Hello friends! Iím here to bring you good tidings and news from Refugia.

As this is the first official Foreign Affairs missive from our region, allow me to introduce us. Refugia is a left-leaning (mostly eco-socialist) region focused on environmental issues and community building. We aim to provide a safe, happy place for our residents and member states, where they can feel free to discuss any interest they have on or off Nationstates in a stress-free and happy environment. The region is run by a group of five Councillors, each overseeing their various departments (Foreign Affairs, Culture, Operations, the Interior, and our Arch-Administrator) in a mostly sovereign fashion, though some minor checks are in place.

Since refocusing our efforts on building our region six months ago, Refugia has seen some incredible growth. On 1 May, 2020, Refugia had no active Councillors and only 13 nations. As of writing this dispatch on 31 October, 2020, we are at 114 nations, 40 of whom are enrolled in the World Assembly. As a region, we are now 27th in the world for average International Artwork value (the only region above 20 members to place so highly) and 28th for highest average endorsements. Several members of the community have expressed interests in playing for stats and becoming card players, and have found assistance in pursuing those goals through guidance and advice.

Throughout October, our Arch-Administrator has run two campaigns to increase endorsement on our regional WA delegate, pushing our regional vote to 32, a record for our region. She also oversaw an endotarting campaign so that, instead of 1-2 endorsements on our lowest nations, we now have ten. More nations than ever before are getting involved with GA/SC proposal discussions in the RMB and our discord server. Weíre also seeing an increase in nations submitting amendment and referendum proposals to our founding document, the Refugia Revised Statutes.

After passing a recent referendum pushing our elections from September to October to ensure our Operations Councillor didnít have to oversee N-Day and Z-Day in the same term, Refugia has spent the past month voting on its new Councillors. The results, once they were counted, have shown the following:

  • Sylh Alanor, beginning her second term as Councillor of Foreign Affairs

  • Refuge Isle, beginning her first term as Councillor of Culture

  • Chacapoya, beginning her second term as Councillor of Operations

  • Melenavenia, beginning his second term as Councillor of the Interior.

In global news, Refugia has seen wonderful success in site-wide events. As part of the alliance Ba Sing Se in N-Day, we assisted our allies in reaching third place overall, and being the highest-placed faction with zero radiation! And for the second year in a row, Refugia has seen success in Z-Day, curing ourselves of all zombie presence in a matter of hours. After 2019ís impressive five-hour clear time (with 18 total nations), a cure missile strike force led by our Operations Councillor fully disinfected the region in seven hours this year (with 114 nations).

The Office of Foreign Affairs, headed by current Councillor Sylh Alanor, works to establish and maintain positive relationships with our friends all around the world of Nationstates. We are responsible for developing and drawing the travel runes, as well as maintaining the gates that will sweep our envoys from the safety of Refugia and deposit them in different regions around the world. Once there, our envoys maintain a presence in the diplomatic sector of that region, delivering news from Refugia to our friends.

Throughout most of Refugiaís history, the Office of Foreign Affairs has been a sleepy place. For the first year of Refugiaís existence, diplomatic relations were only established with two regions. As weíve continued growing, however, more diplomatic ties and embassies have been opened up, with more possibilities coming in all the time. Our diplomatic strengths have always been stability of the region and positive, friendly relations with those regions we befriend.


If youíre looking to establish diplomatic relations or an embassy with us, please read the following. While we donít have strict requirements for embassies, we do look out for some specific things while making the final decision on whether or not to accept.

  • Have you done your research on us? Before being able to open or close an embassy, weíre required to put it up to a four-day regional referendum. If you request an embassy without letting the Councillor of Foreign Affair know ahead of time, there is no way they can accept your request before going through the process. This will usually be interpreted as a lack of interest on the part of the requester in Refugia, as they did not research the region.

  • Does it seem like your region is likely to be active in the future? When looking into this, the Councillor of Foreign Affairs will look at number of nations, activity in the RMB, and how long the region has been around. There arenít solid numbers on requirements here; rather, itís up to the FA Councillor based on how they feel about their interpretation. If your region is new, or the number of members is low, youíre more likely to be put in a dossier and checked up on a few months down the line. If your RMB hasnít had a message in the past six months, that is probably a disqualifier.

  • Is anything in the region problematic? While this obviously covers excessive shock humour or Nazi imagery, it also goes a little deeper. The Councillor of Foreign Affairs will likely check the stability or instability of previous embassies via your region history page. They will also check your RMB for signs of stress or excessive anger among the member base.

  • Does anything in the region go against Refugiaís values? We generally only form diplomatic relationships with the people who share our interests and goals. If your region is democratic, focused on environmental and social issues, and inclusive toward politically-left ideas, youíll more than likely be a great fit for us.

These are also things that the FA Councillor will be looking into before reaching out to your region. Most likely, before we officially ask for an embassy, the Councillor will join a regional discord as a visitor or telegram the Foreign Affairs person within your region and have discussions to see if things are nice and friendly. We aim primarily to provide a safe and stress-free environment for our members, so weíre going to want to make sure that you too are safe before we give you access to our RMB.

Forest


Forest is a massive region focused on environmental issues. They have an extremely active RMB where they conduct serious discussions on global, political, and environmental news. Forest commands 95 votes at the WA through its delegate, Ruinenlust.

The embassy was established by Subadent on December 17, 2019.

Refugia does not currently have an envoy to Forest.

The Leftist Assembly


The Leftist Assembly (TLA) is a large region with a focus on leftist politics and policies. They have an active roleplaying community and an involved government, as well regular elections to ensure everyone in the region has a voice. TLA commands 202 votes at the WA through its current delegate, Kavagrad.

The embassy was established by Subadent on January 12, 2020, and re-established by Sylh Alanor on October 18, 2020.

New West Indies


New West Indies (NWI) is a medium sized region which focuses on regional law and legislation, with an active futuristic roleplaying community. The executive commands substantial power and the legislature is a direct democracy. NWI commands 30 votes at the WA through it's long-reigning delegate, Karteria.

The embassy was established by Ńthidill on June 26, 2019, and reestablished by Refuge Isle on May 11, 2020.

Refugia's current envoy to New West Indies is Refuge Isle

Yggdrasil


Yggdrasil is a medium-sized region focused on community building. It is themed around the mythic tree of Old Norse mythology, along with its sister region Valhalla. Tied to the Alstroemerian Commonwealths, they share a founder with several other regions, and are therefore loosely connected. Yggdrasil commands 34 votes at the WA through its delegate Thembria SSR.

The embassy was established by Sylh Alanor on November 26, 2020.

Refugia's current envoy to Yggdrasil is Indimu.

Meihua


Meihua is a small region focusing on community and roleplay. They model themselves as a small Chinese village in a mountain range, and most of the art and writing about the region reflects that theme. Meihua commands three votes at the World Assembly through its delegate, Ashaie.

The embassy was established by Subadent on February 12, 2020.

Canada


Canada is a medium-sized region focused primarily on their forum community. Their offsite forum is very active and frequented by several long-time members. Canada commands 35 votes at the WA through its long-time delegate, Parkplace.

The embassy was established by Subadent on December 13, 2019.

Refugia's current envoy to Canada is Imzhou.

Taiwan


Taiwan is a small region focusing on the real-life country of Taiwan, as well as social justice and environmental issues. The founder, Kuan Yin, regularly posts collections of news stories about world news for discussion in the regionís RMB. Taiwan does not have a WA presence.

The embassy was established by Sylh Alanor on July 17, 2020.

Refugia does not currently have an envoy to Taiwan.

India


India is a medium-sized region and the oldest region focusing on Indian affairs on Nationstates. They have a very active RMB community and a lively regional government. India commands 34 votes at the WA through its delegate, Indusse.

The embassy was established by Subadent on December 23, 2019.

Refugia's current envoy to India is Melenavenia.
