Background Information

Purpose: To require nations to report newly-discovered pathogens suspected of person-to-person transmission to the World Health Authority, which then may send inspectors to freely investigate in member states about reported pathogens without fear of retaliation.

The Office's Analysis

"Epidemic Investigation Act" is an in-depth piece of legislation with sensible requirements to ensure national governments are properly responding to pandemics. It builds off of previous legislation to better hold nations accountable for protecting their citizens during contagious outbreaks. While there are some concerns about sovereignty in regards to inspections and overreach to non-member states via sanctions, the legislation is fair and reasonable in basing them off of reports of pathogen outbreaks. Therefore, the Office of WA Legislation recommends a vote FOR "Epidemic Investigation Act".

This is an extraordinary overreach because it targets non-World Assembly nations and penalises them for not following policy that they never agreed to, had a vote in, from an organisation they are not even a part of. It's certainly a new brand of attack on national sovereignty.
