The Rational State of France (rarely the Seventh Republic of France), or simply France, is a unitary Rationalist scientocratic state whose main territory, metropolitan France, is located in Western Europe; the government continues to control some territories overseas, stretching the geometric boundaries of the Rational State to much of the world. The Metropole and its overseas territories are divided into 24 Statistical Divisions, usually called regions, containing a population of 80 million. France is a founding member of the Grenoble Rationalist Association (GRA) and is widely considered its leader. The Fifth Republic was especially hard-hit by the Storm, and all but collapsed in the next few months, a period known colloquially as the Quiet Fall in domestic historiography. Outbreaks of infectious disease, famine, shortages in essential goods and a broad breakdown of social order followed in the years sinc. The Sixth Republic, the historiographic term for the French (Fifth) Republic under President Marcelin Remi Palomer's emergency government was initially a state in martial law, morphing into a de facto military dictatorship, meant to keep order in France during the worst years of the Storm; Brittany and Occitania would separate from France during this time, with more pressing issues preventing a Sixth Republic military response, though in 2060 both states are recognized by the Rational State. By 2037, the Storm had largely abated, but the Seventh Republic's military grip on the populace remained. Chronic corruption, abuses of power and remaining food shortages resulted in the rapid rise of the Progress party, promising a technocratic alternative to the people of France, sealed off from the world during Palomer's rule and ending in the Sixth Republic's dissolution- the Sixth Republic's military forces largely mutinied on August 18th, 2040 at the end of a frantic two-day-long struggle for military control between the Sixth Republic and the Progress movement. Palomer, conceding that he had lost, stepped down and transferred all civil authority to the revolutionaries, escaping to Wallonia. The Progress Party took the rest of the year to draft and ratify a new constitution for the Rational State of France, officially declared on January 1st, 2041.

Politics

The government, based in Paris, follows the unique model of other Grenoble Rationalist Association member states- a technocratic/scientocratic philosophy and ideology, Rationalism (with a capital R), dominates public life. In the French application of Rationalism, a publicly elected figurehead chief executive, the Speaker, appoints qualified experts to the Council of Directors, a cabinet-like body that carries out policymaking and policy research through the Public Research Bureau, as well as other such specialized offices, and the principles of theoretical technocracy (or scientocracy) are applied to the nation's governance. While the public has little direct input into this process, they elect members of the Public Oversight Bureau (who must pass a knowledge examination before entrance), which conducts frequent reviews of government policy. At the center of the Rational State is a notion of scientific, measured advancement- that positive progress, both scientifically and socially, is the end goal of the people, but that it must be made through research and evaluation, in line with the scientific method. A successful application into the civil service, which displays the characteristics of both a mostly efficient bureaucracy and a federation of scientific/technical research organizations, is one of the highest honors in French life. While Progress, the force behind this system of governance, enjoys popular support, the government also maintains a highly active engine of public propaganda, extolling the virtues of technocracy and progress- the party also maintains a far-reaching surveillance and data connection network that is often criticized by foreign media, but is seemingly accepted by the French people as a necessary tool for progress. At its best, Rationalism governs France as a system of thousands of constantly appearing and disappearing scientific problems, the best and most satisfactory solutions to which are found through analysis of available data and evidence.
