Endorsement Cap Amendment (Adjusted Caps)

[b]Implementation[/b] The amendment shall be implemented immediately. [spoiler=Yes (7)] Antinios Argentigrad Dyl Kavagrad New Samon Nottinhaps Sincadenas [/spoiler] [spoiler=No (0)] [/spoiler] [spoiler=Abstain (0)] [/spoiler][/box] [box][size=140][b]Existing Law[/b][/size] [hr] [list=1][*]An endorsement cap shall be fixed monthly at two-thirds of the endorsements of the Secretary, rounded to the nearest ten, commencing from the time at which the Secretary assumes the Delegacy [*]Any nation, excluding the Secretary, that exceeds the endorsement cap shall be warned via telegram by an authority delegated by the Secretary [*]If a nation fails to comply with the endorsement cap seven days following said warning, or an extended period as determined by the Secretary, they shall be ejected from the region[/list][/box] [box][size=140][b]Proposed Law[/b][/size] [hr] [list=1][*]The maximum number of endorsements allowed for a nation, henceforth known as the endorsement cap, shall be: [list=a][*]Announced by the Minister of Information on the first day of each month [*]Set at 80% of the endorsements of the Secretary, rounded to the nearest ten, for nations endorsing the Secretary [*]Set at 20% of the endorsements of the Secretary, rounded to the nearest ten, for nations not endorsing the Secretary[/list] [*]If a nation exceeds the endorsement cap, the following shall apply: [list=a][*]The Minister of Information shall telegram the nation requesting that they actively seek to reduce their endorsement count below the endorsement cap [*]If the nation does not actively make any meaningful attempt to comply with the request within 7 days, or an extended period as deemed appropriate by the Minister of Information, they shall be ejected from the region[/list] [*]An outgoing Secretary shall be granted a four-week grace period from the time at which they lose the Delegacy to reduce their endorsement count below the endorsement cap, after which the aforementioned process may be initiated[/list][/box]
