Hello Everyone!!! *spots a strategically placed baby*

Oh! Did you want me to vomit up a fish for that baby? Sure, no problem. *vomits up a minnow for the baby, who starts to cry*

I love babies. I hear that baby crying. I like it.
OK, so... the Local Council again? Yes, Together we to do this again! I think it's high time to execute ...

Wait. Just a minute... *frowns at the crying baby*
Actually, I was only kidding, you can get the baby out of here.

*glares at the campaign staffer in change of baby placement*

I think she really believed me that I love having a baby crying while I’m speaking.
That’s OK. People don’t understand. *turns back to the adoring, chanting crowd*

Ok, where was I?
Yes! I am seeking your support to again serve a term on the The South Pacific Local Council. I've roamed our region since late 2017, served a term on the Local Council in 2019 and I am looking for your support to allow me to once again serve our community.

I know the job, so I'm not going to make some wild pie in the sky promises and underdeliver, so I again have a one simple reason you should vote for me:

I pledge to use my good judgement.

Here's Volly chatting with an average everyday TSP voter. Take a listen, listen-takers:

So, Good Judgment, eh? You're gonna run on that again? OK. The current administration has beaten me into submission: Remind me, what the heck is that?

In nutshell, No be Stupidz: accept people, keep our region safe and friendly, don't be unreasonable and unresponsive.

  • Reasonable Moderation: That means exercising fair moderation without killing activity. While I don't have any strong feelings on double posting, I would definitely move to prevent the suppression of the initial post, so people can edit their thoughts into the initial post. I did like the 20 minute exception to the double post rule we used to have, so if I find myself on a LC that wants Double posts to stay gone I would push for that exception. I would want to replace it with Rule V. Thou Shalt Wait Thy Turn outlining limits on multiposting. I would still definitely seek to suppress triple+ posts, hate speech, spam and the like with the all powerful TSP Yellow Post-It Note of Suppression. Frankly, I think we could do without Rules XIII, XIV, and XV: I see no real need for these last three rules... the Drewpocalypse is over and I see no need to force the LC to slow down the pace of the RMB and arbitrate the quality of a conversation: and if it gets spammy then we already have a rule for that. Besides, the LC can and should adjust to be responsive to the needs of the region - not the needs of the LC. I have a specific RMB moderation proposal here.

  • WFE updates: Of course I would ensure there is always a poll up and running on the our World Factbook Entry, and, assuming our delegate signs off, I would love for us to bring back Radio South Pacifica to share songs enjoyed by folks in the region. And speaking of the WFE, it is sorely lacking a penguin emoji! I think there must always be a wandering little penguin emoji 🐧 tucked away somewhere on our WFE, moved each time it is updated. Penguin Coup visibility matters in our media!

  • Promote an active RMB: mostly this means being around, active, and watching for folks trying to take part in discussions and engaging with them. Pretty much what being the LC has always done, nothing earth shattering there.

Sounds great! But those are pretty basic, every day things. In a perfect world, what's your LC moonshot?

I'm glad you asked. One of the things that makes TSP so special is how we have carved out an actual part of government that is directly responsible to gameside, and that is really rare and special for a game created region. I think we could actively develop the LC into something better! While these aren't what you would call promises, I do envision long term reform and revitalization of the LC itself.

  • LC internship program: I want to see the LC mentor new LCer's! Crazy I know! But imagine if we had a couple folks that really really wanted to work on contests and games, and another couple that always wanted to work on welcoming new folks, and a couple more serving as Role Play mentors, and one that really really wanted coordinate with MoRA (Ministry of Regional Affairs) events, then we would have folks coming forward upcoming LC elections talking about what they have already done for the region, and why they feel ready for more responsibility. We would need to develop a process and could look at using our roleplay subregion's for people to learn how regional officer powers work as part of this program. We also have some wildly talented and experienced former LCers we could draw on the help develop the skills of new folks.

  • Encouraging Integration: My home is the RMB, though I have been a legislator in our assembly for quite a while, and been known to poke around our discords now and then. Those who have the interest and energy need to be shown how to join the assembly, participate in our OWL WA program, take up the defender cause, practice their SWAN endotarting and help connect them with the offsite resources our region offers. There are numerous avenues to get involved and I hope that I am at least familiar enough with them to help folks find what they need. We are one region, and we can get even better when all parts of the Coalition are working together! We could even host events where our mostly-forum or mostly-discord folks can swing by the RMB now and then! And you know what would make all this easier? An active cadre of LC interns. Release the hounds!

  • Expanding the LC: So, in a perfect world we now have a wildly active, engaged, and experienced LC crew: the logical next step? A five or seven person LC! While our region's Charter guarantee's only one LCer the regional officer power, (the other two spots are accually appointed at the pleasure of the Delegate) a larger LC could share access of the nation we created in my last term in 2019, the one used to publish the LC's dispatches and instead have The tsp local council nation be the Regional Officer used by an expanded LC. Of course, this would involve having a much more structured set of rules a larger LC would operate under. This would also free up more spaces for the Council on Regional Security members to hold Regional Officer positions. This is just a vague shapeless thought at this point, and not something I can see us handling today, but someday it might work. TSP can continue to show our leadership in democratic reform.

Cool! Can you wrap this up, my telenovela is coming on and Lucas, the one who's separated from his true love, Jade, has assumed his dead identical twin brother Diego's identity to marry his brother's fiancée and inherit the family business, and I'm just dying to know what comes next!

Thanks for your time and consideration. I encourage you to check out my RMB responses below, campaign dispatches, and do feel free to telegram or tag me in the RMB if you have any questions. I will keep adding information and dispatches, to drum up HYPETM for our campaign for TSP, the best online community I love and hold dear to my heart. Now I have a question for you: Can I count on your vote?

Well you've got my vote! Now get out of here, you adorable little penguin. I gotta watch me stories, so git!

Volly waddles away, beaming with joy knowing he has secured his first vote. Time for a celebratory fish!

Shangyuen wrote:What torture/tactic would you use to put Saint Cinder in his place if he calls you a heathen?

Nothing. I don't torture people for speaking the truth.

Ok folks, keep them questions coming! Yes, you sir!

North prarie wrote:Questions for all LC candidates:

What is your view on RMB RP?

What makes you fit to govern the RMB?

Do you support gameside representation in the Cabinet?

How active are you offsite? (forums, discord)

Would you support abolishing the LC? Would you support restructuring it?

Do you think that Cabinet members should be required to be active on the RMB?

Do you think that LCers should be required to be Legislators?

What is your view on Defenderism?

Thanks for this series of questions, North prarie.

What is your ideal RMB? The South Pacific, though it could use more moments where we all stop and break out into song to sing about what we are doing.

What is your view on RMB RP? Role Play that is Safe, Sane, and Consensual doesn't bother me at all.

What makes you fit to govern the RMB? Is the RMB really "governable"? Setting that aside, I've done it before, and thanks a oh-so-super-fun COVID layoff, I have the time to help guide and guard it again.

Do you support gameside representation in the Cabinet? I think Canadians should be represented in the Queen's Privy Council of Canada, and American's be represented in the White House. Everyone in Cabinet is from gameside, so I don't really see it as needed. Cabinet, when not busy in all their cabinetry, are most welcome to stay active in gameside. I would love to see the cool cabinetry they've made: base, wall, tall, kitchen even bathroom, preferably something with a nice flooded glaze finish.

How active are you offsite? (forums, discord) I'm around both enough to qualify as active. Last time I served on the LC I found the @BorderControl Discord tag very helpful the odd times when spammers disrupted the RMB. A quick peek at my forum user profile tells me this: Posts: 572 (0.58 per day | 0.28 percent of total posts), Reputation: 143. Registration Date: 11-17-2017, 12:36 AM, Is that active? I don't roleplay offsite, so I suppose maybe my numbers be higher, but I prefer to play the game how I play the game. I know our offsite resources well enough to connect folks to the right place when they want it.

Would you support abolishing the LC? Would you support restructuring it? No. I do not think that the oldest democracy in NationStates should abolish the only elected law making body within TSP's government structure. And Yes. I absolutely think TSP can continue show our leadership by continually improving our democracy. Check the "LC moonshots" portion of my campaign dispatch.

Do you think that Cabinet members should be required to be active on the RMB? This isn't really within the realm of the Local Council, so I will respond in my capacity as a Legislator: No, an activity requirement would be weird to codify and clunky to enforce. But Cabinet's communications and contributions are always most welcome on the RMB. FiHami's weekly post with a dispatches outlining what the SPSF are up to is a perfect example.

Do you think that LCers should be required to be Legislators? No.

What is your view on Defenderism? R/D gameplay is not the purview of the Local Council. On an unrelated note, do remind me to ask the next Cabinet nominee's for their views on the finer points of RMB emoticon usage and double posting policies. Anyway, to address your question: Fenda 4eva! We should have declared as a defender region ages ago, as it fits our regional values, so I'm quite happy.

*nods, and maintains eye contact, (because pollsters tell me people like it when I nod and maintain eye contact) nods again*

Fihami wrote:These responses kinda do prompt a few questions of my own honestly, stuff that I'd be interested in hearing from yourself, and the other LC candidates.

1. Do you believe that there is anything us as the cabinet can do to make regional government more accessible and transparent to gamesiders? Do you believe there even is the need for this? Why or why not?

Thanks for the question Fihami,

TSP already has a very accessible government. It's pretty easy for folks to become Legislators and get involved in the Assembly, or join in the discussion on discord. People can easily work on whatever project they are passionate about (assuming they know what's happening). As far as transparency, I can understand Cabinet being most responsive to Assembly legislators... that's who elects them, after all! It's just appreciated when the cabinet sends news back home here to the Gameside Mother Country. It's always nice to hear what the offsite colonialists are up to, and it may even prompt some to make the voyage out for a visit.

I need a drink after all this talking. One Joe Penguin Cumber Mint SPIT Juicebox, please!

Melicorium wrote:1. Do you support the abolishment of Rules XIII-XV? Why or why not?
2. Are Auphelia's polls too annoying, and mostly trivial, in your own perspective?
3. Is Socialism a good ideology?

Melicorium:

1. Yes. They are redundant: all of these activities, if they become a problem, are already covered under I. Thou Shalt Not Spam.
2. I appreciate her polls as entertaining. Last time I was on the LC with her, I accually managed to run a poll on this very topic page=poll/p=145215 and I stand by my response: "Her polls give us hope of overcoming the injustices of capitalist democracy and creating a brighter future for everyone."
3. Not how it has been practiced thus far. If you would like to dig further into my brain, you can find out where I am on the political spectrum in this dispatch.

Saint Cinder wrote:A single questions for all LC candidates that I stole from Dear Prairie

Say that Amerion fellow is questioning your reign as a perfect Local Councillor. What torture/tactic would you use to put him in his place?

Thanks Saint Cinder (and North prarie) for the chance to address this most serious and pressing matter!

Well, first off, that would just never happen, everyone loves an adorable penguin coup. If, in some weird parallel universe, this odd situation were to come to pass, I suppose I would lock him in the Dungeon of Mass Pings for the night and see if he was still alive and more cooperative after a day or two.

So far so good. Maybe I'll loosen up with another Joe Penguin SPIT. Yeah no rush, you're an awesome server! *does a weird dad finger guns motion* What's "OK Boomer" even mean? *shrug*

My flaw is the fact that I am quite blunt when dealing with people.

Aww Kerlodia, nothing wrong with a little bluntness.

I have a low tolerance for vapid wankers and Karens and can quickly fallback into sarcasm, which generally doesn't help.

*waves at waitress* One more Joe Penguin Cucumber Mint SPIT when you get a chance, thanks!

Aumeltopia wrote:Volaworand I have a question.

Wouldn't you say that your proposed rule should be Thou Shalt Wait Thy Turn, for consistency?

My vote depends on this matter.

Hmmm great idea... if this were the Assembly I would move that we develop an multi departmental committee to debate and study the matter, who will invariably come back to the assembly with a recommendation that we then submit to a Legal Question the High Court. Of course, the result of this question will most likely result in the finding of conflict rules resulting in rule 2, 7 and 9 being struck from the books.

But hey, this is gameside... so yeah I love the idea. I'm gonna tweak my campaign dispatch right now. Thanks Aumeltopia!

Excuse me, waitress, can you get me another SPIT Juicebox? Yeah that Joe Penguin brand of SPIT is certainly the finest SPIT in all the lands! I'll take a Ruby Red Grapefruit, please.

Islands of unity wrote:LC election questions?

I guess the most important question is if you're going to bow down to Amerion? 😛

How do you see the relationship between the offsite community and the onsite community developing over the next year?

Great questions, Islands of unity.

Did Did Queen Amidala bow to Emperor Palpatine? I have no idea, but judging by the state of affairs in Naboo, she definitely should have.

I am certain that anyone elected to the LC, looking out from balconies of the palatial Local Council Palace (on picturesque Mount Conveniently Placed) will simply have to bow down when gazing way, way, way down at the ratty old beachside Delegate Cabaña, they will probably even have to squint to see it in those slums. Speaking of the Delegate Cabaña, we absolutely need to get the racoons out of there ... they've chewed holes in the thatch and the biscuit crumbs are everywhere. That should all have been disposed of in the TEP Outhouse out back with the rest of the regions industrial waste.

Anyway, back to the question... The delegate is generally who the LC turns on for advice and guidance, as opposed to the CRS who we just call on when we have a spammer or troll in need of banishment. Not sure if it's an accurate view constitutionally, but I see the delegate as gameside's highest ranking member of government. The Assembly might filter out the flotsum and narrow the field, but the delegate is ours and we love them. And the Cabinet only really needs them if we're invaded anyway. Anyway, so yes, this penguin enthusiastically waddle/bows/farts a little for our Supreme Overlord. :-)

As for the relationship between the offsite community and the onsite community developing over the next year?

We are one region and each part needs the other to exist in our Coalition, so I would hope for more crossover participation. The LC can encourage more folks to be active with SWAN, OWL WA (which is so awesome and exciting), SPSF and various cabinet projects as the initial steps. I would see LC promoting regional events organized MoFA and MoRA and continue to focus on ensure conversations in the RMB are stable and welcoming. LC doesn't have the same institutional structure that offsite has, so we still have work to do on that front: Typically when someone has energy and passion for institution building, they are steered to the Assembly or various cabinet projects. I wouldn't want to see the LC stand in the way of that pipeline of talent participating in offsite projects. Just a gut feeling but I think it a lot of what our region call Integration problems could be solved with TSP Journalist's spinkling the occasional dispatch and Cabinet Officials dropping by the RMB now and then to talk about what's new in the zoo.

I've floated some thoughts on a LC Internship Program and Encouraging Integration under the "LC moonshot's" portion of my main dispatch which touches on the topic. I invite you to check it out.

Islands of unity wrote:My runner up question for the lc candidates is what should my new flag be?

A stylized crescent island archipelago, depicted on a TSP standard blue ocean, all united in launching tactical nuclear weapons at a flag of the East Pacific. Oh, and put a gold fringe on it. Gold fringe is all the rage nowadays!

I'm still waiting on that SPIT. Yeah! You know what, toots, just Bring me one of each flavour!

Proctethia wrote:Volaworand oh my days, I love your campaign!

Whether the internship happens or not, I wouldn't really recommend to use POTR, as it may disturb the roleplayers (I plan to spend some time there more often during my break).
So, if the internship does happen, I have a humble suggestion. I founded a region, The Local Council, to act as a, Local Council version of Government Island, but I never actually put it forth. What I'm trying to say is that it can be used for your internship plans - if they ever come into play. To be honest, the LC can do whatever they want with it, if they want to use it, which they don't have to. :-P

Aww thanks Proctethia!

Yeah I think putting some of our sub regions to further use as LC training grounds could work, though I would see that a later stage development. I would think first steps would be having a specific welcome wagon for new nations, some role play mentors, and dispatch upvote squad could be the inital steps. Again, that all depends on the configuration of the LC we end up electing as a region.

EDIT: whispers: the role players there might even be the ones interested?

Thanks, Doll! Here, buy yourself something nice! *makes it rain*

Zess wrote:Volaworand. I apologize if this question has already been asked and answered but what’s your stance on the “two word minimum” rule?

Hi Zess, Thanks for the question!

It wasn't explicitly asked yet, but I did address this directly in my campaign. I am in favour for deleting rules 13, 14 and 15 entirely, (as any of the issues that might arise from thier deletion are already covered under the Thou Shalt Not Spam rule) and on a related note: when it comes to double posts... I would want replace rule five with Thou Shalt Wait Your Turn (with a 20 minute inactivity exception allowing a single second post if 20 minutes have passed.) And the initial post should always be left visible, assuming no other rule breech occurred.

*hick* You know what! Hey, come closer. *whispers* You're my best friend! *HICK!*

Proctethia wrote:

Hello! I'd like to ask you some questions about your LC campaigns. Please note that these may be answered in your campaign dispatches already, but these few questions aren't meant to be specific for anybody.

1. Why are you running for LC?

2. What are your stances on double posting and roleplay?

3. Are you able to adapt to situations, or, to serve among those you'd rather not?

4. Do you have any 'big' plans for your term, if you suceed?

5. What sets you apart from the other candidates?

6. What experience do you have (if any)?

7. Cake or Pie?

Thank you for your time.

Hey Proctethia, thanks for asking! I am happy to take part in the Q&A!

1. I'm laid off and have the time again, and to restore the initial post in the enforcement of the anti-double post rules. So to summarize: I have the time and I'm not capriciously full of malice and distain for the RMB. :-)

2. Meh. I lean towards suppression of double posts (but definitely leaving the first one in place), and leaving the roleplay alone unless it get's spammy. The RMB rules really depend on a two person majority within LC though, and I would seek a consensus when it comes the RMB guidelines, as a core daily function of the Council.

3. I've worked with some of them before without issues, and I'm happy to work with anyone. I'm the type of person that keeps everyone focused on the job at hand... maybe being a manager for 20 some years has taught me that.

4. I'm promising to simply return good judgement, but if we get an active, engaged LC, and I am elected to be part of it I do outline a moonshot LC intern proposal in my central dispatch and a bit of vision for what the LC could be down the road.

5. We have a great bunch of folks running, and I think any combination of the folks running will turn out fine. Not to take anything away from the other folks in the race, but I'm the most experienced penguin in the running, My corruptness is adorable yet harmless, and I guess I'm wildly young by comparision with some of the piratey types, hehee.

6. I've been in our region since the fall of 2017. I've previously served a very productive term on the LC where we formalized the LC election act, developed the border control policy still in place today, and when we created the nation used to store LC dispatches instead of scattering them around all various local councilors. I am a legislator in our assembly (by the way, my proposal to repeal the part of the the regional Election Act on LC vacancies should be going to vote soon. If passed will free up the LC to propose revisions to the own LC Election Act here, since, as you know, the provision at issue was one that the assembly passed in 2016, lost track of and forgot to index, thought they repealed in 2017 but missed the stray article that hadn't been indexed, Court ruled that they didn't, then the Court ruled in a second question on how to resolve the conflicts that arose between laws after it was reinserted, and yes, I was disappointed the LC didn't file an amicus brief when either legal question was before the High Courts ... so wait, where was i... yeah that all resulted in the LC election Act having a couple conflicting points on LC vacancies stuck down last month... none of which would have even been an issue if the LC had just gotten it's act together and filled a vacancy when there was one, but whatever... I suppose since the power has been re-vested with the delegate, so yeah we are fine until its all sorted out - yeah not frustrated at all)... I suppose that's a long and roundabout way of saying I understand the interaction of our laws and bureaucracy as it relates to us here gameside and will always take steps to protect local control of local matters? So... yeah. Did I mention I'm a super cute adorable penguin criminal overlord? And I've got a pretty sweet TSP season 1 Nationstates cards collection.

7. Pie! I will support the pieletariat over caketalists every time. Vive la liberté de tarte!

*zzz* wabba wabba wabba ... *zzz*

I promised to provide specific on RMB rule changes, so here ya go!

It's time to play the hottest new game sweeping TSP! Keep, Coup, or Kill?

So fun! Throw back a Joe Penguin All-Natural Penguin SPIT™ Cocktail and play with your friends tonight!

Of course this all depends on what three folks end up on the Local Council, and if I am one of them.

The Rule as it stands today

Keep, Coup, or Kill?

Why?

I. Thou Shalt Not Spam
Fundamental Rule: Don't spam. Spamming is bad. It is the first rule for a reason.

Keep it!

Spam is yucky!

II. Thou Shalt Type No Other Languages Before English
Fundamental Rule: Posts on the Regional Message Board must be in English, or include an English translation.

Keep it!

Google might your friend,
but he might not be mine.
Do the work yourself.

III. Thou Shalt Not Ask for Endorsements nor Recruit on the RMB
Fundamental Rule: Don’t ask for people to endorse you on the Regional Message Board. Don’t ask for people to move to another region.

Keep it!

No. Just No.

IV. Thou May Roleplay Here
Fundamental Rule: Roleplay on the Regional Message Board, but do not break any other rules. If you're feeling nice or your roleplay is a bit niche or particularly nation driven, please consider taking your roleplaying to Knowhere or Psomewhere Over The Rainbow.

Keep it!

The whole game is roleplay.
(just don't be a d-bag)

V. Thou Shalt Not Multi-Post
Fundamental Rule: Don’t post on the Regional Message Board twice or more in a row.

V. Thou Shalt Wait Thy Turn
Fundamental Rule: Don’t post again until someone else has, or 20 minutes have passed.
And no, the first post in a series shall not be suppressed, so folks can use EDIT to fix their whoopsie daisies.

Coup it!

It's just good manners!

VI. Thou Shalt Not Violate Others’ Privacy
Fundamental Rule: Don’t reveal other players’ personal information.

Keep it!

Sorry but we have a "No Doxxing" policy, Karen!

VII. Thou Shalt Not Troll, Bait, or Flame
Fundamental Rule: Trolling, baiting or flaming of others is not allowed under any circumstances.

Keep it!

You Shall Not Pass!

VIII. Thou Shalt Obey the Rules of NationStates
Fundamental Rule: No matter where you are in NationStates, the rules for the game still apply.

Obviously!

IX. Thou Shalt Not Post Inappropriate Things
Fundamental Rule: Don’t post anything that would not be allowed in a PG-13 movie.

Keep it!

Don't be ewwww!

X. Thou Shalt Quote as the Quotee Intended
Fundamental Rule: Do not edit someone's post in a malicious way or repost offensive content.

Keep it!

How rude!

XI. Thou Shalt Use Spoilers
Fundamental Rule: Use spoilers when making or quoting a very long post.

Keep it!

Build bridges, not text walls

XII. Thou Shalt Respect Everyone
Fundamental Rule: The golden rule: treat others how you want to be treated.

Keep it!

disagree without vapid wankering

XIII. Thou Shalt Not Post Images
Fundamental Rule: If your post is simply an emoticon or the equivalent, it's going to be suppressed.

Kill it!

Done well: convey tone and emotion.
Done poorly: spam (see rule I)

XIV. Thou Shalt Post Substantive Content
Fundamental Rule: Single word or similarly short posts are not appreciated on the RMB.

Kill it!

Absurd rule.
-Answer to the Ultimate Question
of Life, the Universe, and Everything?
-42
*suppressed*

XV. Thou Shalt Roleplay Well
Fundamental Rule: Put effort and thought into your roleplaying posts.

Kill it!

Rule IV exists

July 28, 2019:
My nomination acceptance speech is recorded here for posterity:

Volaworand wrote:

To my good friend and great South Pacifician, Saint Cinder, my fellow nominees, and that wonderful South Pacifician who has served us well for so long, Tsunamy who has done such a commendable job as Election Commissioner; to Delegate-elect Amerion, who I hope all are endorsing; and to all of my fellow South Pacificians here assembled, and all those across this great Region.

From this moment, united and determined, we will go forward together, dedicated to the ultimate and undeniable greatness of the whole region. Together we will win.

I accept your nomination with a deep sense of humility. I accept, too, the responsibility that goes with it, and I seek your continued help and your continued guidance. My fellow South Pacificians, our cause is too great for any one penguin to feel worthy of it. Our task would be too great for any penguin, did he not have with him the heart and the hands of this great RMB community, and I promise you tonight that with every feather of my being is consecrated to our cause; that nothing shall be lacking from the struggle that can be brought to it by enthusiasm, by devotion, and plain hard work. In this world no one penguin, no one nation, can guarantee anything, but what we can do and what we shall do is to deserve victory, and victory will be ours.

Our forbearers raised this mighty region to be a home for democracy and to flourish as a free land - not to stagnate in the swampland of collectivism, not to cringe before the spammer or the online troll.

Now, my fellow South Pacificians, the tide has been running against freedom. Our leaders have followed dangerous paths. We must, and we shall, return to proven ways-- not because they are old, but because they are true. We must, and we shall, set the tide running again in the cause of freedom. And this region, with its every action, every word, every breath, and every heartbeat, has but a single resolve, and that is freedom - freedom made orderly for this region by our constitutional government; freedom under a government limited by laws; freedom - balanced so that liberty lacking order will not become the slavery of the prison cell; balanced so that liberty lacking order will not become the license of the mob and of the jungle.

Now, we in The South Pacific understand freedom. We have earned it, we have lived for it, and we have fought for it. This region and its nations are freedom's model in a searching world. We can be freedom's advocates in a doubting world. But, ladies and gentlepenguins, first we must renew freedom's mission in our own hearts and in our own homes.

During four futile months, the local council which we shall replace has distorted and lost that faith. It has talked and talked and talked and talked the words of freedom. Now, failure cements the WFE of shame in Psomwhere. Failures to act, documented in the ruling of our High Court. Failures mark the slow death of freedom in our RMB. And failure haunts the empty seat of our once great Local Council and undermines the greatest bulwark ever erected by free nations - the Coalition of The South Pacific. Failures proclaim lost leadership, obscure purpose, weakening wills, and the risk of inciting our sworn enemies to new aggressions and to new excesses. Because of this administration we are tonight just a region divided - we are a region subdued. We have lost the brisk pace of diversity and the genius of individual creativity. We are plodding at a pace limited by centralized authority, red tape, rules without responsibility, and suppression without cause.

Rather than offering friendship in our region: new nations have been offered bureaucratic pushback, rather than leadership: we have been given bread and circuses, spectacles, and, yes, we have even been given scandals. Tonight in our world there is violence in our streets, corruption in our highest offices, aimlessness among our youth, anxiety among our elders and there is a virtual despair among the many who look beyond material success for the inner meaning of their lives. Where examples of morality should be set, the opposite is seen. Small minds, seeking great wealth or power, have too often and too long turned even the highest levels of public service into mere personal opportunity.

Now, certainly, simple honesty is not too much to demand of those in government. We find it in most. The South Pacific demands it from everyone. We demand it from everyone no matter how exalted or protected his position might be. The growing menace in our region tonight, to personal freedom, to responsible representation, to free speech, particularly in our great RMB, is the mounting concern, or should be, of every thoughtful citizen in The South Pacific.

Security from violence, domestic no less than from foreign aggression, is the most elementary and fundamental purpose of any government, and a government that cannot fulfill that purpose is one that cannot long command the loyalty of its citizens. History shows us - demonstrates that nothing - nothing paves the way for tyranny more than the failure of public officials to keep the streets safe from bullies and marauders.

Now, we South Pacificians see all this as more, much more, than mere political differences or mere political mistakes. We see this as the result of a fundamentally and absolutely wrong view of humanity, our nature and our destiny. Those who seek to live your lives for you, to take your liberties in return for relieving you of yours, those who elevate the state and downgrade the citizen must see ultimately a world in which earthly power can be substituted for divine will, and our Coalition was founded upon the rejection of tyranny and upon the view that independent citizens are the authors of freedom.

Those who seek absolute power, even though they seek it to do what they regard as good, are simply demanding the right to enforce their own version of utopia. And let me remind you, they are the very ones who always create the most hellish tyrannies. Absolute power does corrupt, and those who seek it must be suspect and must be opposed. Their mistaken course stems from false notions of equality, ladies and gentlepenguins. Equality, rightly understood, as our forbearers understood it, leads to liberty and to the emancipation of creative differences. Wrongly understood, as it has been so tragically in our time, it leads first to conformity and then to despotism.

Fellow South Pacificians, it is the cause of freedom to resist concentrations of power, private or public, which enforce such conformity and inflict such despotism. It is the cause of freedom to ensure that power remains in the hands of the people. And, so help us all, that is exactly what this penguin will do with the help of a freedom loving Local Council.

It furthers the cause of freedom to restore a clear understanding of the tyranny of government over the individual in the world at large. It is our cause to dispel the foggy thinking which avoids hard decisions in the illusion that a world of conflict will somehow mysteriously resolve itself into a world of harmony, if we just don't rock the boat or irritate the forces of aggression - and this is hogwash.

We here in The South Pacific can keep the peace only if we remain vigilant and only if we remain strong. Only if we keep our eyes open and keep our guard up can we prevent invasion. And I want to make this abundantly clear - I don't intend to let either peace or freedom be torn from our grasp because of lack of strength or lack of will - and that I promise you.

I believe that we must look beyond the defense of freedom today to its extension tomorrow. I believe that the tyranny which boasts that it will bury us will, instead, give way to the forces of freedom. And I can see in the distant and yet recognizable future the outlines of a region worthy our dedication, our every risk, our every effort, our every sacrifice along the way. Yes, a region that will redeem the suffering of those who will be liberated from tyranny. I can see and I suggest that all thoughtful nations must contemplate the flowering of The South Pacific civilization, unified and free, communicating openly across the world. This is a goal far, far more meaningful than a moon shot.

I can see The South Pacific civilization galvanizing and guiding emergent nations everywhere.

I know this freedom is not the fruit of every soil. I know that our own freedom was achieved through years, by unremitting efforts by brave and wise nations. I know that the road to freedom is a long and a challenging road. I know also that some may walk away from it, that some resist challenge, accepting the false security of governmental paternalism.

And I pledge that The South Pacific we envision in the months ahead will extend its hand in health, in teaching and in cultivation, so that all new nations will be at least encouraged to go our way, so that they will not wander down the dark alleys of tyranny or to the dead-end streets of fascism. My fellow South Pacificians, we do no one a service by hiding freedom's light under a bushel of mistaken humility.

We see The South Pacific proud of its past, proud of its ways, proud of its dreams, and determined actively to proclaim them. But our example to nationstates must, like charity, begin at home.

In our vision of a good and decent future, free and peaceful, there must be room for deliberation of the energy and talent of the individual - otherwise our vision is blind at the outset.

We must assure a society here which, while never abandoning the needy or forsaking the helpless, nurtures incentives and opportunity for the creative and the productive. We must know the whole good is the product of many single contributions.

This region, whose creative people have enhanced this entire span of history, should again thrive upon the greatness of all those things which we, as individual citizens, can and should do. In the coming months, this again will be a region of nations proud of their role, jealous of their responsibilities, unlimited in their aspirations - a region where all can belong.

We see in our constitutional form of government the great framework which assures the orderly but dynamic fulfillment of the whole region, and we see the whole region as the great reason for instituting orderly local government in the first place.

We see, in local control of gameside matters, the one way to make local government a durable ally of the whole of our region, rather than a determined internal adversary. We see in the sanctity of democracy the only durable foundation for constitutional government in a free society. And beyond that, we see, in cherished diversity of ways, diversity of thoughts, of motives and accomplishments. We do not seek to lead anyone's life - we seek only to secure the rights and to guarantee opportunity to strive, with government performing only those needed and legally sanctioned tasks which cannot otherwise be performed.

We must seek a government that attends to its inherent responsibilities of maintaining a stable climate, encouraging a free and fair regional message board and enforcing law and order. Thus do we seek inventiveness, diversity, and creativity within a stable order, for we must define government's role where needed at many, many levels, preferably through the one closest to the people involved.

This is a region, The South Pacific, a region for free nations, not for blind followers, and not for mindless conformists.

Back in 1858 Abraham Lincoln said this of the Republican party - and I quote him, because he probably could have said it during the last week or so: "It was composed of strained, discordant, and even hostile elements" in 1858. Yet all of these elements agreed on one paramount objective: To arrest the progress of slavery, and place it in the course of ultimate extinction.

Today, as then, but more urgently and more broadly than then, the task of preserving and enlarging freedom at home and safeguarding it from the forces of tyranny abroad is great enough to challenge all our resources and to require all our strength. Anyone who joins us in all sincerity, we welcome. Those who do not care for our cause, we don't expect to enter our ranks in any case. And let our region, so focused and so dedicated, not be made fuzzy and futile by unthinking and stupid labels.

The beauty of the very system we pledge to restore and revitalize, the beauty of this system of ours is in its reconciliation of diversity with unity. We must not see malice in honest differences of opinion, and no matter how great, so long as they are not inconsistent with the pledges we have given to each other in and through our Constitution. Our cause is not to level out the world or make its people conform in computer regimented sameness. Our cause is to free our people and light the way for liberty throughout the world.

Ours is a very human cause for very humane goals.

This region, its good people, and its unquestionable devotion to freedom, will not fulfill the purposes of this campaign which we launch here now until our cause has won the day, inspired the world, and shown the way to a tomorrow worthy of all our yesteryears.

I repeat, I accept your nomination with humbleness, with pride, and pledge that together, you and I are going to fight for the goodness of our region. Thank you.

Local Council Elections Act

An act establishing elections for office

...

3. Candidate Eligibility

(1) A candidate may only run for one seat on the Local Council.

(2) Candidates must receive and accept a nomination on the Regional Message Board from a resident WA nation in The South Pacific that is not their own account or controlled or accessible by the candidate nominated. The acceptance post must quote the nominating post in full and mention the Election Commissioner using nation tags. Nominations and declined nominations should not tag the Election Commissioner.

(3) To be eligible, a candidate must be a resident of The South Pacific, and all candidates must file a full Conflict of Interest disclosure to the Election Commissioner, fully listing all nations they control and can access and disclosing any positions held in other regions.

(4) The Election Commissioner shall share the Conflict of Interest Disclosure with the Council on Regional Security to allow a security check.

(5) The CRS can prevent any candidate from running if they deem them to be a security threat.

(6) Candidates shall publicly post their Conflict of Interest disclosure in a dispatch, which may be their campaign dispatch. At the request of the candidate The Minister of Military Affairs may authorize the waiving of the public disclosure of nations participating in South Pacific Special Forces operations. In such cases the public disclosure should state that SPSF participating nations are not listed as authorized by the Minister of Military Affairs. The Minister of Military Affairs shall confirm this by sending confirmation to the Election Commissioner.

(7) If, at any time before the election is certified, the Election Commissioner or the Council on Regional Security determines a candidate's Conflict of Interest Disclosure is not fully truthful, or the CRS determines a candidate represents a security threat, then the candidate will be disqualified from the election.

(8) An intentional deception or omission in a Conflict Of Interest, or knowingly abetting in another's claims to a false identity, wherein this fraud threatens the security of The South Pacific, or circumvents the laws and legal processes of The South Pacific, including the electoral process described in this Act, shall constitute Identity Fraud and be subject to referral for prosecution by the Election Commissioner or Council on Regional Security.

(9) Any Local Councilor can serve a maximum of two consecutive terms. If they serve that maximum, they must wait for one full term before they can run in a regularly scheduled election for the Local Council again. Any member of cabinet must wait one full Local Council term after leaving the cabinet before they can run in a regularly scheduled election for the Local Council.

4. Election Process

(1) Prior to the opening of the first voting period of the LC election, there will be a period of 3 days where residents can nominate candidates, and candidates can accept nominations, which will commence after a region-wide telegram sent by the Election Commissioner announcing the opening of nominations. This will be followed by 3 days where candidates can campaign, which will commence after a region-wide telegram sent by the Election Commissioner announcing the close of nominations and start of the campaign.

(2) The election will be two game side polls, each lasting three days. The winner of the first poll will be elected onto the Local Council, and all remaining candidates will move on to the next poll, where the top two candidates will be elected.

(3) If there are three candidates or fewer, all candidates will be automatically elected. If there are fewer than three candidates, the elected Local Council shall fill any remaining spaces on the Local Council under the terms outlined in Section 5 of this Act.

(4) If there are between four and eleven candidates, the election will occur as stated.

(5) If there are more than eleven candidates, the vote will be split into two three day polls with the top eleven vote-receiving candidates continuing onto the set of normal voting periods.

(6) Re-open nominations (RON) must be an option on both normal voting periods.

(7) In the event of a tie, all tied candidates will be elected unless this takes the number of Local Councillors to greater than three, in which case there will be a separate three day poll for the tied candidates.

(8) In the event of RON winning a poll, any candidates elected prior to that poll will be allowed to take their place on the Local Council without running again, and the nominations would re-open for the remaining places.

(9) In the event a candidate who has won a round but is later disqualified by the Election Commissioner or the Council on Regional Security, that round’s results are voided and a new round shall be added.

(10) The terms for the incoming Local Council begin when the Election Commissioner certifies the results and the Delegate assigns Regional Officer Powers, before which any and all election-related disputes must be settled. The outgoing Local Council will maintain their offices until then.
