment is Constitutional

There will be 4 Roleplay Moderators, The Tsar, the Roleplay Minister, and two appointed

One of the Roleplay Moderators will become the Cartographer and will map out the Roleplay

The 4 Roleplay Moderators will be responsible for enforcing RP rules and creating the Roleplay Reform Bill

The Roleplay Reform Bill, drafted by our Chairman, will make the policies listed below official

There will be limitations on land conquests per day or per week in the Roleplay

There will be new requirements for the minimum size of an Invasion post

An enhanced RP dispatch for RP information will be created by one of the Moderators

In the event a serious RP is wanted, a Second RP will be created for serious players

We all support bringing Character RP into Callistan Roleplay, giving it more depth

In Conclusion, the New Constitutional Party calls for the reformation of Callista to advance it with its current situation. We believe that the only way to do this is the grant the Tsar more executive powers to balance party politics and to create a Ministry of Internal Affairs to manage Roleplay. We also believe that with the introduction of hard-core Roleplayers from TVE, the basic Roleplay system of Callista needs to be reformed in order to have a fair Roleplay experience.
