Article 1 - Creation
(1) The Welcome & Buddy Program is formally created under the auspices of the Home Secretary to greet new nations, including Discord and Forum signups.

(2) Mentorship of new members shall be under the auspices of the Program.

Article II - Structure

(1) The program shall consist of individuals who may apply as Buddies, Welcomers, or both and shall be under the oversight of the Home Office as a sub-bureau.

(2) The Home Office may set additional policies not mentioned herein regarding the program.

Article III - Eligibility

(1) The following are eligible to participate under the program:
A. Citizens of the Empire
B. Residents within EoGB.

(2) An applications process shall be made available to both classes of individuals.
