Recognizes: the importance of the Foreign Affairs Director as the WA Delegate

Understands: the need for enforcing the endorsement of the Foreign Affairs Director above all others

Signifies: the need for WA member autonomy in their viewpoints

Realizes: a citizen’s vote counter to the delegate is deemed null and void due to the structure of the WA

Authorizes: the use of an Official Citizenry Opposition Vote Waiver which allows citizens in the WA member to unendorse the the FAD if they disagree

Recognizes: the threat to the delegacy with unendorsements and therefore

Allows: the Foreign Affairs Director the discretion to instruct the citizen to unendorse other members that could threaten their delegacy before unendorsing the FAD

Approves: the Foreign Affairs Director’s ability to reject the waiver only on the grounds of significant threat to their delegacy even after the endorsement reallocation instructions
