Part 1: Definition of Officer of the Council

§1.1
An Officer of the Council, as defined by this Act, is “A Citizen of the Labyrinth appointed by the Regional Council and imbued with a task directly related to the Regional Council, not beyond the powers delineated to the Regional Council.”

Part 2: General Provisions

§2.1
1. Hereby repeals §2.4, Article 3 of the Regional Government Accountability and Operation Act.
2. All elections for Speaker of the Regional Council shall be conducted by the King of the Labyrinth in a timely and orderly manner specified by law.

§2.2
1. The Regional Council, at their leisure, may create or destroy Officers of the Council, by order of normal legislation.
2. At any time, the Regional Council may vacate the position of an Officer of the Council by majority vote.
3. Whenever a vacancy exists in an established position of Officer of the Council, any member of the Regional Council may propose to the body a nominee for that position. Nominees may be confirmed or rejected by a majority vote of the Regional Council.
4. Officers of the Council may be removed by order of the Monarchy, should that Officer be convicted of illegal activity, serious inactivity, or abuse of power.

Part 3: The Clerk of the Council
§3.1
1. Under the provisions outlined in this Act, the position of Clerk of the Council is hereby created as an Officer of the Council.
2. The Clerk of the Council shall keep and maintain a record of the various activities of the Regional Council, including:
- A record of all votes made by the Regional Council, and of the individual votes of members of the Council.
- A record of changes to the composition of the Regional Council.
- A record of bills proposed to the Regional Council, the nation who proposed them, and whether or not said bill was successful
- Other pertinent information relevant to the Regional Council at the discretion of the Clerk of the Council and members of the Regional Council.
