The Office of the Prime Minister (el: Nóriecáno; xn: 宰相), or simply Prime Minister, is the head-of-state of the Xin-Fael Federation. As written Silver Tower Accords, the prime minister is elected through an instant-runoff voting system to a five-year term. The prime minister holds the title of commander-in-chief of the Xin-Fael Defense Force and is responsible for conducting foreign relations, such as concluding treaties, declaring war, and making peace. The prime minister must promulgate all laws and has no right to veto. Other powers of the president include granting amnesty, pardon or clemency, declaring martial law, and conferring honors and decorations. The prime minister can appoint senior advisors (el: Anyára saelor; xn: 資政), National Policy Advisors (el: Sanyë saelor; xn: 國策顧問) and Strategy Advisors (el: Pano saelor; xn: 戰略顧問), but they do not form an Upper Yi Federal Council (el: Nórëa yomenië; xn: 上一聯邦會議).
The Office of the Prime Minister is advised by the Ministry of the Chancellor (el: Inga Núromoliëxn: 校長府), led by the Chancellor (el: Inga saelor; xn: 校長), which advises the prime minister on general administrative affairs and the Upper San Security Council (el: Varnassë yomenië; xn: 上三安全會議), led by the Chairman of the Security Council (el: Hér varnassë; xn: 安全會議主席) which advises the prime minister on matters of state security and international diplomacy.
Wei Wuxian (xn: 魏无羡) (born Wei Ying (魏婴)) currently holds the Office of the Prime Minister. A native of the state of Yuming Jiang (xn: 云梦江), Prime Minister Wei was elected in the 2108 C.E., the first elections in the history of the Xin-Fael Federation. Prior to being elected Prime Minister, Wei Wuxian played a key role in the Silver Tower Accords between the Xanadu Confederation, Ari Tirith Alliance, and five lesser peoples. Outside of his political career, Wei Wuxian is known as a famous scholar-warrior (often referred to as cultivators), having passed the Rite of Passage Examinations at the age of 16 and graduating from the Yuming Jiang School of Knowledge and Wisdom at 22. Wei Wuxian would go on to participate in the Seventh Qi War (2089-2092) and Third Xanadu-Ari Tirith Conflict (2095-2103) before embarking on his mission with thirty-two others to convince the major powers of the region to make peace and unite as a nation. Over the course of five years, Wei Wuxian and his companions negotiated peace between the peoples of the region, eventually culminating in the Silver Tower Conference in 2107 from which the Silver Tower Accords and Xin-Fael Confederation were birthed. Today, he is hailed as a national hero for his actions, and faithfully serves the establishment that he helped to create.


The Executive Yuan (el: Cundova ranta artatúrë; xn: 行政院) is the executive branch of the Xin-Fael Federation. The Premier of State (el: Luvacundo; xn: 行政院院長) is the leader of this branch of government and is appointed by the Office of Prime Minister. The Premier may be removed by a vote of no-confidence by a majority of the Legislative Yuan, after which the Prime Minister may either remove the Premier or dissolve the Legislative Yuan and initiate a new election for legislators. Unlike other systems of governance, the Premier of State is head-of-government and able to form the Upper Yi Federal Council, a power that the Prime Minister does not possess. In addition to the Premier of State, the Executive Yuan is also made up of the Vice-Premier of State (el: Nurmea luvacundo; xn: 行政院副院長), fifteen Upper Yi Ministers (el: Hér aradur; xn: 上一尚書), and various Upper San Ministers (chairpersons) (el: Nurmea aradur; xn: 上三尚書). The Vice-Premier and ministers are appointed by the Office of Prime Minister on the recommendation of the Premier of State.
The Upper Yi Federal Council (el: Nórëa yomenië; xn: 上一聯邦會議) is the chief policymaking organ of the Xin-Fael government and consists of the premier, who presides over its meetings, vice-premier, and the heads of the ministries. The secretary-general and the deputy secretary-general of the Executive Yuan also attend as well as heads of other Executive Yuan organizations by invitation, but they have no vote. The Silver Tower Accords empower the Upper Yi Federal Council to evaluate statutory and budgetary bills concerning martial law, amnesty, declarations of war, the conclusion of peace or treaties, and other important affairs before submission to the Legislative Yuan.
The Upper Yi Federal Council must present the Legislators with an annual policy statement and an administrative report. The Legislative Committee may also summon members of the Upper Yi Federal Council for questioning. Whenever there is a disagreement between the Legislative Council and Upper Yi Federal Council, the Legislative Committee may pass a resolution asking the Upper Yi Federal Council to alter the policy proposal in question. The Executive Yuan may, in turn, ask the Legislators to reconsider. Afterward, if the Legislative Council upholds the original resolution, the premier must abide by the resolution or resign. The Executive Yuan Council may also present an alternative budgetary bill if the one passed by the Legislative Committee is deemed difficult to execute.

The Legislative Yuan (el: Kwendā; xn: 立法院) is the unicameral legislature of the Xin-Fael Federation. The current session referred to as the Fourth Legislative Yuan was inaugurated on 1 August 2108. The current Legislative Yuan consists of 5,960 seats representing the 1,461 constituencies within the Xin-Fael Federation. Members of the legislature are elected through a nonpartisan blanket primary with elections being held every two years beginning on 15 July at 00:00 am and ending on 31 July at 11:59 pm. Members are separated by an A-B block system resulting in a staggered voting cycle. This means that, for the First Legislative Yuan, half of the members of the legislature served a six-year term. The powers of the Legislative Yuan are designated by the Silver Tower Accords and include:
- • Making laws and approving the national budget, treaties, and emergency decrees issued by the Office of Prime Minister
• Reviewing executive decrees
• Interpellation of government officials
• Initiating no-confidence vote against the Executive Yuan
• Approving appointments to the Examination Yuan, the Control Yuan, the Grand Justices, the Auditor General, the Public Prosecutor General, the National Communications Commission, the Fair Trade Commission, and the Central Election Commission,
• Initiating the recall of the President or the Vice President, and the impeachment of the Office of Prime Minister
• Initiating constitutional amendments, which must be referred to a referendum
Legislators are voted into office in the following ways:
- • 3,695 are elected under the runoff ballot system in single-member constituencies.
• 1,550 are elected under the supplementary member system on a second ballot, based on nationwide votes, and calculated using the largest remainder method by the Hwär (Hare) quota. Any party which receives 5% or more of the Party vote can enter the parliament.
• 703 are elected by the 6 lesser species voters through a single non-transferable vote in two three-member constituencies.
• 12 are elected through culturally traditional means decided upon by the local populace.
The 5 largest parties with 800 seats or more can form caucuses. If there are fewer than 5 such parties, legislators in other parties or with no party affiliation can form caucuses with at least 200 members.
The other Yuans are authorized to propose legislative bills to the Legislative Yuan. Legislative bills proposed to the Legislative Yuan have to be cosigned by a certain number of legislators. Once a bill reaches the legislature, it is subject to a process of three readings.
The Legislative Yuan is lead by Speaker of the Legislative Yuan (el: Nórë óma cundo; xn: 立法院院長), or the President of the Legislative Yuan. The speaker is elected by and from among all members of the Yuan in a preparatory meeting held on the first reporting day of the first session of each Legislative Yuan and shall serve a term the same length as that of other members. The speaker presides over the Yuan Sittings and the meetings of the Committee of the Entire Yuan and is responsible for the administration of the Yuan. In the cases in which the President of the Legislative Yuan is unable to attend to his or her duties, the vice-speaker acts in his or her place. The speaker serves a term of four years with no renewal limit. The current Speaker of the Legislative Yuan is Chung Young-Soon (hn: 정영수; xn: 鄭 永壽), a Harmonious Unification Party at-large legislator.
