Constitution Amendment (Alternate Justice)

Purpose
The amendment seeks to create the position of Alternate in the Supreme Court, who will act as a replacement Justice in the event that one of the other Justices is unable to participate in a criminal trial, lawsuit or court ruling.
Implementation
The amendment shall be implemented immediately.

Article V
All judicial authority shall be vested in a tribunal, henceforth known as the Supreme Court
The Supreme Court shall consist of three members, henceforth known as Justices, appointed by the Secretary
The Justices shall be responsible for:
Handling legal disputes between citizens
Hosting court cases to settle criminal charges
Voting on said criminal charges upon the conclusion of a fair and public hearing
Being the highest authority on the interpretation of all regional law
Internally electing a Justice to serve as Chief Justice
The Chief Justice shall be responsible for:
Organizing and leading discussions on cases with the Justices
Communicating information of criminal cases, lawsuits and court rulings to the public
Delegating the aforementioned responsibilities to a Justice where deemed necessary or beneficial for the better management of criminal cases, lawsuits and court rulings.
An appointment of a Justice must be confirmed with a two-thirds majority of electoral citizens in favour
A Justice shall be prohibited from holding any other government portfolio during their tenure
A Justice may be immediately removed through the following process:
A motion shall be endorsed by two Members of the General Assembly or five percent of electoral citizens
A majority of electoral citizens shall vote on whether to remove them in the following manner:
World Assembly citizens shall be permitted to vote in a three-day poll
Military Voting and Dual citizens shall be permitted to vote on the Regional Message Board in the same period
Article V

The Supreme Court shall consist of four members, three Justices and one Alternate Justice, appointed by the Secretary
The Justices shall be responsible for:
Handling legal disputes between citizens
Hosting court cases to settle criminal charges
Voting on said criminal charges upon the conclusion of a fair and public hearing
Being the highest authority on the interpretation of all regional law
Internally electing a Justice to serve as Chief Justice
The Alternate Justice shall be responsible for:
Participating in discussions regarding criminal cases, lawsuits and court rulings as a non-voting member of the Supreme Court
Assume the voting responsibility of a Justice whenever one of the Justices cannot place a vote in a criminal case, lawsuit or court ruling due to an absence or a conflict of interest
The Chief Justice shall be responsible for:
Organizing and leading discussions on cases with the Justices
Communicating information of criminal cases, lawsuits and court rulings to the public
Delegating the aforementioned responsibilities to a Justice where deemed necessary or beneficial for the better management of criminal cases, lawsuits and court rulings.
