Phantom Flow (naval base)

Phantom Flow is a United States Navy shipyard located on Attu Island, Alaska.

Its construction began in 2010 after Senator Dulles Ashford threatened to block the passage of Obamacare unless $53 billion were invested in Alaska's Near Islands.

Ashford - in doing this - risked his entire political career. In the 2014 Senate elections, Ashford won by just 800 votes in the Democratic primary and 3,000 votes in the general election.

Phantom Flow was built in 2017 with capacity for 5,000 ships. It is the largest military shipyard in the world. More than 40,000 naval officers now live on Attu Island, as well as 68,000 civilians. The $53 billion investment brought tens of thousands of jobs to Alaska.
