Position Reform Act

Introduction
The current system of offices is large, messy, and powers are not clearly defined. This law will create systems for: when an officer resigns/is impeached, which officer is in charge of what, and which positions are unnecessary/needed.

Succession Procedure
If the President is removed from office, the VP takes power. When an officer is promoted by emergency circumstances, they are considered to be removed from office for the position they leave empty. If the VP is removed from power, the Minister of the Interior takes the position. If the Minister of the Interior is removed from power, the Pollster takes the position. If the Minister of the Exterior is removed from power, the Minister of Foreign Affairs takes the position. If any of the following officers are removed from power (Pollster, Culture, Minister of Foreign Affairs), a emergency election takes place.

Order of Hierarchy
This describes which officials are more powerful, in case of dispute. It goes as following, from highest to lowest: President, VP, Minister of the Interior/Minister of the Exterior (Equal power, if dispute is on Appearance, Comms or Polls, Interior is higher, if it is on Border Control or Embassies Exterior is higher.), Minister of Culture, Pollster/Minister of Foreign Affairs (Equal power, if dispute is on Appearance, Comms or Polls, Pollster is higher, if it is on Border Control or Embassies Foreign Affairs is higher.), Regional Cat. Whenever a disagreement occurs, the higher officer wins (This is not about court cases, but inter-government disputes).

Changes to the current government:
This law will remove the Speaker of the Opposition (All laws governing their power will still affect them, in hierarchy they are above regional cat, but below all others), and this will take effect next election. The Minister of Foreign Affairs will get Border Control Authority. The Regional Cat will be appointed by the President.

On Appearance
Appearance power governs the WFE, tags and pinned dispatches. It is held by the President, VP, Minister of the Interior, Minister of the Exterior, Minister of Culture and the Pollster. All of the officials may use these powers, but if they are misused (Messing with the WFE organization, mistagging, pinning non-important dispatches etc.), a trial should be held to either temporarily suspend them from office, or permanently suspend them from office, if they are found guilty.

On Border Control
Border Control governs the regional password and ejections/bans. It is held by The President, Vice President, Minister of the Interior, Minister of the Exterior and the Minister of Foreign Affairs. The password will only be enforced on N-Day and Z-Day (Or April Fool's Day), or in event of an invasion. It will be displayed to residents in the former 3, but not the latter. Ejections should occur under court order or in a raid. Violation of any of these rules is a serious offense.

On Communication
All officers have Communications authority, which governs suppression and telegrams. The welcome telegram will be run by Minister of the Interior, with advice from other positions. Region-wide telegrams may only be used for non-partisan official government news. Suppressing posts should only occur when a post is illegal (Needs to be clarified in further law, in the meantime, breaking site rules).

On Embassies
Embassies allows an officer to create/close embassies with other regions. It is held by The President, Vice President, Minister of the Exterior and the Minister of Foreign Affairs. Embassies may only be proposed to regions who are not raiders/fascists and should respect the foreign regions embassy policy (ie. If it says on the WFE no, do not propose embassies.)

On Polls
Polling authority is held by the President, VP, Minister of the Interior, Minister of Culture, Pollster and the Regional Cat. Polling authority allows an officer to post a poll, in Alnobia or elsewhere. Polling authority is governed by the Polling Reform Act.

Removing/Adding Positions
There should be at most 3 elected positions per 5 (active WA members, active being logging in every 7 days, new citizenship law would clarify this) citizens of Alnobia. In order to remove/add a position, a referendum is created by the usual way with the specific intent to remove/add a position (The only exception is this law). All changes take effect next election.

Conclusion
This law should be approved by a 5 day long referendum only open to Alnobian WA members. There should be 3 options on the poll: yes, no and abstain (If the poll is created in a puppet region, a fourth should be added for non-alnobians). This law may be repealed/amended by a law in the same format. This law takes effect immediately after passing.
