URA World Assembly Recommendation

On Interregional Recruitment
The Security Council,

Aware of the recruitment, whether by telegram, regional message board, or other means, that occurs between regions,

Recognizing that such recruitment may lead to a decrease in the size of a target region,

However noting the position of Feeders and Sinkers as inherent locations for national foundation and the resultant consistent inflow of nations, a benefit not afforded to regions that are neither a Feeder nor a Sinker,

Concerned that recruitment between regions that are neither a Feeder nor a Sinker will harm the long-term growth of such regions,

Hereby discourages regional government-supported recruitment of nations from regions that are neither a Feeder nor a Sinker, except in the case of war between the recruiting and target region or a target region that has marked itself as recruiter friendly.

The United Regions Alliance recommends that you vote AGAINST the resolution

This declaration discourages the state-led recruitment of nations in other user-created regions, unless those regions are explicitly recruiter friendly. If regions are at war with one another, recruitment is also permitted. The Alliance is not impressed by exceptions outlined by this declaration, as the list of reasons given is not exhaustive. If a region wants to retaliate against another who is actively recruiting from their citizenry, they should not be forced to declare war to mount a counter-campaign. Another example is recruitment in fascist regions; a government may have the resources to engage in a recruitment campaign but not to engage in active warfare. Because this declaration does not adequately cover the diversity of reasons a region chooses to initiate a recruitment campaign, the URA will not support this resolution.
