Hablos Government Structure

Hablos Government

There are 3 Branches of government:

    The Emperor
    The Grand Council
    The Senate

Each branch has a role to play in the ruling of Hablos.
The Emperor
    *The Head of state, The First Branch of Government.
    *The Founder of the Region, and final approver of any Motion by the Second or Third Branch.
    *The Emperor is consistent and can’t resign.
    *Cannot take part in Party Politics.

The Grand Council

    *The upper house, The Second Branch of Government,
    *The Trusted advisors of the Founder who review motions passed by the Senate for approval, amendment or rejection before it reaches the Emperor.
    *Cannot take part in Party Politics

The Senate

    *The lower house, The Third Branch of Government,
    *The basis for the day to day ruling of the region, the starting point for any and all motions in the region.
    *All Senate members (apart from the Chairman) represent the region in Political Parties. They are led by the Chancellor of Hablos

The Emperor
    *The Emperor (founder) appoints the appropriate senate after each election and appropriate members for The Grand Council when there is a vacancy.
    *The Emperor is the only one who can overrule any final decision by The Grand Council if it is in his best interest for the region.

The Grand Counci
    *The Grand Council comprises the most trustworthy 3 nations in Hablos.
    *They are elected for life terms unless they resign.
    *All Senate passed motions go to The Grand Council. The Grand Council has the right to amend or reject any motion if deemed not in the best interests of the people of all nations.
    *The Grand Council has authority over everyone in Hablos but the Emperor (founder).
    *The Grand Council members are appointed by the Emperor (founder).
    *The Grand Council must consult the Emperor before implementing any laws.
    *If they don’t consult the Emperor before enacting laws, The Grand Council can face trial by the Senate led by the Emperor. It is the Emperors final decision to remove them from office. He can only remove them with a 66% Senate majority.

The Senate
    *The Senate must always have an odd number of nations (With a minimum membership of 5).
    *Admission to the senate will require 7 consistent days membership of the Hablos Region, membership of a Political Party and any alternative nations must also be listed prior to the campaign beginning.
    *The people will vote for a Political Party directly and the positions in government will be decided within the party leadership.
    *The Prominent Senate positions will consist of:
    -Chairman - The Leader of the house and the mediator and if a tie occurs. They have the casting vote and aren't aligned with any of the parties. They must renounce any party
    -Chancellor - The leader of the largest party or controlling allied majority.
    -Deputy Chancellor - The 2nd in command of the largest party or controlling allied majority.
    -Shadow Chancellor - the leader of the second-largest party not in power.
    *Senators can be removed if deemed unfit for duty by The Grand Council on request of the Senate but those actions can only be taken when a 60% Senate majority votes in Favour and the Motion is approved by The Grand Council.

Any and all nations that endorse any raider and try to put a raider in power are barred from serving in the Hablos regional government or elections for life.
