The central government of Concordaia is the general body responsible for the national administration of the Grand Concordaian Union, a unitary semi-parliamentary elective constitutional monarchy located in North Voytana. The Union is composed of 1436 municipalities organized into 6 districts for coordination and cooperation. The framework of the nation is found in the Concordaian Constitution, which defines the Union as a "unitary, multi-party, social, and free state bound by the common good and welfare of its citizenry". The government is divided into executive, legislative, and judicial branches.


Executive

Concordaia is a semi-parliamentary constitutional elective monarchy, meaning it has both a monarch, the head of state, and First Minister, the head of government. As head of state, the monarch is the preeminent figure in Concordaia, personifying the nation and guiding its direction with respect to the people’s will. They are defined as the “custodian of the Union charged with the guardianship of the nation as its first and most paramount citizen”. They are the supreme commander-in-chief of the Armed Forces, appoints the government at the discretion of the First Minister and College of Peers, and can mediate conflicts between and within national institutions. In terms of power, the monarch legally has their authority restrained but soft influence has the potential to make the position nearly autocratic. Traditionally the executive decisions that are implemented by the monarch are done either following or are followed by a national plebiscite in order to cement popular legitimacy for the action.

The monarch is elected by a special council, the Crown Council, upon the absence of a monarch. It is composed of the First Minister, the Deputy First Minister, Presidents of both houses of Congress, Vice Presidents of both houses of Congress, the Hierophant of the Cantal Saint’s Church, and the Grandmaster of the Order of the Gilded Templar. The Council narrows down the list of royal candidates to one where voting for the successor may be held. Each member of the Council is given a single vote for a royal candidate in a secret ballot. Prior to the monarch’s death, abdication, or other absence, the monarch may legally declare an intended successor. The intended successor chosen by the monarch is then added to the list of royal candidates, if not already on it, and is given 5 votes on the account of the previous monarch.

The First Minister is the head of government and is appointed by the monarch but is ultimately chosen by the College of Peers, who also scrutinizes the behavior of the First Minister and their government. The First Minister appoints a cabinet and leads the government, with their scope of power greatly depending on their relationship to the monarch. The government is responsible to both the monarch and Congress’ College of Peers, as both hold the potential to dismiss it. The First Minister and their ministers are required to be subjected to regular questions and inquiries to ensure their continued merit. The First Minister and their government may be dissolved with a constructive vote of no confidence from the College of Peers, and at the monarch’s behest with a nationwide plebiscite following it to ensure popular support in accordance to the people’s “general will”.


Legislative

The Congress of the Union is a bicameral body which functions as the legislature of Concordaia. The lower house of Congress is the Senate and has 932 members that are elected in a vote based on the mixed-member proportional representation system in 4 year election cycles. It drafts and adopts national law, declares war, approves treaties, and has the power of the purse. The upper house of Congress is the College of the Peers, composed of 1983 directly elected Peers. The College has the power of confidence, and thus forms the government and holds the ability to revoke it. As a result, the elected First Minister and their government is often reflective of the majority in the College. It is not a full time parliament and instead elects a committee of 10 full-time Peers and 50 rotating quarterly Peers to actively assess the First Minister and their government. They often subject the government to formal Senatorial questioning and inquiries on the behavior.

Judiciary

The judicial system of Concordaia is split between the three types of courts according to the civil law tradition: Constitutional Courts which handle cases of constitutional and judicial review, National Courts which handle civil and criminal cases, and Administrative Courts which handle cases of administrative, labor, social, fiscal and patent law. The highest courts in the nation respectively are the Supreme Constitutional Court, Supreme National Court, and Supreme Administrative Court.
