CHARTER

PART I - ESTABLISHMENT OF THE UNIVERSITY OF NATIONSTATES

Article 1 - Establishment
1.1 The University of NationStates (‘the University’ or 'UNS') is hereby established. The University shall be governed by the provisions of this Charter.

Article 2 - Purpose

2.1 The University of NationStates is a Collegiate University and is the preeminent educational, academic and research institution on NationStates.

2.2 The purposes of the University are to:

2.2.1 Coordinate, support and promote the highest quality educational institutions on NationStates.
2.2.2 Provide a set of common standards to ensure high quality operational performance and academic instruction.
2.2.3 Make high-quality academic studies as universally accessible as possible.
2.2.4 To provide for the conferral of degrees and awards.
2.2.5 To promote learning, research and academic study.

2.3 Furthermore, the University shall:

2.3.1 Be a secular and religiously neutral institution.
2.3.2 Promote interregionalism and interregional cooperation.
2.3.3 Be neutral in all cases.


PART II - UNIVERSITY ADMINISTRATION

Article 3 - The Governor
3.1 The Governor shall govern and administer the University.
3.2 The Governor may appoint an advisory board of no more than 3 members. No more than 2 advisors may be from the same region.
3.5 Any advisor may be removed should 50% +1 of the University's affiliated institutions vote to remove them.

Article 4 - Duties of the Governor
4.1 The Governor shall ensure the University operates consistently with and in accordance with this Charter.
4.2 The Governor may pass by-laws for any matter pertaining to the functioning, welfare and/or governance of the University.
4.3 The Governor shall set the terms for accreditation and affiliation with the University.
4.4 The Governor shall set the terms for academic standards and the conferral of degrees and awards.
4.5 The Governor may set other terms or promulgate other policies in any area that it sees fit.


PART III - DISPUTE RESOLUTION

Article 5 - Resolving Disputes
5.1 Any question or dispute pertaining to the interpretation or application of a policy of the University shall, in the first instance, be raised with the Governor for resolution.

Article 6 - Jurisdiction of the Interregional Court of Justice
6.1 The Interregional Court of Justice shall have original jurisdiction over all interregional affairs, matters relating to the interpretation and applicaiton of this Charter or University by-laws and any other matter not otherwise outlined in this Charter.
6.2 The Interregional Court of Justice shall have appellate jurisdiction over any matters resolved under s5.1 of this Charter.


PART IV - AMENDING THE CHARTER

Article 7 - Amendment Provisions
7.1 Any eligible person or entity may submit a proposal to The Governor to amend this Charter who shall decide on the amendment at their discretion.
