GCR Sovereignty Accords

Preamble
We, the signatories of this, the GCR Sovereignty Accords (hereinafter – the Accords), state our devotion to the principles of regional sovereignty within the GCR community. Through the adoption of these Accords we declare that our nations and regions vow to protect the sovereign rights of each member state to govern their lands as they see fit, to protect those lands against outside aggressors, and to support one another against all adversaries.

Article I
The legal and legitimate government of each member region shall be that form of government initiated by or adhered to by the sitting World Assembly Delegate at the time of ratification. If the sitting World Assembly Delegate changes the form of government, the remaining members of the Accords will hold a referendum on said region's continued membership.

Article II
Should any region, group of regions, alliance, or entente of regions threaten a member region of the Accords with military force each region will be asked to assist in the defense of said threatened region.

Article III
Should any region, group of regions, alliance, or entente carry out such threat as to invade said region then all member regions of the Accords will be asked to contribute whatever means available to assist in the repelling of said invasion and to assist in any counter-offensive, if deemed necessary.

Article IV
All military involvement in the Accord’s affairs is voluntary. It is based on the good faith of those signatories of this document that if a member is subject to actions stated in Articles II and III all available military forces will come to the member region’s aid.

Article V
All member regions are expected to share intelligence that is pertinent to the sovereign safety of other members in a timely fashion. No member will be asked to reveal the source of said intelligence but it can be freely provided. All member regions are expected to share intelligence in regards to imminent invasions, espionage, or subversion within another member region.

Member regions can solicit votes for and against specific resolutions from other members of the Accords and the opinions of fellow signatories should place due weight on any voting decision made.

Article VII
The Accord’s signatory regions may use their collective military forces to defend those regional governments that seek out our assistance. The Governing Council will handle primary inter-regional communications and will vote on the admission of new members. Each member region will select its representatives in the manner it deems most fitting.

Article IX
Each member region (or potential member region) will decide on the ratification of these Accords according to the laws of their region.

Article X
New members will be added to the Accords only at the invitation from a sitting member and only after all sitting member regions vote on admittance. Each member region will hold a vote among their Governing Council members, this will be the official vote of that member region. All voting members of the Accords must vote positively for approval before an additional region will be admitted

Article XI
These Accords can be amended with a two-thirds (2/3) majority vote of sitting member regions.

Article XII

At the conclusion of this hearing (which under no circumstances will last more than 72 hours) the Governing Council (excepting the accused region's representatives) will vote for or against the replacement or expulsion of the accused representative or region respectively. TREATY OF FRIENDSHIP BETWEEN EUROPEIA AND THE WEST PACIFIC (2016)

WHEREAS, the Region of The West Pacific ("TWP") and the Republic of Europeia ("Europeia") have engaged in discussions about the natural alliance between the two regions, and how to deepen it; and
WHEREAS, TWP and Europeia wish to develop closer ties with one another through continued discussions, as well as the treaty undertakings set forth herein;

NOW, THEREFORE, TWP and Europeia agree as follows:

1. Military Undertakings

(a.) Neither TWP nor Europeia will engage in military hostilities against the other. Participation by TWP and Europeia on opposite sides of a military engagement that does not constitute an attack
on either region shall not be considered "military hostilities against the other" for this purpose.
(b.) To the extent practicable, TWP and Europeia shall provide the other defensive military assistance in case of an attack.
(c.) Both TWP and Europeia shall not cede their sovereign control over their respective military forces to any supraregional alliance. Sovereign control is interpreted as being able to make the
ultimate decision with regards to the region's military resources participating in a military operation. Both regions may continue to enter into bilateral and multilateral agreements for common
defense.
(d.) Europeia shall not engage in offensive military action against Game Created Regions, as defined below ("GCRs"), except that (i) Europeia may take any action reasonably related to its
obligations to defend its allies; and (ii) Europeia may, in consultation with TWP, take any action reasonably related to the defense of indigenous communities in any GCR against outside aggression
or improper influence. For purposes of this Section 1(d), the term "Game Created Regions" means the regions of The Pacific, The East Pacific, The South Pacific, The West Pacific, The North Pacific,
Lazarus, Balder, Osiris, and The Rejected Realms.
(e.) TWP and Europeia shall aid each other in Delegacy transferrals when requested.
(f.) TWP and Europeia will collaborate militarily for the combined benefit of both regions when practical.

2. Intelligence Undertakings

(a.) Neither TWP nor Europeia will set spies on the other. For this purpose, a "spy" is a person acting under false pretenses in one region, without that region's knowledge, and at the direction of
the other region's legitimate government.
(b.) TWP and Europeia each shall provide information to the other if such information is pertinent to the other region's security or well-being, or otherwise upon the other's reasonable request,
unless the party in possession of such information reasonably believes that providing that information might violate applicable laws or contravene the terms of service for NationStates or the
region's forum provider, or when revealing that information would unduly compromise that party's source(s) of information. Both signatories shall endeavor to reveal as much as possible in such
situations, but not more than they can under laws, terms of service or the need to protect sources.
(c.) TWP and Europeia will each make it a violation of their internal laws to spy on the other, if a similar or related law to the same effect does not already exist. To the extent permitted by
each region's laws, this Section 2(c.) shall be deemed self-executing.

3. Diplomatic Undertakings

(a.) TWP and Europeia shall establish and maintain in-game embassies (i.e., on the NationStates site) with one another.
(b.) TWP and Europeia shall maintain off-site embassies (i.e., on their regional forums), consistent with facilities provided to other allies.

4. General Provisions

(a.) This treaty shall take effect when it has been ratified by the duly authorized legislative bodies of both TWP and Europeia.
(b.) Upon ratification, this treaty shall be the sole treaty between TWP and Europeia, superseding any prior written documents describing a relationship between the regions.
(c.) As soon as practicable following ratification, TWP and Europeia will collaborate to stage a cultural festival to celebrate this treaty.

Treaty of the Imperium

WHEREAS, The West Pacific ("TWP") and The Land of Kings and Emperors (“The LKE”) have engaged in discussions about the positive and warm relations between the two regions, and how to deepen it; and
NOTING, TWP and The LKE wish to develop closer ties with one another through continued discussions, as well as the treaty undertakings set forth herein;

NOW, THEREFORE, TWP and The LKE agree as follows:

1. Military Undertakings

(a.) The LKE recognises the government and laws of The WP as that form of government initiated by or adhered to by the sitting World Assembly Delegate, and agrees not to undermine them or to assist any other region in doing so. The LKE further agrees to offer assistance in the event that another region or organization outside attempts to overthrow the recognized government of the World Assembly Delegate of TWP.

(b.) Neither TWP nor The LKE will engage in military hostilities against the other. Participation by TWP and The LKE on opposite sides of a military engagement that does not constitute an attack on either region shall not be considered "military hostilities against the other" for this purpose.

(c.) To the extent practicable, TWP and The LKE shall provide the other defensive military assistance in case of an attack.

(d.) TWP and The LKE may aid each other in Delegacy transferrals when requested.

(e.) TWP and The LKE will collaborate militarily for the combined benefit of both regions when practical.

2. Intelligence Undertakings

(a.) Neither TWP nor The LKE will set spies on the other. For this purpose, a “spy” is a person acting under false pretenses in one region, without that region’s knowledge, and at the direction of the other region’s legitimate government.

(b.) TWP and The LKE each shall provide information to the other if such information is pertinent to the other region's security or well-being, or otherwise upon the other’s reasonable request, unless the party in possession of such information reasonably believes that providing that information might violate applicable laws or contravene the terms of service for NationStates or the region’s forum provider.

3. Diplomatic Undertakings

(a.) TWP and The LKE shall establish and maintain in-game embassies (i.e., on the NationStates site) with one another.

(b.) TWP and The LKE shall maintain off-site embassies (i.e., on their regional forums), consistent with facilities provided to other allies.

4. Cultural Undertakings

(a.) TWP and The LKE and their Governments shall undertake events, conferences and festivals and other cultural projects together and host these in their respective regional community forums.

(b.) As soon as practicable following ratification, TWP and The LKE will collaborate to stage a cultural festival to celebrate this treaty.

5. General Provisions

(a.) This treaty shall take effect when it has been ratified by the duly authorized representatives of both TWPand The LKE.

(b.) Upon ratification, this treaty shall be the sole treaty between TWP and The LKE, superseding any prior written documents describing a relationship between the regions.

(c.) If a signatory region wishes to terminate this agreement they must give 5 days notice on the forum of the other region.

(d.) Termination of this agreement shall not be seen as an act of war or hostility.
