If we do not give clear directions, with some flexible areas to account for the various situations of nations (I.e some nations being heavily rely on fossil fuels as a diver of their economy), we might as well be telling the lost to go home without giving directions.

A legislation with guidance, requirements, and deal lines needs to be put in place.
