Economy Act of 2021

Preamble

This act would serve as an establishment of a Regional Economy. An Economy based on Fairness, Equality, and the mixture of these that create National Sovereignty. The need for a Dollar is evident in that it would be an indicator of how much the Confederation of Corrupt Dictators could spend, Nations do not have to use the Confederate Dollar, but it is designed as a way to establish value from the Government.


I Establishing a national currency
    i The Confederation will create a Currency for the purpose of controlling Government spending and streamlining the process that the Government would have to take otherwise. As stated in the preamble the Dollar doesn't need go be used, it is an alternative conduit in which trade may be conducted (which is the economic paraphrased definition of a dollar)
      a. The Confederation shall establish a national currency equivalent to twenty one-hundredths of an ounce of gold

      b. Possession does not entitle a holder (an entity that holds the Currency) to any gold, it merely sets equivalency in values

      c. The worth of the respective nations' dollar is to be updated monthly by the Treasurer

      d. The Governmental Reserves are assumed to be stored in the Regional Bank

      e. The Treasury will use the Krugman-Greenspan Business Outlook statistic to determine the following chart.

    Worth of Dollars
    Nations with an economic rating of 0-20% are worth one one-hundredth of an ounce of gold
    Nations with an economic rating of 21-40% are worth ten one-hundredths of an ounce of gold
    Nations with an economic rating of 41-60% are worth twenty one-hundredths of an ounce of gold
    Nations with an economic rating of 61-80% are worth forty one-hundredths of an ounce of gold
    Nations with an economic rating of 81 to 100% are worth eighty one-hundredths of an ounce of gold

    ii. Nations DO NOT have to use the said currency.

II REGIONAL BANK
    i. Establish a Regional Bank that would regulate the Currency and store the Government funds.
    ii. Giving the Treasurer these powers
      a. with the consent of the President, send a special motion to the Senate to raise an emergency tax, this motion would be voted on in the period of one day to the amount of one percent of their budget

      b. grant economic aid to various member nations

      c. with the private or public consent of the President, the power to spend from the Reserves (as per section III)

      d. the power to negotiate with the Imperial Council to levy taxes early.

    iii. Giving the Senate and Council these powers

      a. if 51% of the Senate agree that the Treasurer has abused his power or is not fulfilling his responsibility, to impeach them.

      b. the Imperial Council, can block the power of the Treasurer and utilize his powers, as well as impeach him. They can pardon him. They can block his transfer of funds so long as they do so within six hours of the decree.

      c. Jocospor reserves all powers expressed in this bill (he can pardon, impeach, present a bill, and veto a bill amongst other actions), Jocospor is also exempt from the payment of taxes

      d. the president reserves the powers all granted to him in laws that define his powers to deal with his cabinet.

    iv. The Treasurer has the power to appoint a Director of the Bank who could help him write legislation, negotiate trade, and maintain changes in the regional dollar. The Director is to be appointed and dismissed at the Treasurer's sole discretion
    v. These responsibilities that have been delegated to them (for example monthly updates of dollars or surveilling the economy in general and doing as they are ordered by the appropriate body) are the Treasurer's responsibilities to do regardless of unofficial delegation.
    vi. The Nations that elect to use the system are required to post the President or Treasurer in an RMB post and the Treasurer will calculate their dollar.

III Taxation

    i. Senators (all registered members of the Senate) will pay a tax of one percent of their budget (their total Government spending) by the fifth day of each month. If they fail to do this they will be warned on the next day via RMB post and if they still do not pay taxes they will have been guilty of TAX EVASION which would carry the same punishments as a level two crime.

    ii. Non-Senate-Registered Nations are not required by law to pay tax but they are encouraged to show loyalty to the Shadow Emperor.

    iii. Taxes go to

      Regional Defence Aiding Struggling Nations Scientific Research Infrastructure Development Industrial Growth all operational expenses by the Government

    on occasion special projects might be earmarked. What is not allocated goes to the Reserves.

    iv.The Budget is to be determined by the Treasurer and the President with the permission of the Senate, provided that the allocation takes less than five days. If it takes longer than five days the President and Treasurer can force a vote (voting happens in a one-day period) on a specific budget and if that fails then the President and Treasurer may present their own budget unilaterally. A budget will be formed every two months unless the budget runs out

    v. Senate party leaders can demand to see the Budget. Jocospor can as well and can order changes to the Budget.

    vi. The Budget can be changed by the Treasurer and President publicly, however, a motion (via the same mechanism as the Senate would trigger an impeachment) would render the changes null. The Senate can change the Budget (via the same mechanism that would trigger an impeachment)

    vii. The Budget can be changed at the discretion of the Treasurer if the President is in the middle of an inquisitorial hearing or impeachment, the Budget can be changed by the President if the Treasurer is in an inquisitorial hearing or impeachment.

    viii. The Reserves can be spent if the President is informed by the Treasurer publicly, the Senate can veto this as well, with the same constraints as a budget change.
