National People's Council


The National People's Council, officially the Wenshia Dongucha'i is the official Loush Land's central legislative branch. The total seats for this branch are equal to 25,000 seats (22,462 political parties and 2538 independents). According to the law of Loush Land, Wenshia Dongucha'i is the only official and functional central legislative branch that upholds every citizen aspect of it.

The highest leader of the National People's Council (NPC) is the Premier, where the Premier leads the parliament and legislative body freely under the supervision of the Supreme Directorate. The NPC itself is supervised by the Council of People's Will (CPW), one of the supervisory bodies of the National Central People's Council (NCPC). In routine sessions, the Premier does not need to attend or lead the sessions directly because this function is carried out by the Chairperson of the NPC (C-NPC) who carries out the function of chairing the NPC session when it is in progress or in general. Meanwhile, for annual sessions such as the 5-Year-Session, the Premier and President are also at the NPC to see and participate in the session.

History


Early Form
In the 1960 Republican Era, the House of Revolutionary Assembly known as HRA formed to be the first legislature in Loush Land. Then in 1972, HRA was abolished and replaced by People's Representatives or PRS. PRS disbanded in 1988 and was replaced by the House of Federal Revolutionaries or HFR during Asthoshent's rule.

House of Federal Revolutionaries
This legislature became a tool for Asthoshent to pass various laws and regulations desired by Asthoshent, in short, the HFR was formed to become Asthoshent's puppet during the federal government. In 1995, the HFR experienced major clashes with the people of several non-party political factions. So Asthoshent dissolved the HFR as well as dissolved the Federal Republic. The HFR was later replaced by the House of Republican Revolutionaries or HRR (H2R).

House of Republican Revolutionaries
H2R did not last long until it was finally dissolved in 2013 by Vitoshent and the legislature was banned during the Lordesians rule. In 2018, Dasthoshent restored H2R and resumed carrying out its functions until 2020. In 2020, Giora Blorano banned the existence of H2R, even hunted every H2R member, and replaced it with the People's Assembly, which later changed its name to the People's Revolutionary Assembly.

People's Revolutionary Assembly
People's Revolutionary Assembly lasted until 2025 and finally disbanded by itself due to power struggles. The People's Revolutionary Assembly is the forerunner to the Supreme Neko Assembly. During the period of the struggle for power, the People's Revolutionary Assembly changed its name to Neko Assembly which functioned as a unifier of Neko revolutionaries and other Communists in Loush Land, and several Neko states that had been formed.

Supreme Neko Assembly
After the power struggle ended in 2032, the Supreme Neko Assembly was formed by Samado Santrevi, Kocho Santrevi, Fuugo Arruki, and Arcalies Azarious. Later on, in 2049, the Supreme Neko Assembly was abolished and replaced by the National People's Council

National People's Council
Created in 2049 by Yugiko Santrevi and Qizura Azare, a new cabinet was formed to replace the Supreme Neko Assembly. In 2061, a huge reform was made inside the council, one of them was reducing its representatives from 25,000 seats to just 3,500 seats. However, since the 2072 revision under Li Doctrinism, the National People's Council increased its seats back to 25,000 seats.

Mechanism


Premier of RRRC
The Premier of the RRRC is the head of the National People's Council which leads the running of the parliament and the legislative function continues to work. Premier works and coordinates with the President of RRRC in the legislative-executive working relationship.

Chairperson of NPC
The Chairperson of the NPC is the leader of ongoing parliamentary sessions or meetings, functioning as a determinant of law if it needs to be revised or ratified. The Chairperson of NPC is responsible for the Premier of RRRC.

Observer of NPC
The Observer of NPC has the main function of being an observer as well as supervising all laws being discussed and disseminating information as widely as possible about what is happening in parliament and the draft laws that are to be discussed or are being discussed.

Extended Councils


Extended Councils (EC) is a term for the extension of the NPC in several People's Governments under the RRRC constitution. The EC exists for several reasons, for example, because the NPC does not have representatives representing the People's Government because the territory is too small in population or too small in size, they can form a small legislative body which is an extension of the NPC. Half of the legislative body must be filled by members chosen by the NCPC as representatives of the central government. Below are some examples;

Archdiocese of Saint Verhald
The Archdiocese of Saint Verhald is a small executive-legislative body in Saint Verhald consisting of several hereditary representatives of bishops and cardinals elected through sacred elections held only in Saint Verhald, and only for members of the Church of Saint Verhald. The RRRC government allowed Saint Verhald to have an electoral system and the Archdiocese acted as NPC in Saint Verhald because the bishops were independent, non-partisan members.

Military Council of Filonia-Qizura
The Military Council of Filonia-Qizura (MC-FQ) is a small executive-legislative body in Filonia-Qizura MGR, MC-FQ is one of the features of the Filonia-Qizura region, where the military can take a more active role than in the NPC. MC-FQ is a forum for military people in Filonia-Qizura to express their aspirations and shape policies there.

Party to Represent


Party to Represent (PtR) is a term for the 2070 policy which underlines the need for representation from People's Organizations to the National People's Council. The People's Organizations will affiliate with certain political parties in the National People's Council to be represented within the Council. Some of the examples are;

RRRC-TWD (Council of Loush Landian Union People's Government Monarchs)
The RRRC-TWD (CPGM) is a group of People's Government that upholds the People's Monarchy system. RRRC-TWD aligned themselves to the Loushinist Party and the Development and Freedom Party.
