The Special Containment Unit (abb. SCU) is a specialized unit of scientists and soldiers fully dedicated to the preservation and protection of Mirum and Terra. The SCU, however, is not a combat unit, but a disaster relief and research unit. Most soldiers in the SCU are selected from SpecOps units and most scientists in the SCU are from top-secret research projects and have degrees in various topics (usually pertaining to physics, arcane research, and biomedics). While the SCU is officially acknowledged, its work is not that well known, and most of it is shrouded in secrecy. The SCU has been seen after major disasters (such as the September 9th, 1999 tsunami) assisting in the cleanup. What is not known publicly- or even in most of the government- is that the SCU also specializes in investigating pseudoscience and other "anomalies". The first registered anomaly was A0001, a Class-5 Sentient Electromagnetic Psychokinetic Anomaly, encountered 6 times in 1966 before being captured and being moved to Sector 15's containment facility. A0001 was returned to its home plane in 1972, after extensive research on it. Since then, 124 different anomalies have been captured and researched, 92 of which have been returned to their home planes. An additional 13 anomalies were encountered, but could not be captured and are considered dangerous. It should be noted that the term 'anomaly' is not limited to Sentient Electromagnetic Psychokinetic Anomalies (SEPAs), but other Sentient Anomalies (SAs) types as well (see the chart). In addition to SAs, the SCU also investigates objects with anomalious properties (OAPs). It is actually quite frequent that something is misclassified as an anomaly, so research is needed to ensure that this doesn't happen, and that the universe can be better understood and protected.

History



Not much has been recorded about the SCU's origins, however, it is known that it was created in 1965, under President Haley's third administration, after military forces had two run-ins with what was most likely A0001 on secretive military garrisons, causing a few nuclear reactor leaks. Realizing the need for a specialized force, the SCU was created- originally as just a handful of scientists, engineers, and soldiers- but quickly grew to be the largest and paramilitary organization in the world. As previously stated, much of the SCU's early history remains a secret, until September 9th, 1999, when the SCU was publicly revealed for the first time, because of one of the worst industrial/environmental/natural disasters in history.

Just a week before, on September 2nd, 1999, a tsunami had hit much of the western seaboard of Mirum, causing billions of MRP worth of damage. Unbeknownst to anyone at the time, A0013 was being temporarly held at a facility along that coastline, which had its nuclear power plant damaged (including most of the backup systems). Seven days later, the powerplant underwent a series of tests to ensure its operating state was good, however, during the final one of these tests- which required all three of the damaged reactors to power up- a simultaneous meltdown occured of all three reactors. The SCU was called on to remove A0013 from the contaminated area, as well as numerous other important documents, and to assist in the cleanup. The SCU's activities are kept highly secret, however, it is known that the organization has seen combat during the Great Interdimensional War, as well as has encountered some anomalies, specifically in the encounters with A0137, a Class-1 Hypersentient Goo-Related Psychokinetic Anomaly first encountered during the war. The current activities of the SCU is kept under heavy wraps.

Structure



The SCU has a rather interesting structure. There are four different command sectors- NorthCom, SouthCom, EastCom, and WestCom- that split evenly each of the 40 SCU containment facilities. Aside from that, each sector has three other facilities- one administrative and two for secure storage. Each containment facility has five departments- Administrative, Research and Development, Security and Combative, Engineering Maintenance and Technical, and Medical, which have heads of department who report to the facility's director. The director is in charge of the facility, has experience in high-level management, at least one other specialty, and combative experience. The director holds near complete command over their facilities, with only the Grand Council of Five being able to override them. The director is appointed- and can be removed- by the Grand Council of Five. Outside of the Grand Council, the directors are the only ones who know the faces and voices of those on the Grand Council. Each facility director in a sector has a seat on the Sector Command Council, with a member of the Grand Council also having a seat. The Grand Council of Five has an odd number of members- the exact number is a highly-guarded secret- but it at least consists of five people and no more than eleven people.

The departments run the facilities, with no one department being the sole backbone of the SCU. Each department- while their responsibilities and areas of expertise may overlap- serve different roles within the SCU. The Research and Development Department (R&D Dept.) studies anomalies in containment and in the field, develops new technologies and methods to aid in containment of the anomalies, as well as performs experiments involving the anomalies- if safe and possible to do so. The Security and Combative Department (SCD) keep the facilities safe from threats, addresses containment issues, and contains anomalies. The Engineering Maintenance and Technical Department (EMT Dept.) makes sure that each facility is secure, clean, well-maintained, and properly powered. The EMT Dept. also works alongside the R&D Dept. to aid in new methods of containment, as well as the design and construction of new facilities- if needed. The Medical Department (MD) ensures that the SCU follows ethical guidelines during operations, as well as ensuring the health and safety of SCU personnel. The MD also works with the R&D Dept. in biological or chemical-related research. Finally, the Administrative Department (Admin. Dept.) takes care of the remaining business of the SCU's facilities. Budgeting, policy-making, and enforcement of policies are some of the things that the Admin Dept. works on- with the facility director and the Grand Council's approval, of course.

Chain of Command

While the De Jure leader of the SCU is Nathanial Hazelcrown, the Grand Council of Five is the De Facto head of the unit. Of the little information known of the Council, what is known is that it has existed since the formation of the unit, and that Nathanial Hazelcrown is not a member.
