This declaration aims to provide principles of interregional recruitment. It urges regions to only recruit from Feeders and Sinkers (regions where nations are founded and refounded) and recruiter-friendly User Created Regions (UCRs), as other recruitment is harmful to the target regions. The interregional community has always frowned upon recruitment from unwilling UCRs, so this declaration appears to be a logical step. Furthermore, the Arnhelm Declaration of Recruitment Standards, which Europeia is a signatory of, contains similar provisions of not recruiting from signatory regions and is reinforced by the Declaration at vote. Therefore, the ministry recommends a vote FOR this Declaration.
