The House of Councillors is the upper house in the bicameral parliament of Serpens Land. It meets in the Serpens Land Parliament Building located in Fort Charlotte.

The House of Councillors is an elected house made up of 75 members known as Councillors of the Realm, or just Councillors. Councillors are elected by the entirety of the Serpens Land population by proportional representation.

Much like the House of Commons, the House of Councillors is presided over by a presiding officer known as the Speaker. The Speaker is elected by the House of Councillors by means of a secret ballot. A Speaker is elected at the begining of a new parliamentary term, and the incumbant may decide to run again, or resign allowing someone else to take his or her place. Unlike the House of Commons, the Speaker is limited to three terms in office.
