Delegacy Transition Act

Preamble: Noting Thaecia's lack of standardised procedures for delegacy transition, and concerned that undirected and disorganised delegacy transitions cause the Thaecian World Assembly Delegate to be weaker,

Congress hereby agrees to the following:


Article I - Defining Terms

Section I -The World Assembly Delegate
The World Assembly Delegate (WAD) is defined as the nation in Thaecia with the most World Assembly endorsements at the time of the most recent World Assembly Update.

Section II -The World Assembly Delegate-elect
The World Assembly Delegate-elect is defined as the nation in Thaecia which is designated to be the next World Assembly Delegate by the most recent Presidential election.

Section III - Delegate Transition Periods
Delegacy Transition Period is defined as the period between the time at which the results of a presidential election are released, and the time at which the WAD-elect assumes the Delegacy.


Article II - Procedures

Section I - The Responsibilities of the World Assembly Delegate

For the duration of the Delegacy Transition Period, the incumbent WAD is legally required to cast their vote in line with the recommendations of the WAD-elect.

Section II - The Responsibilities of the World Assembly Delegate-elect

For the duration of the Delegacy Transition Period, The WAD-elect must endorse every resident of Thaecia who is a World Assembly member in a bid to increase their own endorsements.

Section III - The Responsibilities of Individual Thaecians

All Thaecian residents who are World Assembly members should endorse the WAD-elect. They are not advised to unendorse the incumbent WAD. However, if the WAD-elect has at least 15% fewer endorsements than the WAD, it is recommended that the WAD is unendorsed.

Section IV - The Responsibilities of The Founder(s)

The Founder account, Thaecia founder, must send a telegram to all residents in the world assembly who are not endorsing the WAD-elect, encouraging them to do so. The account must do this within 7 days of the release of the results of the presidential election.
