May 18th. A day, that is forever shrouded in the blood of Antarctic people, forever remembered as a day of violence, of terror, of an unimaginable loss of life.

Over 464,000 confirmed dead, more than 330,000 missing or presumed dead, on a day as dark as this. Caused by a protest that developed into a riot over unannounced military maneuvers by the nation of Ancapstands, this riot was handled by the Ancap government via use of bullets, napalm, and other munitions of excessive caliber that have no purpose being used as anti-riot weapons.

This day will forever be seen as the darkest day in Antarctic history, and, will, furthermore, be seen around the world as the incident that drove Antarctica out of it's once pure pacifism and disregard for violence... this day will forever be seen as the day that a Mars-based civilization, attacked the people that had once been peaceful and extremely helpful to them.

Regardless of the truth, this day is now a stain on both nations... and many blame Ancap for their handling of the situation, rather then the Antarcticans, who grew violent and attacked beforehand. The blame is left to the Ancaps, who napalmed civilians to death in hopes of ending a riot that they were partially at fault for to begin with.

As a result of this incident, all incendiary-based weapons that act like or can be used in the same roles as napalm have been banned from military use permanently.

Following negotiations, an agreement was reached that became satisfactory between all nations: [No longer applicable due to a change in regime.]

Following the chain of events that lead to the 'Antarctic Genocide' and the soon after following 'Ancap Civil War' and 'Destabilization of the Antarctic', The Federation of The Municipalities of Antarctica and The People's Republic of Wubdich in cooperation with The Republic of War Peace 123 developed a treaty to ultimately end the discussion over the handling of the actions and human rights violations conducted by The Confederacy of Ancapstands on antarctic grounds.

First Resolution:
The Confederacy of Ancapstands fully acknowledges their crimes committed on Antarctic grounds against the people of The Federation of The Municipalities of Antarctica. Furthermore, they acknowledge that their military actions, exercise or not, were responsible for the riots and thus the 'Destabilization of the Antarctic'.

Second Resolution:
The Confederacy of Ancapstands provides financial aid in great quantities to prevent the economy of The Federation of The Municipalities of Antarctica to collapse. Additionally all surviving, antarctic victims will be paid considerable amount of money as redemption.

Third Resolution:
The Ancap HQ in the Antarctic will be demolished and scrapped by local authorities. The Confederacy of Ancapstands will provide the means to demolish said building. After the HQ have been fully demolished, the land that was once given to The Confederacy of Ancapstands will be retaken by The Federation of The Municipalities of Antarctica. All materials that are being extracted during the demolition, will be given to The People's Republic of Wubdich instead of The Federation of The Municipalities of Antarctica, since its materials are as undesired by the Antarctic people as future diplomatic, ancap relations.

The new Earth HQ of The Confederacy of Ancapstands will afterwards be located on the wubdichian island of 'Otmshcheniye', which had previously been used by them in cooperation with The People's Republic of Wubdich, following past agreements. The People's Republic of Wubdich regains most of the claims on the island and is authorized to intercept and inspect all vessels entering and leaving the station. The HQ may also be disbanded in case of new tensions between The Confederacy of Ancapstands and The People's Republic of Wubdich or Allies.

Fourth Resolution:
There shall be a yearly service on the day of the massacre on the ground of the massacre. It shall be run by The Confederacy of Ancapstands and The Federation of The Municipalities of Antarctica to remember the fallen.

Fifth Resolution:
The government of The Confederacy of Ancapstands shall release the massacre to the public and the media freely for them to learn about the government and the truth.

Sixth Resolution:
Only The Confederacy of Ancapstands's WMDs will be limited to a no first strike policy. Any peacekeeping operations automatically disqualify WMDs.
