The World Assembly: Basics

Introduction

The World Assembly is like the real life United Nations: it's an international organization and has a governing body which deals with international legislation and regulation. A member nation can pass all sorts of laws and treaties through it, just like real life. The World Assembly has two councils - the General Assembly and the Security Council. The first deals with "roleplay" legislation on real life matters (that obviously don't have much real impact on our simulated nations). At the time of writing this guide, there is legislation being passed on the right to assemble, and recently we have also seen passed death penalty bans, laws allowing abortion, and so on. Don't like any of these laws? You can work to remove them with the General Assembly's other type of resolution: a repeal, which strikes the targeted law off the books if it can pass a vote among the delegates and members of the region. Meanwhile, the Security Council deals with nation and region-based things: they pass commendations and condemnations of nations or regions which have committed particularly laudable or atrocious actions: for example, Noahs Second Country, a notorious nation, has one condemnation. The nation of Guy, though, to name a famous Reject, has been commended for their service to the region and others. The Security Council can also pass liberations, injunctions, and declarations. The first two are for regions: liberations prevent a region from being passworded, while injunctions prevent a region from changing its status as a frontier (no Governor, only Delegate) or a stronghold (Governor). Declarations can be used by any who wish to shout into the void; some have used it to declare hippos to be large!

Joining In

So, how do you join the World Assembly and get to vote on (and maybe even propose) legislation? Well, first you want to make sure that you have an email linked to your NationStates account! They need it to verify you and add you to the World Assembly. To add an email, go to settings, scroll down to email and then input your email. Then, go to the WA tab on your computer or mobile device. At the top of the page, once you arrive, should be a button that says "apply to join". Click that button, and it should send an email to you asking if you want to join, go to that email and complete the process, and you're in! Now you can vote on World Assembly resolutions - proposals are something a bit more involved, though.

Proposing Legislation and Getting Endorsements

To propose legislation to the World Assembly, you need to have at least 2 endorsements from other World Assembly nations. These nations have to be in your region, which, if you're reading this guide, is probably the Rejected Realms. You can collect endorsements from other nations over time, as many of us make sure to endorse every other World Assembly nation in the region, or you can more actively seek them out by endorsing other nations yourself. Let's try it out with our current delegate. Go to this page and scroll down to the bottom: you should see a list of their endorsements and a button that says "Endorse Dakota". Click it! You've just endorsed your first nation! Keep in mind that the person with the most endorsements is the delegate of the region, which means they have special powers that help them manage the region, since as a Game-Created Region, we don't have a founder to do it instead. TRR democratically elects its leaders on the forums though, so don't be getting any funny ideas!

Once two other players endorse you, you can start proposing resolutions! The way to do this is go back to the WA tab (so many redirects, I know!) and click on proposals. There should be a button that says "write a proposal." Click it, and now you can start writing! While writing, you should keep in mind several things: make sure you're following the rules, make sure you aren't duplicating a proposal and MAKE SURE YOU POST IT/DRAFT ON THE WORLD ASSEMBLY FORUMS FIRST!!! A proposal that doesn't go through the obstacle course that is the forums won't have half a shot of making it to quorum (vote), and it won't do well at a full vote either. You can also seek out help from TRR's WA staff and Dakota, our Delegate - more on that in a second!

The Word Assembly in the Rejected Realms

They also can help with domestic authorship, which is why I recommend you ask them about any proposal you're thinking about or have written!
