The Assembly
Written by Dyllypoly 🎃
The Assembly is the region's core legislative body, making its home in the Greymarshes on the Rejected Realms Forums. While some regions elect a limited number of representatives to make up their Legislature, our Assembly is an open forum - meaning anyone, even you, can get involved immediately. This is evident at just a glance, as you'll find a mix of both newer and older players contributing to Assembly matters.
The Assembly procedures are rather straightforward. Any citizen may propose a law, amendment, or repeal (or simply bring a matter to discussion) by creating a thread on the Assembly subforum. Then, citizens may respond to and discuss the matter in the thread, after which it will be brought to a vote. Laws, treaties, amendments, and repeals require a simple (50%) majority to pass, while Constitutional amendments and declarations of war require a super (75%) majority to pass. Some discussions and votes will take place in the Citizens' Private Forum, which, unlike the Assembly, is not visible to non-citizens. All passed laws and treaties can be found in the Legislation subforum in the Assembly.
Have an idea but unsure of how to legislate it? Lacking ideas but want to gain more experience writing legislation? The Bill Writing Guild, located in the Assembly, is the place to go! There, citizens can suggest proposal ideas, and others can help legislate them.
The Assembly is also the home for all election-related activity. The region elects a Delegate every six months, four Officers every four months, and a Speaker every three months. All elections follow a similar format: first, the Speaker will post a nomination thread, which is where you can declare your interest in running for office or nominate other candidates. During this period, candidates are permitted to post campaign threads in the Assembly subforum, on which they can detail their plans and answer questions from other citizens. Then, after the nomination period closes, the Speaker will open a thread for the vote itself. Pay attention to the information provided at the top of the voting thread - this will detail how your vote should be formatted, ensuring it gets counted. At the end of the election, the Speaker announces the results and the victors take office. Take a look through the Elections Archive if you'd like to get a sample of some past campaigns!
Elections can also occur outside of the regular election schedule. This is called a challenge and can be initiated by any citizen. While challenges can be initiated for any reason, they usually occur when someone believes the incumbent is doing an inadequate job and/or they feel that they can do better. Similar to regular elections, challenges first require the support of other citizens, after which the election will officially begin.
Hopefully, you now have a better idea about the functions of our Assembly. However, if you still have questions, the Speaker's door will always be open, and other citizens would be happy to help out as well!
