Kek-Bulbasaur Treaty

This is an officale treaty between the nations of the Ye olde kek kingdom and the Bulbasaur reichpact.

-Both nations agree to enter into a union state, henceforth called the Kek-Bulbasaur Union.
-Bulbasaur Reichpact, having dealt with an internal rebellion over this union, shall send to Kekstantinople Castle a number of hostages of high rank or importance. These hostages are not prisoners', but may not leave the castle grounds without permission. They will be given luxury accommodations and fine treatment. They will be rotated out every 3 months so that no one person is detained for too long.
-Each nation will keep its current form of government and political leader.
-Each nation will abolish all forms of trade controls with one another. The only exception to this shall be the fishing industry, as it is highly protected in both nations.
-Each nation exercises the right to move troops between one another. An attack on one nation is an attack on both of them. Each nation my declare offensive war without the consent of the other, but is not obligated to assist them in it.
-Citizens of each nation will not require passports to move between one another.
-All local laws will remain in effect in each nation.
-Kek ships have the right to dock in Bulbasaur waters, as do Bulbasaur ships have the right to dock in Kek waters.
-Each nation may make international agreements without consulting one another as long as said agreement does not affect the entire union. Otherwise, it must then be debated.
-The union will be responsible for implementing a joint budget between them. Each nation's currency will remain valid inside of their nation.
