[box]There are two opinions on this proposal.

The first is Regnum Italiae's:

The proposal 'Ensuring Effectual Recycling' aims to promote recycling of waste in order to prevent it from damaging health and ecosystems.

The resolution mandates member nations to ensure availability, safety, and accessibility of recycling systems as well as to regularly upgrade every structure which is part of such systems. The proposal also authorises the World Assembly General Fund to be used to help member nations in achieving these mandates. Furthermore, member nations are required to encourage and promote recycling among citizens, make the collection of waste accessible both for businesses and inhabitants, and to share know-how with other member nations. Section 8 permits the use of incineration and landfill “when the technology or infrastructure does not exist [...] to process the waste efficiently in a more environmentally-friendly way”. While this provision may concern the effectiveness of the proposal, we think that further provisions, like section 10 and 11, actually cover this issue thus avoiding the ineffectiveness of the resolution.

All considered, we deem this resolution as complying with its goals and aims therefore recommending a vote [b]for[/b] the resolution.

The second is Imperium Anglorum's:

Giving permission for nations to tap into the General Fund and also requiring member nations to upgrade recycling centres as they are able would effectively put unlimited funds in the hands of member nations for that purpose. The General Fund is not a bottomless pit. Yet, giving members the ability to draw on it massively expands a member's financial resources.

This proposal also overuses the term "reasonable". The man on the Clapham omnibus is not a policymaker. It is far from obvious what specific policies should be enacted or what "finances[] might reasonably be allocated' to further a goal which is, almost by necessity, dependent on state support. Nor is it under what criteria something is ascribed "reasonable". Clearer wording should have been pursued.

The definition of what recycling is also seems overly broad. It is not especially prudent to set up kerbside collection of materials to be composted. People can compost in their gardens without state support.

We also feel that the technology sharing portions here are less than best. Non-rivalrous goods such as intellectual property ought to be shared, insofar as effects on future productivity improvements are minimal. Improved efficiency in recycling, reuse, and -- more importantly -- reduction, would do far more to improve productivity and reduce transition costs than World Assembly funds for possibly inefficient programmes.

As a whole, I would vote against the proposal. But in line with my policy as Delegate, I do not vote against resolutions written by Europeans unless the region as a whole opposes them. I therefore recommend [b]abstention[/b].
