The Obsidian Codex

Preamble
As the nations and inhabitants of Lake Obsidian, we now establish and abide by the laws in this codex to ensure peace, prosperity and unity for all in Lake Obsidian

Article 1: Sovereignty
1. Lake Obsidian will be defined as a sovereign entity and will not allow foreign influences to govern itself, its dominions or its allies.
a. Lake Obsidian defines allies as regions that have embassies and official treaties with the region

2. Lake Obsidian has the right to claim a region as a dominion via any means, by the permission of the Tlatoani and/or Chihuacoatl

Article 2: Citizenship

1. An Aztec is defined as a WA (World Assembly) Nation residing in Lake Obsidian.
a. A non-WA nation may also become as a Aztec but only with explicit permission from the founder

2. All Aztecs are free to participate in the Regional Gathering as much as they wish. Additionally they are also gifted the following rights:
a. The right to vote and run for office.
b. The right to freedom of speech so long as said speech isn’t harmful or liable to cause damage to Lake Obsidian
c. The right to decide their nation’s policies such as what they plan to do with their WA membership and government.

Article 3: Executive Branch

1. The Tlatoani shall be the main leader of Lake Obsidian holding control over most regional policies and shall have the following responsibilities:
a. Holding the office as speaker for the regional gathering and handling legislation proposals
b.Being guiding the region in World Assembly Affairs by instructing the World Assembly Delegate

2. The office of Tlatoani may be revoked/passed upon through the following methods:
a. Via secession if the Tlatoani passes down the title to another Aztec
b. Via impeachment/removal should the Regional Gathering deem them unfit to rule or through another issue

3. The Cihuacoatl shall be the second in command of Lake Obsidian guiding governmental procedures and shall have the following responsibilities:
a. Leading the judicial branch as supreme judge
b. Assigning a cabinet to help better lead Lake Obsidian

4. The Cihuacoatl is an elected position with each term serving four months
a. The Cihuacoatl is voted using the alternative vote and any Aztec who wins said vote inherits the position.
b. A Cihuacoatl shall be removed from office via methods the Tlatoani is removed from office.

5. Both the Cihuacoatl and Tlatoani shall be able to if, in the case of an emergency situation, decided by them and by a ⅔ majority vote by the Aztecs, take emergency powers, which shall enable them to do the following:
a. Suspend by 2 weeks MAXIMUM all elections.
b. Suspend recruitment as well as locking the region down.
c. Password-protect the region.

6. Both the Cihuacoatl and Tlatoani shall be able to create emergency orders in order to fill certain holes in the law within the specified parameters:
a. They may not violate any rights in the Codex,
b. They may not last more than 6 weeks, upon which all Aztecs shall convene and hold a proper vote on the order,
c. They must not destroy an already existing order unless with the approval by ⅔ of the Aztecs or the approval of the author.

Article 4: The Regional Gathering

1. The Regional Gathering shall serve as the all-citizen legislature for Lake Obsidian where Aztecs can submit and debate legislature
a. Any legislature can be submitted so long as it’s non-hurtful towards the aztecs of Lake Obsidian
b. The speaker of the Regional Gathering must approve of the legislature before it can get to vote
c. All legislatures are voted by a first past the post system. All Aztecs are not required to vote
i. If the majority of the votes are “FOR” then the legislation shall be enacted.
ii. If the majority of the votes are “AGAINST” then the legislation will not be enacted.
d. A piece of legislature may be repealed using the process in section c.
e. Amendments are legislature that rewrite the constitution in part or in whole and must be submitted in The Regional Gathering like any other legislature

Article 5: Amendments

1. Amendments must state the particular part of the constitution they are removing/rewriting and any additions

2. Amendments to the constitution are to be listed here:

Article 1: Sovereignty [submitted to the floor on March 24, 2021, passed on March 25, 2021, ratified on March 26, 2021]
Article 3: Sections 5 & 6 [submitted, passed and ratified on March 30, 2021]
