An’eth’ara! Welcome to the first Refugia Foreign Affairs Update of 2021!

I hope everyone had nice, relaxing holidays and was able to close 2020 out in peace. As we look back on the end of last year, there are a lot of regional goings-on to share.

To start, we’ll look at what’s changed in the Foreign Affairs department. The Refugia Envoy programme was introduced on October 22 with the goal of placing a Refugi in all of our embassy regions. I’ve been hoping that it would result in closer relationships and friendlier ties. As of writing this document, every embassy save two has been filled, and I hope to see the others taken care of soon.

Envoys aren’t the only thing that’s been happening in the Foreign Affairs department either. We’ve been on an embassy spree, cleaning up while also finding new friends! Since the beginning of October, we’ve re-opened our embassy with The Leftist Assembly, as well as forging new diplomatic ties with older regions like Yggdrasil and Spiritus. Diplomatic offices were also established in The Pacific. In fact, with new legislation shortening the referendum time on opening and closing embassies to four days from seven, starting new friendships is faster than ever.

Refugia has been practising our writing skills on more than just legislation. After a lot of hard work from Refuge Isle on graphics, and far too much bloviating on my part, we have the official Refugia Foreign Affairs Dispatch. It gives a little bit of the department’s history, our goals, and things to consider when approaching us about embassies. The coolest part is the list of travel runes, which are drawn by Refugi to create portals between Refugia and other places. We design each one with the embassy in mind.

Another interesting thing that has happened in the interim is the re-organisation of our founding document, the Refugia Revised Statutes. Submitted by Refuge Isle, the new layout for the RRS aims to make things easier to find and amend by grouping the various laws into categories and giving the entire document a better layout.

Finally, our regional Council is growing. A new amendment passed two weeks ago called for the establishment of a World Assembly Affairs office, complete with a brand new Council seat. The election period for our first WAA Councillor has just ended, and Junitaki-cho has taken her seat. Her term will last until the next set of elections in February.

The Office of Foreign Affairs, currently working without a Councillor of Foreign Affairs, works to establish and maintain positive relationships with our friends all around the world of Nationstates. We are responsible for overseeing the development and drawing of travel runes, as well as maintaining the gates that will sweep our envoys from the safety of Refugia and deposit them in different regions around the world. Once there, our envoys maintain a presence in the diplomatic sector of that region, delivering news from Refugia to our friends.

Throughout most of Refugia’s history, the Office of Foreign Affairs has been a sleepy place. For the first year of Refugia’s existence, diplomatic relations were only established with two regions. As we’ve continued growing, however, more diplomatic ties and embassies have been opened up, with more possibilities coming in all the time. Our diplomatic strengths have always been stability of the region and positive, friendly relations with those regions we befriend.

Between September of 2020 and January of 2021, Refugia's FA office began processing potential embassies and diplomatic relations at a breakneck pace, holding eleven embassy referendums over those few months. On top of official embassies, Refugia opened up diplomatic offices in The Pacific and The East Pacific. The envoy programme began in October of 2020, allowing Refugia to maintain a presence in its allied communities and keep our friends aware of what is going on within our region.

If you’re looking to establish diplomatic relations or an embassy with us, please read the following. While we don’t have strict requirements for embassies, we do look out for some specific things while making the final decision on whether or not to accept.

  • Have you done your research on us? Before being able to open or close an embassy, we’re required to put it up to a four-day regional referendum. If you request an embassy without letting the Councillor of Foreign Affair know ahead of time, there is no way they can accept your request before going through the process. This will usually be interpreted as a lack of interest on the part of the requester in Refugia, as they did not research the region.

  • Does it seem like your region is likely to be active in the future? When looking into this, the Councillor of Foreign Affairs will look at number of nations, activity in the RMB, and how long the region has been around. There aren’t solid numbers on requirements here; rather, it’s up to the FA Councillor based on how they feel about their interpretation. If your region is new, or the number of members is low, you’re more likely to be put in a dossier and checked up on a few months down the line. If your RMB hasn’t had a message in the past six months, that is probably a disqualifier.

  • Is anything in the region problematic? While this obviously covers excessive shock humour or Nazi imagery, it also goes a little deeper. The Councillor of Foreign Affairs will likely check the stability or instability of previous embassies via your region history page. They will also check your RMB for signs of stress or excessive anger among the member base.

  • Does anything in the region go against Refugia’s values? We generally only form diplomatic relationships with the people who share our interests and goals. If your region is democratic, focused on environmental and social issues, and inclusive toward politically-left ideas, you’ll more than likely be a great fit for us. If it's centred around hostility, nationalism, or far-right politics, we'll most likely pass.

These are also things that the FA Councillor will be looking into before reaching out to your region. Most likely, before we officially ask for an embassy, the Councillor will join a regional discord as a visitor or telegram the Foreign Affairs person within your region and have discussions to see if things are nice and friendly. We aim primarily to provide a safe and stress-free environment for our members, so we’re going to want to make sure that you too are safe before we give you access to our RMB.

Current Embassies and Travel Runes


Forest is a massive region focused on environmental issues. They have an extremely active RMB where they conduct serious discussions on global, political, and environmental news. Forest commands 120 votes at the WA through its delegate, Ruinenlust.

The embassy was established by Subadent on December 17, 2019.

Refugia does not currently have an Envoy to Forest.

The East Pacific

The East Pacific is a massive game-created region (GCR) focused on just about everything in NationStates. They host card events, are home of EPSA (East Pacific Sovereign Army), and host interregional events. They have an extremely active RMB, off-site forum, and several Discord servers, through which their citizens communicate. TEP commands 695 votes at the WA hrough their World Assembly Delegate Atlae.

The embassy was established on March 11th, 2021, by Pantala and Pyrrhia.

Refugia does not currently have an Envoy to The East Pacific.

10000 Islands

10000 Islands (XKI) is a massive region focusing on community building activities, cultural events, and defending. They are home to TITO (Ten-Thousand Islands Treaty Organisation) and have several high-profile political players on NationStates. They plan and host a lot of inter-regional festivals for their friends, as well as cards events. Their off-site forum is highly active. XKI commands 351 votes at the World Assembly through their democratically-elected delegate Wischland.

The embassy was established by Sylh Alanor on January 21, 2021.

Refugia’s current envoy to XKI is Refuge Isle.

The Leftist Assembly

The Leftist Assembly (TLA) is a large region with a focus on leftist politics and policies. They have an active roleplaying community and an involved government, as well regular elections to ensure everyone in the region has a voice. TLA commands 169 votes at the WA through its current delegate, New Samon.

The embassy was established by Subadent on January 12, 2020, and re-established by Sylh Alanor on October 18, 2020.

Refugia does not currently have an Envoy to The Leftist Assembly.


Spiritus is a medium-sized region focusing on community and region-building. They have an active chat where they discuss politics and US Supreme Court decisions, while also playing games together. They've been extremely active in site-wide activities, being home to the Vice Secretary-General of the Security Council and leading Potato Alliance in N-Day 2020. Spiritus commands 81 votes at the WA through its delegate, The Salaxalans.

The embassy was established by Sylh Alanor on December 11, 2020

Refugia's current Envoy to Spiritus is Melenavenia.

New West Indies

New West Indies (NWI) is a medium sized region which focuses on regional law and legislation, with an active futuristic roleplaying community. The executive commands substantial power and the legislature is a direct democracy. NWI commands 28 votes at the WA through its long-reigning delegate, Karteria.

The embassy was established by Áthidill on June 26, 2019, and reestablished by Refuge Isle on May 11, 2020.

Refugia does not currently have an Envoy to New West Indies.


Yggdrasil is a medium-sized region focused on community building. It is themed around the mythic tree of Old Norse mythology, along with its sister region Valhalla. Tied to the Alstroemerian Commonwealths, they share a founder with several other regions, and are therefore loosely connected. Yggdrasil commands 37 votes at the WA through its delegate Particle.

The embassy was established by Sylh Alanor on November 26, 2020.

Refugia's current envoy to Yggdrasil is Sylh Alanor.


Canada is a medium-sized region focused primarily on their forum community. Their offsite forum is very active and frequented by several long-time members. Canada commands 30 votes at the WA through its long-time delegate, Parkplace.

The embassy was established by Subadent on December 13, 2019.

Refugia does not currently have an Envoy to Canada


Meihua is a tiny region focusing on community and roleplay. They model themselves as a small Chinese village in a mountain range, and most of the art and writing about the region reflects that theme. Meihua commands 2 votes at the World Assembly through its delegate, Ashaie.

The embassy was established by Subadent on February 12, 2020.

Refugia's current envoy to Meihua is Sylh Alanor.
