DB #1 (Procedure for sessions of the Japan Regional Government):

Japan, 09 August, 2018.

In order for Japan to function as a region, instead of just a loose bunch of nations, it has been proposed that regular sessions of the regional government take place, as a venue for issues to be proposed and discussed in an organised fashion.

I. Structure

The sessions of the Japan regional government are to be scheduled at a specified and publicly published time, and are to be presided over by regional officers.

A. Participation:

1. Citizens: Participation is open to all nations residing in the Japan region. In addition, every single citizen is entitled to vote in session, propose issues, put issues to vote, and debate.

2. Foreigners: Foreigners may not vote or put issues to vote, but may submit petitions under the sponsorship of a Japan citizen participating in session. Foreign petitions may only pertain to either international affairs or the affairs of their region as pertaining to Japan. Furthermore, foreign petitions are invalid unless sponsored by a citizen.

3. Diplomats: Regionally-designated diplomats may submit issues pertaining to either foreign affairs or the affairs of their home region relative to Japan without the requirement of a sponsor. Diplomats are still forbidden from voting, and must make a request to Presiding Officers(s) to put issues to vote.
a. Diplomats must be designated by their region to speak on the behalf of their region, or at least be a Regional Officer of their own region with at least embassy permissions. Otherwise, they are to be regarded as ordinary foreign nations, with the designated privileges prescribed in Section I, Part A, Clause 2 of these rules.

B. Responsibilities of Regional Officers

1. At least one regional officer must be present at each session to preside over the session. The Presiding Officer has the power to open the session, close the session by the consent of those present, officiate decisions, and various other powers and responsibilities as delegated below.

2. Publicity: Regional Officers have the responsibility to publish scheduled meeting dates as clearly as possible, and also publish the results of each session for all citizens and foreign visitors to view.

3. Moderation: The Presiding Officer has the responsibility to keep order in session, whether it be resolving conflicts, or ensuring that discussion stays on-topic.

4. Documentation: the Presiding Officer has the responsibility to document all decisions made in session, saving them as official.

II. Enactment

These rules are to take effect immediately upon their acceptance by a majority vote of “yes” by Japan citizens. Furthermore, immediately upon their enactment, a first session must be scheduled for within two weeks of the effective date.

DB #2 (Embassy Policy of Japan):

Embassy Policy of Japan

In order to clarify what the policy of embassies with Japan entails, the Japan Diet, in session, has proposed an embassy policy, clarifying the conditions of embassies with Japan.

I. Conditions
Regions establishing embassies with Japan should be made aware of what conditions embassies with Japan entail.

A. Embassies are to be established for the sake of maintaining good relations with other regions, for a variety of reasons.

1. Create and maintain friendships.

2. Ensure regional safety and security.

3. These reasons do not imply any obligations on the part of regions holding embassies with Japan.

B. Japan will generally accept all embassy requests, provided that there is no objection.

1. Any objection should be brought forth to a Regional Officer, for discussion.

a. Further disagreements should entail a special session of the Diet for discussion.

C. This policy exempts Japan from the following, and should not be expected.

1. Membership of extra-regional organisations. While Japan is happy to maintain friendly relations with said organisations, membership should not be assumed.

2. Military participation. Japan will not participate in military alliances, and can only direct regions to other defending organisations.

a. The Imperial Japanese Navy is exempt from this, due to being a separate organisation. Regions should get in contact with Imperial Japanese Navy leadership for military alliances.

3. Embassies with regions that continually disregard the wishes of Japan may have their embassies closed.

II. Enactment

These rules are to take effect immediately upon their acceptance by a majority vote of “yes” by Japan citizens. Regions maintaining embassies with Japan should acknowledge and respect this policy.

Female Procurement Bill of Japan
This bill aims to increase the population of female-led nations in Japan by recruiting and retaining more female nations. This shall be done by curating recruitment messages specifically for females.

I. Conditions
Member nations of Japan will not be required to change in any form their behaviors or national policies. However, they are encouraged to be welcoming of new female members.

A. Recruitment of females shall have priority over "generic" telegrams.
1. Telegrams shall use female-friendly language that makes them feel wanted.
2. This includes having feminine overtones in telegrams that reflect the warmness of Japan.

B. TaigaAisaka will maintain all expenses for the female procurement telegrams, unless another nation wishes to make telegrams too.
1. Expenses include: creating the telegrams and sending them out.
2. No other nation is obligated to partake in this program.
3. During this period, TaigaAisaka will not spend any expenses on "generic" telegrams.

C. The Female procurement bill is not a pursuit of feminism; it simply attempts to bring more female residents into Japan.

1. Nations in Japan do not need to pursue any policies in-game reflecting this bill.

II. Enactment

These rules are to take effect immediately upon their acceptance by a majority vote of “yes” by Japan citizens. Regions maintaining embassies with Japan should acknowledge and respect this policy.

Recruitment Policy of Japan

In order to maintain the population of Japan, and ensure a healthy populace, the Japan Diet proposes a recruitment policy, setting permissions and duties of recruiters, and requirements of new citizens of regions. 

I. Conditions

Recruiters and Recruits should be made aware of what is expected of each.

A. Recruiters

1. Recruiters are defined as citizens of Japan engaged in recruiting activity, for the purpose of recruiting nations to the Japan region.

2. Regional Officers are to maintain quality control in concern to recruiting messages, and who is approved to send messages on behalf of Japan.

3. Generally, all citizens of Japan may request permission from a Regional Officer to do recruiting. All applications must detail the nature of recruiting.

a. Unauthorised recruiting will entail a warning. Three warnings will entail criminal charges.

b. Warnings expire after 90 days.

4. Regional Officers have a duty to ensure that a minimum of 100 recruiting telegrams are sent per month.

B. Recruiting Methods

1. Lawful recruiting methods will ensure that Japan can accomplish recruiting objectives, without compromising foreign relations, or violating international law.

2. Recruiting telegrams must have their message approved by a Regional Officer. Messages are not required to conform to a specific text.

a. All categories are acceptable for recruiting. The message should pertain to the category being recruited from.

3. Recruiting in Regional Message Boards (“RMB”s) must follow the host region’s rules regarding recruiters.

a. Regional officers of other regions are encouraged to launch official complaints with the government of Japan concerning Japanese violators.

b. Citizens who are the subject of a complaint are to be warned, in pursuant to Section I, Part A, Subpart 3, on unauthorised recruiting.

4. Off-site recruiting, defined as recruiting in venues outside of, must be in compliance with the Terms and Conditions of NationStates, as well as the rules of venues being recruited from.

C. Recruits

1. Recruits are defined as nations which have moved to Japan.

2. Recruits automatically receive Japan citizenship, and the rights entailed.

3. Citizens with World Assembly (“WA”) membership MUST endorse the official Regional Delegate, in accordance with all regional laws.

a. WA member citizens (“WAC”) that fail to endorse may be warned, or requested to leave the WA in lieu.

b. WAC that are engaged in raiding or insurrection activity will automatically be ejected and banned, and are entitled to a criminal trial. Failing to respond or refusal of a trial will automatically entail a guilty verdict, and revoking of citizenship. Regional Officers are required to inform ejected nations, except for raider military personnel.


II. Enactment

These rules are to take effect immediately upon their acceptance by a majority vote of “yes” by Japan citizens. All citizens of Japan should follow these rules if ratified.

Treaty With Japan (Region Name):

This is an official Refugee Agreement between Japan and Region Name.

Refugee Status in Time of Crisis
Article 1: Defines Emergency As- a Raid, the loss of a Founder, a Political Insurgency that removes high-ranking members of the Region or a Government Collapse

Article 2: Defines High-Ranking Nations in Region Name as the King Regions set forth by the Second Charter of Region Name

Article 3: Declares that in the event of an Emergency in one of our Regions, members of one Region may seek refuge in the other with full protection by the Refugee-receptor Regions Government from whatever threat.

Article 4: Declares that the Refugee Receptor Regions Government will contact the High Ranking nations of the fleeing nation to determine if any threats cross into the Refugee Receptors borders
