Amendments to the Constitution

    Article 1

      1. The citizen shall be the most basic unit of regional society.

      2. The citizen shall have the exclusive right to vote in referendums and elections, as well as the right to participate in public service.

      3. Nations who wish to gain citizenship within the Institute of Cellulose may do so through a formal application system.

      4. The Supreme Court, at the just request of either the King or the Prime Minister, reserve the right to revoke a nation's citizenship rights at any certain point in time.

      5. In the event of a court case to revoke a nation's citizenship rights, the proceedings are to function the same as a standard court procedure, whereupon the King/PM is to act as the prosecution and the citizen to act as the defense.

      6. A nation's citizenship may be formally revoked if and only if the presiding judge, with priority for this duty given to the Chief Justice, rules in favor of revocation.

      7. Those nations who are issued indefinite bans are automatically deprived of their citizenship without intervention from the Supreme Court, and must reapply upon being pardoned.

    Article 2

      1. The Kings shall be the utmost executive authority of the region. However, government decisions performed by the King must be approved by both the Prime Minister and by Parliament through simple majority.

      2. The Dukes shall be permanent executive officers with no specific responsibilities, akin to ministers without portfolio.

      3. The Prime Minister shall be assisted by a Deputy Prime Minister, who shall be chosen by the former.

      4. In the event that a Prime Minister is unable to perform their duties to the government, the Deputy Prime Minister may tentatively take their place, and may be appointed as Interim Prime Minister until the term of their term should the current Prime Minister resign, be impeached, or cease to exist.

      5. The Prime Minister and their deputy shall have a limit of two consecutive terms of office, after which they may not run for office until after the next term.

      6. The Prime Minister shall, upon election, have two weeks to form a cabinet. If they fail to do so, then another election will take place.

      7. The Prime Minister and the Deputy Prime Minister may be impeached by referendum through a simple majority vote if the Supreme Court declares them guilty of any major crimes.

      8. The cabinet shall consist of the Prime Minister, the Deputy Prime Minister, the Minister of Security and the Minister of Foreign Affairs

      9. Though these executive ministries are to be appointed according to specialization, the duties of the ministries may shared within the cabinet at the intercession of the Prime Minister.

    Article 3

      1. The Institute of Cellulose shall be a direct democracy, where the power to vote in legislation is vested in every citizen of the region.

      2. There shall be a single officer in charge of the regional legislature, the Tribune of the People, who shall be elected every month.

      3. All legislative proposals are to be voted upon through referendums, and may pass through a simple majority.

      4. All legislative proposals may only be put to vote upon being reviewed and approved by the Tribune of the People.

      5. The King and the Prime Minister reserve the right to veto legislation that passes in referendums.

      6. The regional legislature reserves the right to overturn a veto with the approval of the Tribune, should they attain a two-thirds majority in voting.

    Article 4

      1. The Supreme Court shall be the utmost judiciary authority of the region. It is to be composed of one Chief Justice, and two Justices.

      2. The Supreme Court is to be composed through prime-ministerial appointment from a short-list of candidates created by the previous Chief Justice.

      3. The Chief Justice is to act as the judge in the proceedings of the court, and is tasked with passing down verdict upon assessment of the facts and evidences of the case.

      4. Either Justice is to act as the judge in the proceedings of the court should the Chief Justice be unable to perform his duties due to conflicting interests or otherwise.

      5. Verdicts may only be passed if both the prosecution and the defense have produced their statements to the court.

    Article 5

      1. No branch of government may infringe upon or obstruct the duties of another branch.

      2. Those who hold public office in one branch of government may not hold office in another branch.


    Notable Changes

    • Institutionalizes the separation of powers.

    • Establishes that the duties of the cabinet ministers, though specialized, may be shared within the cabinet at the instruction of the Prime Minister.

    • Establishes a legitimate citizenship system in place of the old "liberty proclamation" of Article 4.

    • Bars all non-citizens from voting in proposals and elections, as well as running in any government office.

    • Grants the King and the Prime Minister the right to request the revocation of citizenship of any nation given just cause.

    • Grants the Supreme Court the right hold and manage all trials regarding the revocation of a nation's citizenship.
