Executive Order #2 - Creation of Ministries

Article 1. Definition of Ministry
(i) As per Section II, Article 2(ii) in the constitution there must be maintained a Minister for each ministry created by law
(ii) This order shall act as the first law in the creation of ministries
(iii) Ministries will be individually defined of their duties

Article 2. Duties of the Entire Council
(i) All Ministers must follow the following list of duties alongside the assigned duties per their ministry
(a) Report to the People?s Commissariat with a weekly report on the comings and goings of their Ministry
(b) Maintain the proper decorum in all matters of state as well as when representing the state in any form

Article 3. Ministry of State
(i) The Minister of State shall be the Second in Command to the People?s Commissariat
(ii) The duties for the Minister of State may be defined by the People?s Commissariat for each term

Article 4. Interior Ministry
(i) The Interior Ministry must be head by the Minister of the Interior
(ii) The Interior Ministry must be responsible for matters of cultural events, the interior departments of transportation and finance as well as recruitment and integration

Article 5. Exterior Ministry
(i) The Exterior Ministry must be head by the Minister of the Exterior
(ii) The Exterior Ministry must be responsible for the creation, maintenance and closure of foreign embassies both within Chaylia and from Chaylia to other regions and organizations
(iii) The Exterior Ministry must also be responsible for the appointments of Comrade-Ambassadors to other regions and organizations where Chaylia holds an embassy as well as the creation of the Chaylian Foreign Dispatch which must be released every month and sent to all Embassy partners

Article 6. Ministry of State Security
(i) The Ministry of State Security must be head by the Commissioner General of State Security
(ii) The Ministry of State Security must be responsible for the Security of Chaylia
(iii) The Ministry of State Security must be responsible for encouraging residents of Chaylia to join the World Assembly and endorse the People?s Commissariat as well the Committee of State Security
(iv) The Ministry of State Security shall maintain a Committee of State Security as appointed by the People?s Commissariat of nations in the World Assembly which are to maintain a high level of influence for usage in defense against raiders
(v) The Ministry of State Security shall maintain contact within Defense Command of Defender Commanders alongside the Exterior Ministry and the People?s Commissariat to strengthen regional security
