Legislative Process Amendment (Neutral Signatories)

Purpose
The amendment seeks to clarify that signatories to a bill are not required to support the passage of the bill in question.
Implementation
The amendment shall be implemented immediately.

A law or amendment may be enacted through the following process:
A dispatch shall be created according to the official guide dictating the structure of laws and amendments
One member of the General Assembly that supports it shall become its signatory and submit it for General Assembly discussion
It shall be published on the Regional Message Board for public feedback for a minimum of 24 hours
Unless otherwise indicated, it may be enacted with a majority of the General Assembly in favour over a voting period of three days
After the voting period ends, those members of the General Assembly who have not voted shall be recorded as such
A minor, inconsequential amendment shall be exempt from Section 1 and instead may be enacted through the following process:
A motion shall be presented to the General Assembly and its status as such may be confirmed with a majority of the General Assembly in favour
Unless otherwise indicated, the motion may then be enacted with a majority of the General Assembly in favour
The Supreme Court may repeal any such motion deemed to not satisfy the definition of a minor, inconsequential amendment
