The Senate Chambers were filled with excitement as the first debate in a long time was taking place in its halls. The senators for

each stepped up to the task of answering much-needed questions for the region.

Senators from Clippius Maximus (leader of the UP) and Ziconean East Indian Company(leader of the new Progressive Democrats Party) were invited but did not attend the debate.

The debate was moderated by Dr Anastasia Clarke of The Medical Dictatorship of HMS NHS, who held a similar debate for the third Presidential election. Discussions in the chambers led to the choosing of the topics the Regional Economy and the Activity of the Imperial Senate. With two previous iterations of the Department of Finance, there is still no economic foundation for the region, which is hugely important. The Imperial Senate has been lacking in activity recently, with low voting counts, so the debate has given senators of the major parties of the region, to have their say on what should be done about the issue.

Greetings to all Senators in our great chambers,

The first question of the debate will be about the Activity of the Imperial Senate.

Just over 50% of all registered Imperial Senators are active, the rest are inactive. This is a problem that needs solving. What do you think is the best way to encourage senators to take part in the Senate?

I believe that activity in the senate can be encouraged by making it easier to get involved, whether that be in the motion making process, or in a cabinet, or as a member of the opposition. A clear format for motions, more transparent governments, and programs that involve member nations in the governing process are all good ways to tackle the problem.

I also believe that encouraging active non-senate nations to join the senate is another great way to tackle this problem, however with new members, I am more about quality over quantity.

I mean the process to be a senator is already easy in my opinion. Be a WA member and register with the Lord Overseer. We just need to advertise more and give more privileges to be one. As for inactive senators. I say we give them reminders. But after a while we suspend them because it really makes West Heisen job a lot harder.

Just over 50% of all registered Imperial Senators are active, the rest are inactive. This is a problem that needs solving. What do you think is the best way to encourage senators to take part in the Senate?

This is actually an echo of a larger problem with the region - i estimate over 70% of the Confederation members not showing any sort of activity, neither on RMB, nor on the Discord Communications Server. The idea of the Imperial Senate was to increase regional activity, with the legislative power that IS provides - however, it seems that far from everyone is interested in legal side of things, or anything this...'complex'. We do not have simpler tools to interact with each other, and that what needs to be changed in general. Regarding the Imperial Senate specifically, it has to research and develop these tools, offsite or otherwise, and provide Senate members with authority over some. The other way to increase activity is to actually have a conflict of interests, not a simple war that the Senate is barely able to regulate. We are not limited to just stamping acts and amending codes, we can issues embargoes, we can commend nations, we can do a lot of things - however, this all requires development, especially from the Department of Finance, so that there's something to actually embargo. Another thing we can do is simply up the recruitment rate and educate fellow Confederation members.

In addition to all that i have to note that introduction of new government positions in no way will help the situation.

How do we develop tools offsite? Please explain

'Offsite' here means that they would be hosted on 3rd party websites/services or offline, so not part of NationStates. That may include Trello project managing boards and similar software that is already developed by someone; or tools/software that we make ourselves. Of course, i wouldn't expect many nations to specialize in IT, if any at all, but at least i am personally in posession of development skills required for such projects, namely web development and design (php, js, html, css - fullstack). This opens a world of possibilities.

Do you have any solutions to the lack of interest in the "legal side of things" as you put it?

To be fair, i'm not the person to dance around and make things exciting for everyone - especially when it's indeed not as 'fun' as one might expect. So the only solution i see is to take it as it is and continue recruitment of new potential Confederation members. Those who are willing to learn the ways of the Senate will do so with our help. Those who don't care...well, they'll do other things. So, again, recruitment and education.

You have already seen an example in the Department of Arts and Communications' Confederation Work Production Program, I propose we have more of these programs, such as a, and these are just proof of concept examples, "the department of defence confederation military exercise program" "the department of finance trade fair program" ectÖ That is not to say creating new positions, which is what I think you mistook my original message to mean, but to involve them in a more "part time" or "casual" capacity, such as with the Work Production Program.

It is easy to join the senate, but not to actually do something in the senate, hence such a high senate inactivity level. We could introduce more types of motions, to make it easier for people to create some, we could highlight examples of great motions, to inspire them. The key here is to try a solution, and then re-evaluate if it worked or not.

The region needs an economic foundation. What would an ideal economy look like in the region?

Of course, there's no ideal, but there are certain things, mechanics that have to exist for any economy to actually exist, or at least as i envision it. For now trade is a simple barter limited to private companies which is, for the most part, outside our control. What we need is to define means of national production, as in, which commodity does a nation produce and in what quantities. Then, a way to exchange goods - for a monetary value or for another commodity, one-time or via a prolonged contract. And for money to actually work we need to define exchange rates, since pretty much every Confederation nation has it's own currency. Note that enforcing a single currency region-wide will not work in practice. After money, production and trade are established, only then it will be possible to introduce taxes, funding, etc. Difficult, complex? Yes. Exciting? Absolutely.

An "Ideal Economy" should have four core things, upon which everything else is built on:
First, trade, nations should be able to trade resources with one another.
Second, exchange rates, the values of currency should be clearly established.
Third, realism, the economy should be impacted by massive wars, by embargoes, by nations choosing to join or leave the region, it should realistically reflect an international economy.
Fourth, oversight, the department of finance should moderate the economy where necessary.

Well I propose the creation of a National Bank. The bank would hold all CCD money, give loans to countries, and would help in trade by helping with currency exchange. We would introduce a mandatory tax so the bank would have the money. This is still an idea in my mind but I have plans to help make it reality.

One step at a time, I plan to really kick it into gear during my second term however. I suppose I would start with a bartering style trade system, the most challenging part of that being the calculations of how nations produce said resources, I have not worked out the technical details yet however.

As was already correctly pointed out, setting up official social programmes of sorts for the other 90% to participate in. Then, we also have an option to commend/denounce nations, and just generally react to regional happenings, for example, the still ongoing conflict in The Immortal Empire of Alexander the Magnus - these types of motions we haven't touched just yet.

How do you propose to increase the recruitment rate for the Imperial Senate?

For the Senate itself, strictly within the region we can't do more than the Lord Overseer already does. We should, however, improve our inter-regional tactics, including recruitment of potential future nations that are not yet founded. Simply put - spread the word, perhaps even in other regions too, somehow.

The idea of a universal currency is great, but there's a caveat - we shouldn't force it on everyone. However, should a set of nations form a trade alliance and set one universal currency within that alliance, they should be allowed to do so - and our economic system should accommodate for that. So, yes, to an extent.

Ok I have to go. Answer to the question, as the leader of the NP I would love a universal currency. But if the currency fails, it would set back 400+ nations. Thatís the why a national bank is hreat, it can make conversions so trade is easier.

To put it simply, no, a truly universal currency is impossible to implement. The region is too large, and the economies of the nations are too vastly different.
