[size=120][font=Avenir, Segoe UI][tab=30]Intended as a replacement for the late [url=page=WA_past_resolution/id=604/council=1][color=#FF9900][b]GA#604 "Access to Scientific Knowledge"[/b][/color][/url], the at-vote resolution "International Scientific Cooperation" establishes the International Scientific Cooperation Agency (ISCA), through which scientific publications would be collected, assessed, and made available to the international community. Detailed powers and responsibilities of ISCA, such as to evaluate scientific submissions for compliance with ethical standards and to annotate critical peer-reviews on a particular submission, as well as standards for the submission process, are also established.[/tab]
[tab=30]The resolution adequately addresses the issues that led to the repeal of its predecessors, namely the satisfactory enforcement of ethical standards. Its goal to further universal access to scientific publications is commendable and immensely important for modern enlightened society, and the Office is convinced that this proposal will make a clear and effective contribution towards this cause.[/tab]
[tab=30]Particularly, the increased level of detail in ISCA's procedures makes a positive impact ‒ neither too superficial to create ambiguity, nor too exhaustive so as to allow internal contradiction or unintended loopholes, the proposal succeeds in enabling ISCA to do its job thoroughly while also leaving it breathing space. Lastly, the strict separation of ISCA from any political-ideological endeavors, be it by donations or by politicized submissions, is much-needed and well-implemented by the proposal.[/tab][/font][/size]
