Civic Guard Corp

The Civic Guard Corps was originally created in 2148, with the passing of the General Mobilization & Border Security Act of 2148, where it was known as the Civic Guard of the Border. The Civic Guard Corps was intended to eliminate homelessness and abject poverty by creating jobs for anyone who needed one. It acted as a general labor corp as well as a security force on the border, before growing to around a million members and being redesignated as the Civic Guard Corps. The CGC provides steady employment and benefits for anyone willing to do labor, it undertakes many mass projects, including cleanups and working as contracted labor in the private sector. The CGC absorbed municipal sanitation in 2163, now acting as a federal sanitation department in all cities, growing its employment to roughly 2 million civilians. It also operates as the primary disaster relief force of Atraland, employing thousands of specialists from medical professionals to construction managers and various engineers, allowing a comprehensive response to disasters of any form, and ensuring that relief and reconstruction come quickly and efficiently. Of its nearly 2.3 million active employees, roughly a fourth are authorized for international relief, receiving advanced training in linguistics, weaponry and disaster management in foreign nations, preparing them for worst case scenarios and deployments to active combat zones. The Civic Guard Corp are rarely armed, with a 1:20 ratio of armed troops to unarmed troops being standard, though all international authorized members are issued a sidearm for personal protection. Normally, the CGC is accompanied by Imperium Army troops should danger be present. Service in the CGC counts for mandatory military service time, offering a different way for conscripts to serve the nation, as well as serving as a punitive measure for petty crimes like thievery and vandalism. The Civic Guard Corp has three service types it can operate under, the most common being Article 1 Service, where it is considered a civic group and operates under the direct orders of the Imperial Civic Affairs Council. Article 2 Service is authorized by the Invictus in times of great crisis or war, which transfers direct command to the Imperial Armed Forces Council, and designates the Corp as a military force. Article 3 Service, the final form, brings the Corp under direct and immediate command of the Invictus himself, designating them as a personal force of the Invictus. Article 3 Service has yet to be used, and likely never will, as the Imperial Armed Forces Council are already directly under the command of the Invictus.
