Regional Government Operation and Accountability Act

Part 1: Definitions

§1.1 General Definitions
For the purposes of the Labyrinthian Regional Government, the following are hereby defined;

  1. Regional Officer is "A Nation that possesses an administrative and elected role and powers consequent as a member of the Regional Cabinet.”

  2. Civil Officer is "A Nation that operates within the Labyrinthian government as an agent of a Regional Officer.”

  3. Royal Officer is "A Nation that operates a role defined by and within the scope of power of the Reigning Monarchy of the Labyrinth, and serves at the pleasure of the Monarchy."

  4. Public Office is "An office that is popularly elected in regular elections."

  5. Public Officer is "A Nation that holds a Public Office."



Part 2: Operation

§2.1 Appointment of Public Officers

  1. All Nations lawfully elected to a Public Office within the Region are to be appointed by the Monarch of the Labyrinth upon the date or within the period of appointment specified by law.

  2. The Monarch shall not refuse an appointment to Public Office for a reason other than;

    1. there are election discrepancies regarding the Officer that are under investigation at the time of appointment;

    2. the Nation in question makes serious violations to the laws of the Labyrinth during or subsequent the conclusion of the election in which they have been elected to;

    3. the Nation has been banned from holding elected office before their election;

    4. or if their appointment would cause a grave threat and menace to the region and its operation.

§2.2 Civil and Royal Officers

  1. Each member of the Regional Cabinet may appoint Civil Officers to serve certain roles in areas under their authority and at their direction.

    1. Appointments of Civil Officers shall be confirmed or rejected by the World Assembly Delegate of the Labyrinth, or Monarchy if the World Assembly Delegate is unavailable for more than four days.

  2. The Monarch may appoint Royal Officers to serve certain roles within the scope of the power of the Monarch, under their authority and at their direction. The Monarch may not appoint Royal Officers whose roles conflict or overlap with that of any Regional or Civil Officer, without that officer's continued consent.

  3. All Civil and Royal offices must have their exact roles and authority laid out and presented in a statement by the appointing authority to the region and the Regional Cabinet.

  4. Civil Officers serve at the pleasure of the Regional Officer they were appointed by, and may be removed at the will of that Officer, within the laws of the Labyrinth.

  5. Royal Officers serve at the pleasure of the Monarch alone.

§2.3 The Dual Mandate

  1. No Regional Officer shall, during their elected term, be appointed to the Regional Council, nor shall they become a Civil or Royal Officer, unless it is in the capacity as a Labyrinthian Diplomat or Ambassador to a foreign realm. Provision Amended

  2. No Regional Officer shall be appointed to more than one office within the Cabinet, unless they have been lawfully appointed to a second Cabinet position to fill the remainder of a vacant term.

  3. No member of the Regional Council shall be appointed to any other Public Office, during the length of their elected term, nor shall they serve as a Civil or Royal Officer in a capacity that would create a conflict of interest between their positions.
    Provision Repealed

  4. No Nation shall be allowed to run for more than one Public Office at a time.

  5. A Public Officer that runs for a Public Office separate from their current one during their elected term, and is popularly elected by the will of the Labyrinth, shall be obligated to hold the office for which they have most recently been elected, unless sufficiently extenuating circumstances, determined by the Monarchy, would allow otherwise.

§2.4 Operations of the Council Provision Repealed

  1. There shall be an election within the Regional Council of the Labyrinth to choose a Speaker of the Regional Council no later than ten days after the last election to the Council, except if the composition of the Council remains unchanged after the election.

  2. At any time, if the Speaker of the Council resigns from the Speakership or from the Council, or if a majority of the other members of the Council express a lack of confidence in the Speaker, there shall be an election to choose a new Speaker.

  3. All elections to choose the Speaker shall be conducted by the most experienced member in the Council. Provision Repealed

  4. The Council shall in no respect govern or intervene in the in-character events within Labyrinthian roleplay, official or unofficial, except to regulate the (out-of-character) actions of the regional government regarding the official Labyrinthian roleplay.

§2.5 Ex Post Facto Laws

  1. No ex post facto laws shall be passed by the Regional Government of the Labyrinth, nor shall they be enforced.



Part 3: Accountability

§3.1 General Provisions

  1. A Public Officer, Civil, or Royal Officer who uses their powers granted to them by the grace of their position, such as the ability to post in official announcement channels, send regional telegrams, suppress posts, and ban or kick members from the Region or Discord, to campaign for themselves or oppress the campaigns of an opponent, or who overreaches their mandate according to clause 2.2.3 as a Civil or Royal Officer, shall be guilty of Abuse of Power.

  2. Nations shall have the right to appeal the punishment imposed upon them by a Regional Officer, or a Royal Officer, to the Monarchy, who shall impartially judge the scenario and determine if the action taken was acceptable.

    1. Nations who have their appeal accepted and agreed to, shall have their punishment revoked and records expunged.

    2. A Nation who attempts to avoid a Regional Ban shall lose their rights to an appeal, and shall have any puppet nations meant to do so banished from the Labyrinth.

  3. Nations shall have the right to appeal the punishment imposed upon them by a Civil Officer to the appointing Regional Officer, and further to the Monarchy, according to the same procedure as above.

  4. Nations shall have the right to appeal the punishment imposed upon them by the Monarchy to the Secretary of Internal Affairs, according to the same procedure as in 2 above.
