Winning a War

I want to start where most conflicts end. In order to win a war, I propose you need to hold 75% or more of a nations cities, and its capitol. Therefore, cities should be shown on the map before going to war. Each nation should have at least 10 major cities, including its capitol. Nations on the map should also have military bases and/or structures that they deploy troops from. For the purposes of this document, cities and military bases shall be considered "points of interest". Once these requirements are met, the controlled nation would no longer be able to put up a fight, and peace talks would be started. The side controlling all the needed cities generally has claim to all the territory they took.

Battles

When you invade another country, you usually put troops on the map to represent you main forces. If any enemy forces engage in conflict, a battle is started.
When the battle is over, the winner will be decided by a neutral party. If there is no neutral party available, two people representing both sides not involved in the conflict will decide the outcome.

The outcome should include:
Losses (for both sides)
If one side lost/gained territory
Other things relevant to the battle

Important things to consider when deciding who won the battle:
Troop numbers
Terrain advantage
Level of Fortification (A Dug in and prepared enemy will fare better than one on the move)
Strategic moves made during the battle
Other things relevant to the battle

After the neutral party (or parties) come to their decision, it is what happened unless the RARP overturns the decision the party (parties) made.


Taking points of Interest

When one side moves in to take a city or military base, it will always start a battle, even if there are very few forces there. Taking a point of interest should always require overwhelming force from the attacker to win the battle. If a defender loses a city, then tries to take it back, the original owner of the city should not require overwhelming force to take th city back, instead, it would be like a normal battle. You can have maximum 20 points of interest.
