What is the Library of Alexandria?

The Library of Alexandria is the repository for all laws and regulations pertaining Selene. This being a roleplay region there will not be many laws, but those that are issued will be kept here for future consultation.

Laws are issued by the Founder. When the Founder is unavailable or when they have so authorised, the Co-Founder and the Privy Council can also issue laws and regulations. Any member of the region may proposed laws and regulations, which become effective if signed by the Founder.

I. Purpose

  1. Corpus Juris is the fundamental law of Selene and holds supremacy over all other laws.

II. Common Decorum

  1. Content posted by members and guests must conform to common standards of decency and mutual respect set in Corpus Juris and the law.

  2. Content may not be insulting or incite others to respond with insults.

  3. Content may not be offensive or hateful or imply an endorsement of offensive or hateful views.

  4. Content may not include personally identifiable information about others without the consent of the individuals affected.

  5. Content may not be garish or irrelevant, provided that irrelevance content is one that has repetitive information or could be reasonably construed as spam.

  6. Content may not include commercial or regional advertising, provided the Founder or the Privy Council may grant special authorisation for the advertising of foreign initiatives.

III. Government

  1. Justinian Kalominos is the Founder of Selene and holds full powers over the affairs of the region.

  2. Constantine Lambros is the Co-Founder of Selene and has have the powers and responsibilities of the Founder in the circumstances prescribed by law.

  3. The Privy Council is comprised of the Founder, the Co-Founder, and the senior officials appointed by the Founder to conduct the affairs of the region, ensure its growth and adequate functioning, and perform all other duties prescribed by law.

  4. The Privy Council is answerable to the region and must perform its duties in good faith as prescribed by law.

IV. Roleplay Standards

  1. Roleplay must be conducted in the context of the post-modern world limited to travel within the local planetary system and considering all additional standards and limitations prescribed by law, as presented in the maps of the Selenid System.

  2. Members must have a nation in the region and have an application approved by the Privy Council, as prescribed by law, before being allow to participate in roleplay.

  3. Members may not make their countries immune to attack or portray them in such a manner that a normally damaging incident would be generally useless.

  4. Members may not claim unusual or unrealistic statistics or information for their countries or characters.

  5. Members may not use information gained through out-of-character means to obtain an in-character advantage over others.

  6. Members may not act upon others without their consent. Members affected by such actions may disavow them, upon which time the same shall be stricken from the canon.

  7. Members may request the intervention of the Privy Council to clarify the legality of any action or idea and to solve disputes with other members.

V. Final Dispositions

  1. The jurisdiction of Selene extends to the the region of the same name on NationStates, its associated server on Discord, the website at https://selene.online/, and all other venues so designated by law.

  2. This document may be altered by majority agreement of the Privy Council, but no change may be effective until it has been properly communicated to the region.

  3. The Founder is the final arbiter in all cases of controversy or doubt arising from Corpus Juris and all other laws.

I. Common Decorum

  1. Content in The Amphitheatre shall conform to common standards of decency and mutual respect in order to create a welcoming and enjoyable environment for all roleplayers.

  2. Content may not insult individual roleplayers or real life groups or incite others to respond with insults. Content may not be inherently offensive or hateful or imply an endorsement of offensive or hateful views.

  3. Content may not feature personal information from individuals without their express consent. Such content includes but is not limited to names, addresses, email addresses, IP addresses, telephone numbers and social media accounts.

  4. Content must be substantial and conform to individual thread rules. Content may not be garish or irrelevant. Irrelevancy includes but is not limited to multiple posts with broadly the same content, posts that may reasonably be construed as gravedigging, commercial advertising and posts that fall under the general perception of spam.

  5. Threads must be posted in the proper subforum, as indicated in the descriptions below each of their names.

II. Roleplay Standards

  1. Players may not make themselves invincible to attack or portray themselves in such a manner that any attack on them would generally be useless, unless they are participating in a Summa Cavea roleplay that explicitly permits such behaviour. Such invincibility could be achieved through the adoption of unusually high national statistics or by claiming to block attacks through unrealistic means.

  2. Players may not use information gained through out-of-character means to obtain an in-character advantage.

  3. Players may not act upon other players without their consent. Such acts include but are not limited to invasions, aerial or maritime attacks, entering into treaties, assassinations and infiltrations.

  4. Players affected by the above two may disavow such acts and have them automatically removed from the regional canon.

  5. Players may opt to enact time jumps no longer than a week for roleplays in which they participate within Ima Cavea and Media Cavea, but other players not participating in the roleplay are not required to honour it. Players may institute longer time jumps for roleplays in Summa Cavea.

  6. Roleplays must have an in-character thread for all in-character developments and an out-of-character thread for all out-of-character discussion, planning and developments.

III. Regional Canon

  1. Content posted in Media Cavea shall comprise the regional canon and shall always happen in the context of a modern tech world.

  2. Content shall not be modern tech if it features anything not existing in the real world, including but not limited to fantasy creatures, manned interplanetary travel, time travel, teleportation and futuristic technology.

  3. Content that features the above in the context of science fiction or folklore while precluding their status as canon events is allowed.

  4. Technology that could be feasibly available in the real world in the next ten years might be allowed with the approval of the Founder.

  5. In all cases of controversy or doubt with regards to what is allowed in the regional canon the Founder shall act as the final arbiter, but he may choose to appoint representatives to issue rulings that can be subsequently appealed to him.

IV. Regional Map

  1. Roleplay in Media Cavea shall be conducted based on the Map of Artemia designed by Justinian Kalominos and presence in the region and on the map shall be required in order to participate in said subforum.

  2. Requests for inclusion in the regional map shall be done through the dedicated forum thread and shall be limited to one plot not exceeding thirty thousand pixels.

  3. Users may not register additional accounts in order to acquire additional plots. A security check will be performed with all requests to verify the individuality of the requesting user.

  4. Users may enhance their own plots and make useful edits to the regional map so long as they do not take credit for its original creation. Justinian Kalominos retains the right to disavow any undue edits produced by third parties.

  5. Users may not hold multiple independent nations within the same plot in the context of the regional canon without authorisation from the Founder.

V. Summary

  1. You should respect others and remember that we come here to have fun. That means no insulting or inciting others, no posting personal information and no spamming.

  2. When we roleplay we are doing collaborative storytelling. It will ruin the story if you make yourself immune to attacks, attack others without asking for their permission first or do anything that gives you an unfair advantage over others.

  3. When roleplaying in Media Cava, the rule of thumb is that if it does not exist in the real world, then you cannot use it. You only get a pass if you use unrealistic stuff as part of your national myths and legends.

  4. You need to be on the regional map if you want to participate in Media Cavea. You must apply on the Linkrequests thread and remember that you only get one plot that cannot be larger than 30 000 pixels.

These rules may be altered at any time by agreement of the Founder and the Delegate or by agreement of the Founder and a majority of roleplayers. Changes to these rules will be properly advertised and made with the best interests of the roleplaying community in mind.

  5. Content may not include commercial or regional advertising, provided that the promotion of activities by foreign partners may be allowed by the Privy Council.

II. Privy Council

  1. A Privy Council shall exist to manage the affairs of the region and ensure the continued development of the regional community.

  2. Justinian Kalominos shall lead the Privy Council as Founder and appoint its members, who shall serve at his pleasure or according to the directives that he shall issue.

  3. In all matters within its jurisdiction, the Privy Council shall be accountable to the Founder and the People and conduct itself accordingly.

III. Roleplay Standards

  1. Players may not make themselves invincible to attack or portray themselves in such a manner that any attack on them would generally be useless. Such invincibility includes but is not limited to the adoption of unusual national statistics or blocking attacks through unrealistic means.

  2. Players may not use information gained through out-of-character means to obtain an in-character advantage.

  3. Players may not act upon other players without their consent. Such acts include but are not limited to invasions, aerial or maritime attacks, entering into treaties, assassinations and infiltrations.

  4. Players affected by the above two clauses may disavow such acts, upon which time the same shall be rendered stricken from the regional canon.

  5. Players may enact time jumps no longer than a week for canon roleplays and longer time jumps for non-canon roleplays, but in neither case shall uninvolved players be obligated to recognise such time jumps.

  6. Players are strongly advised to maintain out-of-character discussions in a thread separate from their in-character interactions.

IV. Regional Canon

  1. Roleplays shall be presumed to be part of the regional canon unless otherwise indicated in a visible manner and shall always happen in the context of a modern tech world.

  2. Content shall not be modern tech if it features anything not existing in the real world, including but not limited to fantastical creatures, manner interplanetary travel, teleportation and otherwise unrealistic technology.

  3. Content that features the above in the context of science fiction and folklore while precluding their actual existence within the regional canon is allowed.

  4. Technology that could feasibly exist within the following ten years may be allowed with the approval of the Roleplay Councillor or the Founder.

  5. Countries may not have unusual or unrealistic statistics or information or perform actions of a similar character.

V. Regional Map

  1. Roleplay in the context of the regional canon shall be conducted based on the Map of Artemia designed by Justinian Kalominos and all other maps designed or authorised by him.

  2. Players must be present in the region and in the map in order to participate in canon roleplaying, provided that no individual user may possess more plots than the maximum permitted and that a security check will be performed to verify the above.

  3. Players may enhance their own country maps and make useful edits to the Map of Artemia provided they credit Justinian Kalominos and secure his permission for the aforementioned edits.

  4. Players may not split or otherwise divide their countries without the authorisation of the Roleplay Councillor or the Founder.

VI. Controversy in Roleplays

  1. In all cases of controversy or doubt with regards to what is allowed in any roleplay, the Founder shall act as the final arbiter and players shall be entitled to submit such questions to his consideration.

  2. In cases where the original poster of a roleplay has set certain rules, said poster shall act as the initial authority on what is permissible, but no rule may contradict this document or any ruling issued by the Roleplay Councillor or the Founder.

  3. In such cases where the Founder deems appropriate, a Roleplay Councillor shall be appointed to hear questions on his behalf, and when acting in an official capacity their rulings shall bear the full authority of the Founder.

  4. In case a party affected by a ruling by the Roleplay Councillor is unsatisfied, said party is entitled to request a review of the ruling to the Founder.

  5. In all cases where a player wishes to submit a question, they retain the right to submit it directly to the Founder, the presence of a Roleplay Councillor notwithstanding, but the Founder may elect to direct it to the former.

VII. Final Dispositions

  1. These rules may be altered at any time by agreement of the Privy Council, but no change shall be effective unless it has been properly advertised.

  2. In cases of controversy or doubt with regards to these rules, excluding those already addressed in previous chapters, the Founder shall act as final arbiter, but may choose to delegate the responsibility to the Privy Council.

  3. Content may not feature personally identifiable information without the express consent of the individual affected. Such information includes but is not limited to names, addresses and contact information.

  4. Content must be substantial and conform to section and thread rules. Content may not be garish or irrelevant. Irrelevancy includes but is not limited to multiple posts with similar content, posts that needlessly revive dormant threads and posts that may be reasonably construed spam.

  5. Content may not include commercial or regional advertising, provided that the promotion of activities by foreign partners and other relevant activities may be authorised by the Founder or the Privy Council.

II. Government

  1. Justinian Kalominos is the Founder of Selene and holds plenary and discretionary power over the affairs of the region. Evangelous Dimitriou is the Co-Founder of Selene and shall, in the absence of the Founder or when so authorised by him, discharge all the powers and responsibilities of the Founder.

  2. There shall be a Privy Council appointed by the Founder entrusted to conduct the affairs of the region and discharge all other responsibilities as directed by the Founder.

  3. The Founder, the Co-Founder and the Privy Council shall be held accountable to Corpus Juris and all other subsidiary orders and directives in the same manner as all other members of the region.

III. Roleplay Standards

  1. Members may not make their nations or characters invincible to attack or portray themselves in such a manner that an attack on them would be generally useless. Invincibility includes but is not limited to the adoption of unusual statistics or blocking attacks through unrealistic or forbidden means.

  2. Members may not claim unusual or unrealistic statistics or information for their nations or characters. The Privy Council may deem particular statistics and information unrealistic.

  3. Members may not use information gained solely through out-of-character means to obtain an in-character advantage.

  4. Members may not act upon others without their consent. Actions include but are not limited to invasions, attacks, entering into treaties, assassinations or infiltrations.

  5. Members affected by the above may disavow such acts, upon which time the same shall be stricken from the canon.

  6. Members may not engage in underdeveloped roleplays outside of designated threads. Underdeveloped roleplays are those that consist of single lines or otherwise lack proper story development.

  7. Members may conduct roleplays that do not abide by the above rules in distinctly marked threads with the understanding that those will not be considered part of the canon and may be halted by the Privy Council if deemed necessary.

IV. Technology and Cartography

  1. Roleplay shall be conducted, for the purposes of canon, in a post-modern world set in the 22nd century and in the locations made available for use in the consolidated maps of the Selenid System.

  2. Content shall be considered post-modern for the purposes of canon if it features technology that could be reasonably presumed to exist in a future world that is fairly advanced in space travel but limited to manned travel only within its solar system.

  3. Content that is not post-modern is acceptable if presented within the concept of in-universe storytelling, religion, conspiracies or folklore.

  4. Members must be present in the region and be accepted by the Privy Council for inclusion in the consolidated maps of the Selenid System in order to participate in canon.

  5. Members may not request more than one country on the consolidated maps, split their existing country or merge it, partially or completely, with another country, without prior authorisation from the Privy Council. No request to split or combine countries, partially or completely, will be granted without a timeline for a restoration to their original condition.

  6. Members may enhance their own countries' maps and make useful edits and additions to the consolidated maps provided that they credit the Privy Council and secure its permission for the desired edits or additions.

  7. Members may request the intervention of the Privy Council to clarify the conformity of any idea with this document and to solve disputes with other members.

V. Final Dispositions

  1. The venues of Selene shall be the region on NationStates, the website at https://selene.online/, the server on Discord and all other platforms so designated by the Privy Council.

  2. This document may be altered at any time by agreement of the Privy Council, but no change shall be effective until it has been properly communicated to all members.

  3. The Founder shall be the final arbiter in all cases of controversy or doubt with regards to this and all other rules and regulations.

10 Apr 2022 | An Order to Appoint a Cartography Councillor

I. Establishment of a Cartography Councillor

  1. There shall be a Cartography Councillor appointed by the Founder to serve at their pleasure.

  2. The Cartography Councillor shall sit on the Privy Council and have a vote in it.

  3. The Cartography Councillor shall be entrusted with the following duties:

    • Produce and maintain maps that allow members to have a more accurate idea of intricacies of the Selenid System.

    • Provide guidance to members and advice the Founder and Privy Council on matters of cartography.

    • Perform all other duties that they deem necessary or that have been entrusted by the Founder or the Privy Council to ensure the continued usefulness and reliability of the maps of the Selenid System.

II. Appointment of a Roleplay Councillor

Council Order 2204.01
10 Apr 2022 | An Order to Regulate Regional Roleplay

I. Purpose

  1. This order is intended to set the conditions under which members may participate in regional roleplay and regulate the ways in which regional roleplay is to be conducted.

  2. This order may be referred to as the Roleplay Regulation Order.

II. Canon

  1. Canon refers to the official timeline of past and future events that take place in the Selenid System.

  2. Canon takes place in a post-modern context where the technology exists to establish manned stations to other celestial bodies no farther than the Asteroid Belt and to launch unmanned missions to the edge of the Selenid System.

  3. Canon events happen in such a way that time passes three times as far as it does in the real world, provided that the start of each month in the real world should coincide with the each of each trimester in canon.

III. Conditions for Participation

  1. Participation in roleplay is permitted for all members of Selene with an approved entry to the Global Information Survey (GIS) who are not otherwise impeded by law.

  2. Members who submit a GIS entry must select a plot out of those available on the world map and provide additional national information that is required.

  3. Members who submit a GIS entry must collaborate with the Roleplay Councillor to adjust their GIS entry to standard before the same is approved.

  4. Members may only control one nation at a time unless they receive special dispensation from the Privy Council.

  5. Members may be removed from roleplay by the Roleplay Councillor for any of the following:

    • Failure to have a nation in Selene.

    • Failure to roleplay on the Regional Message Board at least one in the preceding month.

    • Serious or repeated rules violations.

  6. Members who have been removed for rules violations must have special dispensation from the Privy Council before they can reapply.

IV. National Information

  1. Countries must have been established at a date earlier than the approval of their GIS entry unless otherwise approved by the Roleplay Councillor.

  2. Countries must have a population that is consistent with the area, climate zone, and concept for their plot.

  3. Countries must have a gross domestic product that is consistent with the population and concept of their plot.

  4. Countries must be reasonably realistic in the way and speed with which they develop their capabilities.

  5. Countries must have governments and other national information that are consistent with a country that exists in the canon date.

IV. International Relations

  1. Countries accede to the World Society upon the approval of their GIS entry, but they may determine an earlier date of accession.

  2. Countries may not withdraw from the World Society without approval from the Roleplay Councillor.

  3. Countries are presumed to have be integrated into the international diplomatic, trade, and financial systems and are subject to the following provisions:

    • Countries are presumed to have established diplomatic and trade relations with each other long before the approval of their GIS entry.

    • Countries may lack resident embassies in certain countries provided that it is consistent with their resource availability and overall concept.

    • Countries are subject to all international treaties related to the regulation of diplomatic and consular relations and the regulation of international trade, unless otherwise permitted by the Roleplay Councillor.

    • Countries are subject to the natural effects of being integrated into the above systems.

  4. Countries may within their GIS entry express an interest in acceding to one of the major international alliances as determined by the Privy Council.

  5. Countries may establish minor international alliances for the purposes they deem necessary.

  6. Each international alliance may regulate its own affairs as it deems necessary, including as it pertains to the following:

    • Its policies and stances.

    • Its structure and the manner in which its institutions are formed.

    • Its members and the procedures for accession.

V. Space Travel

  1. The tiers of space travel are laid out in Annex A to this law and outline the upper limits of each country may do within the context of their individual space programmes.

  2. The tiers of space travel apply to each country as follows:

    • Tier 1 is restricted to countries that are not member states of any major international alliance.

    • Tier 2 is restricted to countries that are member states of a major international alliance.

    • Tier 3A is restricted to countries that are senior member states of a major international alliance.

    • Tiers 3B and 3C are restricted to countries that are the coordinators of a major international alliance.

  3. Each major international alliance has the responsibility of designating the following for the purposes of space travel:

    • One member state as a coordinator.

    • No more than one half of members states as senior member states.

  4. Countries that have more than one tier available to them may choose the tier most adequate to them based on their capabilities and concept.

  5. Countries that are members of a major international alliance may harness the resources of the alliance to access capabilities that are beyond their assigned tier.

  6. Countries may be assigned to a higher tier with special dispensation from the Roleplay Councillor.

  7. Countries that operate rockets and crew capsules on and beyond Low Vesta Orbit (LVO) must ensure that such rockets and capsules are reusable.
