THE RULE OF THE COMMUNIST PARTY
AN IN-DEPTH LOOK AT THE INSTRUMENTS OF GOVERNANCE
BACK TO MAIN PAGE

In the People's Federation, service is not just a duty: it is considered integral to the very being of the people. Those who refuse to work are left to starve.

The P.F.R.'s government is a perplexing thing. In some places, it is byzantine in its various duties and offices; in others, it is remarkably simple, clean, and efficient. More of an adhocracy than a bureaucracy, departments are shifted, swapped, and adjusted at a whim to suit the present state of the Federation. Like the world, the P.F.R.'s government is in total and continuous motion, evolving with society in an attempt to create a living state. One built by the people, while simultaneously drawing the whole collective into its infinite grasp. This construct has one purpose: to awaken the spirituality of the whole Reinkalistani proletariat, and shape it into the ideal socialist society.

General leadership of the nation falls to the Reinkalistani Communist Party, de-facto headed by the General Secretary. Only RCP members can run for public office, and formation of other political groups or association is outlawed. The Constitution delineates the RCP as the sole legitimate political organisation in the country, and reflective of the will of the working people as a whole. The Party dominates many aspects of Reinkalistani life, with one in every three adult citizens being a member. Membership makes one technically eligible to vote for the party leadership, though most elections for General Secretary are uncontested. The Party states that this is due to the immense popularity of the incumbent, Mozhkin Turaniski, and the collective faith of the party's membership in his abilities. Currently, a 94% approval rating is measured of the Party's leadership.

The National Congress of the Reinkalistani People is the official unicameral legislative body of the Federation. Known colloquially as the "People's Congress", it is a five-hundred seat assembly which officially proposes and votes on certain laws. They simultaneously elect from among themselves a President, tasked with carrying out the executive affairs of the country. As of present, however, the office is held by the General Secretary. The Constitutional legality of this arrangement was challenged in 2002, and the Supreme Court found it to be perfectly legal. Since then, Turaniski has wielded de-facto supreme authority in the country. However, even that is not enough to prevent the multifaceted chaos of the factionalism in the Party. While paying lip-service to the General Secretary, many factions move about in a mess of cloak-and-dagger schemes to send the nation in a certain direction.
